The PRIME MINISTER'S DECISION to approve the national target programme on employment by 2010 the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
The labor code base on 23 June 1994; Law on amendments and supplements to some articles of the labor code on 02 April 2002;
Pursuant resolution No. 56/2006/NQ-CP dated 29 June 2006 of the National Congress on the plan for socio-economic development 5 years 2006-2010;
Pursuant resolution No. 13/2005/NQ-CP on November 2, 2005 by the Government on the regular session in October 2005;
Considering the recommendation of the Minister of labor, invalids and Social Affairs, of the DECISION: article 1. Approval of the national target programme on employment until 2010, includes the following principal contents: i. the GOAL of the PROGRAM 1. General objective: to contribute to the general objective of the economy about ensuring the employment of about 49.5 million employees, create new jobs for eight million workers in the 2006-2010 five-year (which, directly from the program's 2-2.2 million workers) and reduce the unemployment rate in urban areas to below 5% in 2010.
2. Specific objectives to the year 2010: a) Created the job for 2-2.2 million workers through the national target programme on employment in 5 years 2006-2010, of which:-job creation in the country for the 1.7-1.8 million workers the job creation loan project from the national employment Fund;
-Create jobs outside the country for 40-50 thousand workers from the activity of Labor export businesses and overseas employment support Fund.
b) strengthening and modernizing the Central 30-40 job referrals and improve information systems on the labour market; raising the number of people who are consultants and job referrals up to 4 million people in five years; built and put into use on the labor market in 2008;
c) professional training for 75 thousand labor relations officers-jobs from the central to local levels.
II. Time, The SCOPE Of The PROGRAMME 1. Duration: until 2010.
2. scope: implementation across the country.
III. CONTENT of the PROGRAM the program operates with 3 projects and 2 operation: 1. loan project to create jobs: a) goal: creating jobs for 1.7-1.8 million workers through loans from the national employment Fund.
 b) contents:-preferential loan with low interest rate for unemployed people, who lack employment, production and business households, small and medium enterprises, farms, villages are likely to create many new jobs, especially for youth not yet have jobs;
-Annually, the central budget of the National Fund for additional employment for 64 provinces, central cities, the Ministry of defence and other socio-political organizations.
2. Projects in support of bringing laborers working abroad: a) goal: take 40-50 thousand laborers work term abroad.
b) content:-assist dig, opening the market to receive labour;
-Level support for loan interest rate disparity compensation for the loan policy object go to work abroad;
-Support for vocational training, orientation training, improving the quality of labour.
3. project support to develop the labor market: a) goal: strengthening and modernizing the Central 30-40 job referrals; raising the number of people who are consultants and job referrals up to 4 million people in five years; built and put into use on the labor market in 2008.
b) contents:-strengthening the referral center jobs meet the requirements of the labour market development;

