THE PRIME MINISTER Pursuant to the Law on Government Organization December 25, 2001;
Pursuant to the Law on Environmental Protection November 29, 2005.
proposal of the Minister of Natural Resources and Environment, DECIDES
:
Article 1. To approve the "Plan national action on biodiversity until 2010 and orientation until 2020 to implement the Convention on biological Diversity and the Cartagena Protocol on Biosafety "(hereinafter referred to as the national action Plan) with the following major contents:
I.
1 GOAL. Specific objectives between now and 2010:
a) Conservation and development of terrestrial biological diversity:
- Consolidate, improve and develop the system of special-use forests (contributing rate forest cover 42-43%);
- Restores 50% of watershed forests have been degraded;
- Effective protection of animals, plants, precious, rare and in danger of extinction;
- Three nature reserve is recognized as the world's natural heritage or biosphere reserves in the world and the nature reserve is recognized as ASEAN heritage.
B) Conservation and development of biodiversity of wetlands and the sea:
- To increase the total area of ​​protected areas and marine wetland of international importance and national uphill 1.2 million hectares;
- Restore 200,000 hectares of mangroves;
- Construction in (05) wetlands qualifying conditions to be recognized as wetlands of international importance (Ramsar).
C) Conservation and development of agricultural biodiversity:
Announcing complete conservation system for effective conservation of crop varieties and animal breeds, agricultural microorganisms indigenous , rare, valuable economy - high society.
D) Sustainable use of biological resources:
- Build and develop models for sustainable use of biological resources; control, prevention, prevent and eliminate the exploitation, trading and consumption of wild animals and plants are rare and precious, endangered;
- Control, evaluation and prevention of invasive alien species;
- Testing of 100% of the breeds, species and genetic resources imports.
E) Strengthening the capacity of State management of biodiversity and biosafety:
- consolidate and strengthen administrative capacity for the system of state institutions, especially for agencies national focal point and the competent authorities in the system of biodiversity and biosafety, management needs for these two areas;
- Developing and improving the system of mechanisms, policies and legal documents on management of biodiversity and biosafety;
- Strengthening of material and technical base, focus on training and building staff to meet the requirements of professional and professional conservation and development of biodiversity and biosafety management ;
- Propaganda and education to raise awareness of the community on conservation, development and sustainable use of biodiversity; strive for more than 50% of the population regularly access information on biodiversity, biosafety and consulted in the decision granting biosafety certificates;
- Guaranteed 100% genetically modified organisms and products and goods originating from genetically modified organisms are allowed to circulate in the market have passed risk assessments in Vietnam, and was labeled monitoring and supervision according to law.
2. Orientation 2020:

A) Conservation, development and sustainable use of biological diversity of genetic resources, species and ecosystem richness of Vietnam; biosecurity management an effective way to protect people's health, the environment and biodiversity; practical contribution to the conservation and development of biodiversity in the region and globally; full implementation of international commitments on biodiversity and biosafety to which Vietnam is a member;
B) Improving organizational systems, mechanisms, policies and legal documents to manage biodiversity and biosafety in our country;
C) complete the system of natural protected areas (terrestrial, wetland and marine); 50% recoverable natural ecosystem characteristics, sensitivity was destroyed.
II. MAJOR DUTIES
1. Conservation and development of terrestrial biological diversity:
a) Develop a unified rating system for the SUF; implementation review, planning and system development SUF; applying models of sustainable forest management;
B) Continue to effectively implement the project on planting 5 million hectares of forests, (with Resolution No. 73/2006 / QH11 of November 29, 2006 XI, the 10th session of the adjustment of the targets, project tasks of planting 5 million hectares), especially focusing on the watershed forests have been degraded and sensitive ecosystems;
C) Develop and nominate the nature reserve is qualified to be recognized as the world's natural heritage, biosphere reserves and world heritage of ASEAN;
D) Application of the ecosystem approach in the protection of biodiversity; building biodiversity corridors between protected areas and conservation of farm suitable to the conditions of Vietnam;
E) Planning situ conservation system under the 8 regions (North East, North West, North Delta, North Central, South Central, Central Highlands, Southeast, Southwest ) and under construction in some areas as planned;
E) Developing forms situ conservation, especially for the animals and plants endemic, rare; focusing on breeding and planting certain species of animals, plants, rare and precious, valuable economy - high society;
G) Identification of endangered species in danger of extinction to perform situ as planned.
2. Conservation and development of biodiversity of wetlands and the sea:
a) Construction, development and management of the system of protected areas and marine wetlands:
- Develop and implement strategies, planning and plans for national and provincial level on integrated management of coastal areas;
- Develop and implement the planning of protected areas and marine wetlands, including focusing on functional areas and buffer zones; develop and implement conservation plans for each area;
- Investigation, survey, profile and recognition of the proposed protected area of ​​wetlands of international importance (Ramsar).
B) Restoration and development of wetland ecosystems and sea:
- Restoration and development of coral reefs, seagrass beds importance;
- Investigate and assess the status of mangroves; construction and implementation of recovery plans and the development of coastal mangrove forests of importance for protection;
- Restoration of the wetland ecosystem in the vulnerable areas of the environment. 3
. Conservation and development of agricultural biodiversity:
a) Survey, inventory and evaluation of plant genetic resources, livestock, agricultural microorganism;
B) Develop and implement conservation programs and development of agricultural biodiversity;
C) Developing and applying models of conservation and development of plant species, indigenous animals are rare and precious;
D) Application of advanced technologies, especially biotechnology to the conservation and development of agricultural biodiversity.
4. Sustainable use of biological resources:

