The DECISION by the PRIME MINISTER on the approval of the "project development and the application of biological technology in fisheries sector by 2020," the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
The base directive no. 50/CT-TW March 2005 by the Secretariat of the Communist Party on promoting the development and application of biotechnology serve the industrialization and modernization of the country;
Pursuant to decision No. 188/2005/QD-TTg dated 22 July 2005 by the Prime Minister on the Government's action programme implementing Directive No. 50/CT-TW March 2005 by the Secretariat of the Communist Party on promoting the development and application of biotechnology serve the industrialization modernization of the country;
Considering the recommendation of the Minister of fisheries, decision: article 1. Approval of the "project development and the application of biological technology in fisheries sector by 2020" (hereinafter referred to as the scheme) with the following principal contents: i. Research and application of post-harvest technology, processing technology, increase the rate of aquatic and sea products made with biotechnology and enhance the competitiveness of the products on the market, serves good consumer demand and exports.
2. the specific objectives for each stage: a) the period from now to the year 2010:-research to create and application on production of some aquatic varieties of high quality and yield; create biotech products new fishery, particularly food and medicines to serve as effective for aquaculture and reduce post-harvest losses; increase the percentage of hydro seafood products through processing;
-The application of biotechnology to treat effectively hazardous diseases often meet on the main aquatic breeding object; waste and waste from aquaculture, aquatic environment protection service; development, conservation, rational exploitation and sustainable use of animal genetic resources and aquaculture and marine algae;
-Strengthen the capacity of the technical infrastructure and human resources training to serve as effective for teaching, scientific research, development, transfer and application of biotechnology in the field of fisheries;
-Guaranteed 30% of demand just like the objects main aquaculture (prawn, fish, catfish, tilapia, lobster, crab, sea green snapper fish, carp, Grouper, clams, sausages ...) are produced of high quality, clean; yields the objects main aquaculture increase 15% thanks to the development and application of biotechnology in the field of fisheries.
b) period 2011-2015:-further research created the same fisheries, biotechnology products, vaccines and new ... serve farming, prevention and treatment of dangerous diseases, common in the main aquaculture object; technology development and processing of aquatic products, seafood. The first step in the development of Fisheries Biology industry;
-Strengthening the capacity of scientific research, development, transfer and application of biotechnology in the field of aquaculture products a step further;
-Ensure 70% of demand the same aquatic breeding objects (Pangasius, black tiger shrimp, tilapia, lobster, crab, sea green snapper fish, carp, Grouper, clams, sausages ...) are produced of high quality, clean; yields the objects main aquaculture increase 20% thanks to the development and application of biotechnology in the field of fisheries.
c) 2020 vision:-Take the aquatic biotechnology reached the level of advanced countries in Southeast Asia. network-forming enterprises the aquatic biotechnology small and effective activity serves good cultivation, treatment and processing of fisheries;
-Guaranteed 100% look like aquatic breeding objects (Pangasius, black tiger shrimp, tilapia, lobster, crab, sea green snapper fish, carp, Grouper, clams, sausages ...) are producing the same high-quality, clean, disease consistent with different ecological regions; yields the objects main aquaculture increase 30% thanks to the development and application of biotechnology in the field of fisheries.
II. The MAIN TASKS 1. -Biotechnology applications (nutritional, reproductive physiology, genetic technology) to create the same parents clean shrimp diseases, create forums of high rate of test fish fillets, white meat serve export, improve the competitiveness of fisheries products on the market;
-Technology application in tissue cultured cells to produce plain-like seaweed to proactively provide service like cultivating seaweed.
b) conservation, exploitation of aquatic genetic resources:-cold preservation technology development gene (including preservation, egg, embryo) associated with the use of genetic markers to keep the long-domesticated varieties, preserve and restore aquatic varieties Gene Fund. c) food, treatment and management of the aquatic environment:-research and application technology of enzymes, proteins and micro-organisms to produce food for some objects aquaculture (prawn, fish, catfish, tilapia, lobster, crab, sea green snapper fish, sausages, fish, clams, song ...) high digestion performance, growing, livestock products to ensure food safety and hygiene;
-The application of molecular biology to diagnosis of diseases in aquaculture objects; the production of biological products and diagnostic kit fast, effective treatment of some common dangerous disease in the fish, shrimp, tilapia, lobster, shrimp, white legs and green a number of species of marine fish;
-Developing biological products to enhance resistance to disease and treat disease effectively MBV, white spots, yellow top in black tiger shrimp;
-Development of vaccines, especially a new generation of vaccines (vaccines and recombinant vaccines, genetic engineering) to prevention for fish, shrimps;
-The application of biotechnology to handle waste from aquaculture;
-Grow some bio-active substances, preparations for treatment of waste water and replace chemicals, antibiotics used in aquaculture production (particularly in prawn breeding, fish ...) improve farming efficiency, protect the environment, hygiene and safety of fisheries products.