4. Activity Monitoring, reviews: a) target: reviews, monitoring activities, the project in the framework of the national target programme on employment.
b) contents: – reviews the results of the projects in the program, the results every year and the programme;
-Monitoring the implementation of the activities in the program;
-Research, proposals, amendments and supplements the mechanisms and policies to suit the peculiarities of the program.
5. Activities of capacity management-jobs: a) target: guidance for 75 thousand officers to do the work of labour-employment from the central to local;
b) contents: organized training on construction methods and implementing the program, the new text; the method of construction and project management of National Fund loans on employment, job referral services for staff of the Department of labor, invalids and Social Affairs, the central staff of the social-political organizations, social organizations, labor officials-local jobs.
IV. PROGRAMME IMPLEMENTATION SOLUTIONS 1. Policy solutions, mechanisms: a) on the policy:-to further improve labor policies-employment and legal construction programs related to unemployment insurance, Labor export, vocational ...;
-Building the content guidelines on the management and operation of the project, the activities in the program.
b) on the mechanism:-use of resources: the loan according to the ability to create new jobs through the loan project, the first priority of the highly effective in borrowing activity, where many minorities, which has an area of large agricultural land transferred to non-agricultural land;
-Coordination: strengthening the coordination between the bodies of State administration in the management and organization of the project loans to the Organization and the local unions; in planning the use of loans every year, the responsibility of the social policy Bank in the management, loans, conservation and growth of the Fund;
-Decentralization: strengthening decentralized to the local levels of Government, in which regard devolved for districts in organizing and implementing projects for the audience;
-Integrating mechanism: push the project of integrating the programme with a number of projects in the national target program reduction and other programs;
-Monitoring mechanism, reviews: + the Ministry of labor, invalids and Social Affairs, the Ministry of finance and the provincial people's Committee strengthening inspection, supervised the lending institutions according to the project, especially the loan projects with large amounts, in places where there is the possibility of high risk due to unfavorable natural conditions or due to less favorable business environment;
+ Increase the efficiency of operation of the Steering Committee and the responsibilities of the local authorities.
2. Management and administration program: a) program implementation Steering Committee include: – head of Department: the Minister of labour, invalids and Social Affairs;
-Deputy Head of Department: Deputy Minister of labor, invalids and Social Affairs;
-The Commissioner include: Deputy Minister of planning and investment, Ministry of finance and the Deputy Governor of the State Bank of Vietnam.
b) Ministry of labor, invalids and Social Affairs is the permanent agency program. Minister of labor, invalids and Social Affairs decided to set up program implementation Steering Committee and issued the regulation on the operation of the Steering Committee.
3. Funding: the total funding for the program is 5,985 billion (not counting employment support funds outside the country). In it, according to sources of capital are as follows:-the central budget: 4,895 billion (of which 2,600 billion is capital solutions since 2005 switch);
-Local budget: 560 billion (of which 164 billion is capital of jobs locally since 2005 switch);
-Mobilizing the community: 500 billion;
-Mobilize international: 30 billion.

The central budget for new grants program is 2,295 billion, of which:-job creation loan project: 2,000 billion;
-Project support to develop the labor market: 225 billion;
-Monitoring activities, reviews: 40;
-Activities of capacity management-jobs: 30 billion.
V. RESPONSIBILITIES of the COORDINATION AGENCY program 1. The responsibility of the Ministry, the Central sector: a) the Ministry of labour, invalids and Social Affairs is responsible for:-the annual construction plan programme, including: plan of the mission, objectives, funding needs and propose solutions that make sending Ministry of planning and investment, the Ministry of finance to the General Government;
-Chaired and coordinated with relevant ministries to build the mechanism of implementation of the project: job creation loan; aid workers go to work abroad; support the development of the labour market; implementation of monitoring activities, reviews; capacity building activities of labor-management jobs;
In collaboration with the Ministry of planning and investment, Ministry of finance, the urge to check, monitor the implementation of the program in the ministries and the province, central cities; make reporting the implementation of the program under the current rules.
b) Ministry of planning and investment has responsibility for:-hosted, in cooperation with the Ministry of labor, invalids and Social Affairs guide investment mechanism for the projects in the program;
In collaboration with the Ministry of finance and the balance of the annual plan layout on the basis of unity with the Ministry of labor, invalids and Social Affairs to carry out the program; test coordination, monitoring the implementation of the program;
c) Ministry of finance is responsible for:-hosted, in cooperation with the Ministry of labor, invalids and Social Affairs guide financial management mechanism for the projects of the program; test coordination, monitoring the implementation of the program;
In collaboration with the Ministry of planning and investment, the layout and ensure the State budget for the program under the provisions of the law on the State budget;
the State Bank of Vietnam) directing, inspecting the policy of preferential credit for the Bank's policy objects to social policies; test coordination, monitoring the implementation of the program;

2. Article 2. This decision has the effect after 15 days from the date The report.
Article 3. The Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the provincial people's Committee, the central cities is responsible for the implementation of this decision.