A) Sustainable use of timber and non-timber forest products:
- inventory and assess the status, exploitation and use of natural resources of timber and non-timber forest products, medicinal and focus resources trees; application of advanced technologies for processing forest products to increase user value and saving natural resources;
- Develop and implement action plan of conservation and sustainable development of NTFPs;
- Develop, implement, review and apply common model for sustainable development of forest products;
- Research, application and development of indigenous knowledge, particularly about crops, medicinal and processing trades traditional NTFPs.
B) Sustainable use of natural resources and marine wetlands:
- Applying the methods of protection and wise use of wetlands of international importance and national;
- Develop and implement the integrated management model resources and marine wetlands matching practices of local communities;
- Develop observation network resources - the environment and biodiversity in the wetlands and important waters.
C) Prevent, control and strictly handle the exploitation, trafficking and illegal use of biological resources:
- tight control and strict handling of mining, trading and use unauthorized use of biological resources, especially wildlife, wood and coral;
- Eliminates the use of the means of exploitation of biological resources and destructive destruction of sensitive ecosystems;
- Perform synchronous measures to control trade in wild fauna and flora precious and rare, endangered of extinction risk.
D) management and strict control of invasive alien species:
- Surveys and statistics of invasive alien species;
- Develop and implement strategies for prevention and control of invasive alien species and deal with incidents caused by invasive alien species cause.
E) Development of Ecotourism:
- Investigate and evaluate the potential of network planning and ecotourism around the country;
- Developing ecotourism model in some nature reserve and national parks, national parks priorities Cat Ba, Phong Nha - Ke Bang National Park, Cat Tien, Phu Quoc and protected areas Gio nature;
- Propose and implement effective measures to minimize the negative impact of tourism on biodiversity.
5. Strengthening the capacity of State management of biodiversity and control of genetically modified organisms, products and goods originating from genetically modified organisms to effectively protect people's health, the environment and biodiversity:
a) uniformly manage the state of biodiversity and biosafety of genetically modified organisms, products and goods originating from genetically modified organisms. To consolidate and strengthen the management capacity of state institutions to the system, especially for the national coordinating agency and the competent authority in the system of biodiversity and biosafety. C) Develop, promulgate and improving the system of mechanisms, policies and legal documents on management of biosafety for genetically modified organisms and products, goods sources originating from genetically modified organisms;

D) Develop and strengthen capabilities, both in terms of technical infrastructure and training of human resources for scientific research in the field of modern biotechnology and biosafety; research and create, use and manage the safety of genetically modified organisms, products and goods originating from genetically modified organisms. Science-based research and develop technical guidance service of risk assessment and classification of the level of risk and risk management of genetically modified organisms, products and goods originating from genetically modified organisms. Research and successful application of scientific solutions and innovative technologies for conservation and development of biodiversity and biosafety;

E) Construction, commissioning and unified management of the database system, information on biodiversity and biosafety;

III.
SOLUTIONS 1. To strengthen the organization and strengthening of the system of state management agencies on biodiversity and biosafety; improving the system of mechanisms, policies and legal documents on management of biodiversity and biosafety:
a) strengthen the organization and strengthening of the system of governing bodies state, especially for the national coordinating agency and the competent authority in the system of biodiversity and biosafety, management needs for these two areas;
B) To review, build, modify, supplement and perfect the system of mechanisms, policies and legal documents to manage effectively, in effect for the areas of biodiversity school and biosecurity;
C) Establish a mechanism for inter-ministerial and inter-regional to coordinate the activities of the branches and localities in managing biodiversity and biosafety;
D) Decentralization and local support in the management of biodiversity and biosafety;
E) To integrate the content on biodiversity and biosafety into the strategies, planning, plans, programs and projects of economic development - social-oriented development lasting.
2. Application of scientific and technological solutions to conservation, development and sustainable use of biological resources:
a) Strengthening the investigation, fundamental research on biological resources, focusing on the biological characteristics, ecology of endemic species, rare and unique ecosystems, sensitive;
B) step up research and technology transfer in order to detect and accurately identify genetically modified organisms, products and goods originating from genetically modified organisms; analysis, risk assessment and management of biosafety for genetically modified organisms. 3
. Strengthen advocacy, education and awareness-raising of the community to share information and active participation of citizens in the protection of biodiversity and biosafety management:
a ) to enhance propagation, education and raising public awareness about conservation, development and sustainable use of biological resources; Powerful movements deploy people to participate in the protection of biodiversity; building and organizing regular communication programs, training courses, training on biodiversity and biosafety;
B) To ensure the rights and participation of the community in the process of evaluating the policies, strategies, planning, plans, programs and projects related to the nature reserve and making decisions on biosecurity;