d) post-harvest technology, processing and management of the quality, hygiene and food safety fisheries:-the application of biotechnology in the post-harvest preservation, aquatic, aquatic product safety, waste disposal and waste processing products;
-Investigation, extraction of biologically active compounds in marine serving as medicines;
-Applications of enzymes have high activity in aquatic product processing to improve quality, the competitiveness of products and create new items of value;
-Application of biotechnology for waste and wastewater disposal from seafood processing;
-Development and application of the method of fast, accurate detection of the dangerous agents and chemical balance exists, antibiotics in the aquatic food.
2. building potential in development and application of biotechnology in the field of fisheries: a) the training of human resources:-Send some science officers had doctorates, master came to the country with the aquatic biotechnology platform developed to retrain short with time from 6 months to 1 year;
-Send researchers to the country with the aquatic biotechnology platform developed to train PhD and masters by research content of the project;
-Training of engineers, PhD and masters in biotechnology of fisheries according to the content of the research project;
-Training the technicians about the aquatic biotechnology to implement the content of the project at the local, Enterprise;
-Staff training on aquatic biotechnology have high qualification and has a strong knowledge about intellectual property and copyright in the same field of fisheries;
-The training of human resources for aquatic biotechnology need to achieve the following targets: training 5-7 people, new training: Master 15-20, 8-10, 150-200 technicians during the period 2007-2010; train back to 8-10 people; new training: 35-40 masters, 15-20, 300-350 technicians in the period 2011-2020.
b) build technical infrastructure and modernization of thụât machinery and equipment:

-Investment in upgrading and modernizing the facilities, research and training in biotechnology in the field of fisheries; synchronous addition and modernization of technical facilities, machinery, equipment for the existing laboratory of aquatic biotechnology in order to increase the capacity of scientific research, development and application of biotechnology in aquaculture production practices;
-Additions and new construction of the key laboratory of genetics bred and aquatic genetic resources conservation of rare, precious;
-Build website and database system on aquatic biotechnology to timely provide, share information for units and individuals concerned.
3. construction and industry development of Fisheries Biology:-establish and encourage enterprises in all economic sectors to invest in the transfer operation, receiving technology and widely applied, effective technical advances, new technologies, advanced to the production, sales and service of products the main goods due to the aquatic biotechnology create, meet consumer demand and exports;
-Establishment and development of the Aquatic Biology industry, which created favorable market, to promote enterprises to invest in production projects, business and service the products, the aquatic goods.
4. International cooperation in the area of aquatic biotechnology:-work closely with developed countries in the world in the transfer, receipt, and new biotechnology applications, advanced, modern in the fisheries sector into production and life in Vietnam;
-Perform about 30 proposals, theses, projects of cooperation in scientific research and technological development in the area of aquatic biotechnology with the countries, institutions and scientists in the world, contributes to promoting the development and application of aquatic biotechnology in our country.
III. SOME MAIN SOLUTIONS 1. Promote the application of scientific research results into production, encourages technology transfer activity, creation of favorable investment market, thriving industry of Aquatic Biology:-promote the implementation of the basic research, applied research, scientific research and technological development (R-D) to create the advanced technology and extensive application on the production in order to create the new products and aquatic varieties yield, high quality; implementing effectively the product production project (project), the project of international cooperation, the project produced in industrial scale products, goods in the field of aquatic biotechnology.
-Creation of favourable markets, boosted the formation and development of Fisheries Biology industry for the production, trading, services and products, main fishery commodities in industrial scale, quality and high competitiveness in the market, serves good consumer demand and exports. The State has preferential policies on tax credits, loans, land use right ... for businesses to invest in the development and application of biotechnology in the field of fisheries.
