Pursuant to the law of information technology on June 29, 2006.
Considering the recommendation of the Minister of posts and telecommunications, the DECISION: article 1. Approved overall plan Vietnam electronics industry development to 2010 and vision 2020 with the following principal contents: i. the VIEWS and OBJECTIVES of DEVELOPMENT a. PERSPECTIVE 1. Electronic industrial development became one of the key industries of economy with export-oriented and meet the needs of the domestic market, contributing to promoting the process of industrialization and modernization of the country.
2. Encourages the economic sectors involved in investing in the electronic industry with the scale, different types, from the Assembly of finished products to the production of components, spare parts and auxiliary products, which particularly focuses on attracting foreign investment from multinational corporations.
3. Orientation for the development of enterprises in the country in the coming time is: restructuring towards manufacturing specialized electronic development, including product manufacturing, components, spare parts and auxiliary products for the field of information technology, telecommunications, medical electronics, industrial electronics , mechatronics, measurement, and automation. 
4. important factor in the development of the electronic industry in Vietnam is developing human resources to meet the requirements of quantity and quality.
B. DEVELOPMENT OBJECTIVES 1. The general goal of building Vietnam electronic industries co. service the industrialization, modernization, defence tasks, the security of the country, have the ability to compete on regional and world markets.

c) production capacity in the country has the ability to meet market demand, largely depends on imported products.
d) developing auxiliary industries to meet domestic needs and for export.

II. DEVELOPMENT ORIENTATION 1. 2. market-oriented diversification of products, improve the competitiveness of products to satisfy the domestic market, the regional market access and export-oriented world. The focus of research and development of products with high value-added and competitive in the region and the world.
3. human resources orientation the State encourage the economic sectors in society to participate in human resources development to meet the requirements of the electronic industry development. Training of human resources towards: a) The design, research and development of new products to meet market demands, have high value and competitive on the regional and world markets;
b) technology engineers are highly qualified, able to absorb advanced technology, efficient application in Vietnam and can be creative of new technologies;
c) skilled workers to execute the tasks of production and ensure the quality of products;
d) intermediate level managers good, effective management of the production process.

6.