C) Diversification of management models, development and sustainable use of biodiversity based on the community; promote attachment to the traditional nature of the nation.
4. Strengthening and diversifying the sources of investment for biodiversity and biosafety:
a) To ensure funds for the conservation of biodiversity from the state budget, which focused direct investment for the conservation, development and management of biodiversity;
B) Creating a favorable mechanism to attract organizations and individuals and foreign investment, transfer of technology for conservation and sustainable development of biodiversity and safety management biological;
C) Application of economic instruments in the management of biodiversity, such as mining taxes and fees, use of natural resources, environmental services fee, conservation fund;
D) Integrating content conservation and sustainable development of biodiversity, biosafety management in the areas of funding were prioritized as hunger eradication, poverty reduction, health and rural development village.
5. Strengthening international cooperation on biodiversity and biosafety:
a) enhance cooperation with ASEAN countries in building information systems, databases, organizing forums, networking net exchange experiences on conservation and sustainable development of biodiversity and biosafety;
B) To promote international cooperation on biodiversity conservation across borders;
C) Actively participate in and implement the treaties, international activities and areas of biodiversity and biosafety;
D) Diversifying the forms of bilateral cooperation, multilateral countries, international organizations and regional biodiversity conservation and biosafety, which focused exchange and professional experience;
E) Improving the efficiency of international cooperation in the field of training, technology transfer, technical advice on biodiversity and biosafety.
IV. IMPLEMENTATION
1. Ministry of Natural Resources and Environment:
a) A national coordinating agency implementation of the Convention on Biological Diversity and the Cartagena Protocol on Biosafety; is tasked to coordinate with ministries, branches and localities in organizing the implementation of effective, schedule the content of the national action plan, and annually report the results to the Prime Government;
B) To lead in the content of national action plans relating to the functions, duties and powers of the Ministry of Natural Resources and Environment. Presided over the construction, approval or the approval of the competent authorities and organizations implementing some of the following content:
- scheme to consolidate the organizational system of state management of biological diversity and security biosecurity;
- Project management capacity strengthening biosecurity for genetically modified organisms and products and goods originating from genetically modified organisms;
- A plan to prevent and control invasive alien species;
- A program to educate and raise public awareness on biodiversity and biosafety;
- The project to build a database system and share information on biodiversity and biosafety;
- Action program biodiversity in line with the territory: North East, North West, North Delta, North Central, South Central, Central Highlands, Southeast, Southwest Butter.
C) The Minister of Natural Resources and Environment established inter-agency Steering Committee by the Minister as its head for implementing the National Action Plan. Composition and operation regulations of the Steering Committee and the Bureau of the Minister of Natural Resources and Environment cum Chairman decisions.

2. The Ministry of Agriculture and Rural Development, Fisheries, Science and Technology, Education and Training, Culture - Information, Trade, Foreign Affairs, Planning and Investment, Finance, General Administration calendar, the Institute of Science and technology of Vietnam: based on the functions, duties and powers of the institutions themselves are responsible for successful implementation of relevant content in the national action Plan. 3
. The Ministry of Planning and Investment, Ministry of Finance shall balance and allocate capital and manuals to perform efficiently, schedule the content of the National Action Plan.
4. People's Committees of provinces and cities directly under the Central Government have the responsibility to implement the content relevant to the local in the National Action Plan, particularly the construction and implementation of action plans of the majority biodiversity of the regions and localities with high biological diversity.
Article 2. The Minister of Natural Resources and Environment is responsible for guiding and implementing effective, schedule the content of the "National Action Plan on Biodiversity by 2010 and orientation until 2020 to implement the Convention on biological Diversity and the Cartagena Protocol on Biosafety ".
Article 3. This Decision takes effect after 15 days from the date of its publication.
The ministers, heads of ministerial-level agencies, heads of government agencies, Chairman of People's Committees of provinces and cities under central authority shall be responsible for implementation of this Decision. /.