2. Strengthen and diversify the investment capital to make effective and the content of the project:-total cost to implement the whole of the contents of the project are determined on the basis of the cost of each subject, the project, specific tasks in the project are approved by the authority. Every year, State investment layout from the budget to implement the content of the project. In addition to the State budget needs to increase and diversify the sources of capital investment from businesses, organizations and individuals in the country and abroad, foreign economic capital (ODA, FDI, ...) and the other international cooperation funding related to the development and effective application of biotechnology in the field of fisheries;
-Total capital budget to implement the content of the project in the first ten years expected about 500 billion (average per year is 50 billion). Capital of the State budget spent on basic research tasks; applied research; scientific research and technological development (R-D); improved research, technological innovation to improve productivity, quality and competitiveness of products; production support product testing (project: enjoy the recovery rate is 60% of the total cost of the project); support technology transfer to industrial scale production of goods products of aquatic biotechnology; invest to build technical infrastructure and modernization of machinery, equipment, laboratory system of research institutions, universities in the fields of aquatic biotechnology; genus manpower training, international cooperation and a number of other related content of the project;
The Ministry of fisheries planning annual State budget and long term to make the content of the project, the Ministry of planning and investment, the Ministry of finance to the Ministry, the Prime Minister's approval.
-Capital development biological fisheries industry mainly due to responsible business.
3. Strengthen the potential for aquatic biotechnology about the technical infrastructure and human resources training:-promote the construction of infrastructure engineering, modernization of machinery, equipment and systems for the laboratory, research agencies, training to enhance the capacity of scientific research development, technology and training of human resources of these agencies, to meet the development needs of the field of aquatic biotechnology;
-Promote the training of human resources of high quality at all levels, domestic and overseas, to meet the needs of human resources to manage and implement effectively the content of the project, contributing to the sustainable development of Fisheries Biology industry in our country.
4. promote the building and perfecting the system of mechanisms, policies, legal documents about the development and application of biotechnology in the field of fisheries:-promote the creation, review, revise, Supplement, and perfecting the system of mechanisms, policies, legal documents about the development and application of biotechnology in the field of fisheries. The mechanisms, policies, legal documents are issued under the direction of the research institutes, universities, enterprises, organizations and individuals to invest in the development and application of biological technology in fisheries sector enjoy the preferential policy with the highest ceiling of the loan , credit, tax rates close to the State budget, the right to use land, stimulus policy and other related policies under the current provisions of the law;
-Full implementation of the provisions on intellectual property in the protection of copyright and industrial property rights with respect to the same fisheries, technological processes, machines, devices, inventions, invention ... in the area of aquatic biotechnology.
5. Expand and strengthen international cooperation in the area of aquatic biotechnology:-strengthening bilateral cooperation, expand multilateral cooperation with other countries has a background in biotechnology fisheries development, with organizations, foreign individuals are rich, strong potential to learn from the experience of development and application of biotechnology in the field of fisheries;
-Proposed initiative, build and execute the program, topics, international cooperation projects with countries with biological fisheries industry advanced, modern to enlist the help of experienced, knowledgeable resources, manpower, resources and attracting investment to the sustainable development of Fisheries Biology industry in our country.
IV. IMPLEMENTATION 1. The Ministry of fisheries:-hosted, in cooperation with the Ministry of science and technology, the ministries and relevant local organizations make effective progress the contents of the project, the annual periodic reports the results onto the Prime Minister.
-Minister of fisheries established the Executive Committee to implement "project development and the application of biological technology in fisheries sector by 2020" by the Minister of fisheries was Chairman. Components, the regulations of the Board of the interdisciplinary and the Office help (put in Service Science, technology) by Fisheries Minister cum Chief interdisciplinary operating decisions.
2. The Ministry of science and technology: based on the functions, duties, powers and the scope of the governance of the sector, in collaboration with the Ministry of fisheries in the selection; the Organization implemented the contents, tasks, topics, project; reviews, test results; organized transfer and application of technology, technical progress due to the scheme created for the enterprise to produce the product, the main goods of the aquatic biotechnology serves consumers and exporters.
3. The Ministry of education and training: hosted, in cooperation with the Ministry of fisheries training institutions of high quality human resources, meeting the needs of scientific research, development and application of biotechnology in the field of fisheries.
4. Ministry of planning and investment, Ministry of finance, the Ministry of science and technology: balance, layouts and instructions to use capital to deploy, implement effective, timely content, tasks, projects and topics of the project.
5. The ministries, local organizations and other individuals related: wishing involved make the content, tasks, projects and topics of this project, proceed to register with the Ministry of fisheries and the Executive Committee to be considered, solved.
