The DECISION by the PRIME MINISTER On the approval of "the project of strengthening overall management of biosafety with respect to genetically modified organisms and products, goods derived from genetically modified organisms from now until 2010 implementation of Cartagena Protocol on Biosafety" PRIME Government Organization Law base on December 25, 2001;
Pursuant to the law on environmental protection on November 29, 2005;
Pursuant to decision No. 212/2005/QD-TTg dated 26 August 2005 by the Prime Minister on the regulation of biological safety management with respect to genetically modified organisms; products, goods derived from genetically modified organisms;
Pursuant to decision No. 79/2007/QD-TTg dated 31 May 2007 from the Prime Minister's approval of the "national action plan on biological diversity up to 2010 and towards 2020 implementation of the Convention on biological diversity and the Cartagena Protocol on Biosafety";
Considering the recommendation of the Minister of natural resources and the environment, decision: article 1. Approval of the "overall project management capacity strengthening biosafety with respect to genetically modified organisms and products, goods derived from genetically modified organisms from now until 2010 implementation of Cartagena Protocol on Biosafety" (hereinafter referred to as the overall scheme) with the following principal contents : i. the OPINION 1. Biological safety management is an inseparable task during the research and development of modern biotechnology. Biological safety management contributes to promoting modern biotechnology development, reaching more new achievements, besides that must accompany the control measures, strict management and prevent these risks can and happen in the above process aims to protect human health and safety , Habitat and biodiversity, serve the goal of sustainable development of the country.
2. Prevention of risks is the dominant principle in the management of biosafety with respect to genetically modified organisms and products, goods derived from genetically modified organisms. 3. Biological safety management must be compatible with the socio-economic conditions of the country, to meet the requirements of the Cartagena Protocol on Biosafety and other international treaties concerned that Vietnam is a member.
4. Maximize the potential of existing technical infrastructure, staff, professional expertise and management of biosafety.
5. Expand international cooperation on biological safety with the countries of the world to learn from the experience, attracting investment and enhancing management capacity with respect to this sector in our country.
II. Goals 1. Construction, issued and perfected the system of legal documents, the mechanisms, the policy on the management of biological safety.
2. building, consolidating and perfecting the organization system of biological safety management of unity from the central to the base.
3. Build and enhance strong technical infrastructure towards a modern, advanced; ensure adequate laboratory in three regions of the country with machines, equipment, modern, capable to analyze, identify and correctly identify the types of genetically modified organisms, products or goods originating from genetically modified organisms; proper risk assessment, management and control of risks by the audience in on the cause, meet the requirements of international integration. Built and put into operation a national information system on Biosafety.
4. human resources training of professional service to meet the requirements of biological safety management in the ministries, and local basis.
5. community awareness about biosafety with respect to genetically modified organisms and products, goods derived from genetically modified organisms. III. The SCOPE of the overall project focuses on strengthening content management (State, professional service ...) on Biosafety with respect to genetically modified organisms and products, goods derived from genetically modified organisms, from now to 2010.
IV. The MAIN TASKS To implement the views and objectives on this project, focus made some task, project and project the following ingredients: 1. building and perfecting the system of the legal text, the mechanism policy on the management of biological safety: a) construction, issued the "regulations on assay, risk assessment, risk management and certification of biological safety for genetically modified crops":-chaired body: Ministry of agriculture and rural development;

c) formulated and promulgated the "regulations on the export, import, store, transport of genetically modified organisms and products, goods derived from genetically modified organisms":-host: Ministry of Commerce;
-Coordinating agency: Ministry of industry, agriculture and rural development, finance (General Directorate of customs), resources and the environment, fisheries, health, judiciary;
-Bodies and time issued: Ministry of Commerce, the first quarter of 2008.
d) building and issued "regulations on the management of safety, food hygiene for food derived from genetically modified organisms":-host: Ministry of health;

e) building and issued "regulations on assay, risk assessment, risk management and certification of biological safety for genetically modified animals":-chaired body: Ministry of agriculture and rural development;
-Coordinating agencies: ministries: health, fisheries, industry, science and technologies, natural resources and the environment;
-Bodies and time issued: Ministry of agriculture and rural development, the third quarter of 2008.
g) formulated and promulgated the "regulations on management of biosafety with respect to genetically modified microorganisms":-host: Ministry of science and technology;

h) building and the "law on biodiversity projects, including management of biosafety with respect to genetically modified organisms and products, goods derived from genetically modified organisms and the draft Government Decree detailing and guiding the implementation of this program" :-host: Ministry of natural resources and the environment;

3. community awareness about Biosafety:-project component "to raise awareness in the community, enhance social monitoring capacity on Biosafety with respect to genetically modified organisms and products, goods derived from genetically modified organisms":-host: Ministry of natural resources and the environment;
-Coordinating agency: Ministry: culture-information, industry, education and training, science and technology, agriculture and rural development, planning and investment, finance, fisheries, trade, health; Justice, the radio voice of Vietnam, Vietnam television, Association of science and technology, Vietnam Chamber of Commerce and industry of Vietnam, the Vietnam General Confederation of labor, the Vietnam Academy of science and technology;
-Approval time and agency: Ministry of natural resources and the environment, the second quarter of 2008.
4. International cooperation on biological safety:-project component "to expand and strengthen bilateral and multilateral cooperation with the countries of the world to study experiences, attract investment and improve the management capacity of biological safety in our country":-host: Ministry of natural resources and the environment;
-Coordinating agencies: ministries: Foreign Affairs, science and technology, agriculture and rural development, industry, fisheries, health, planning and investment, finance, trade, justice;
-Approval time and agency: Ministry of natural resources and the environment, in the first quarter of 2008.
V. SOME MAIN SOLUTIONS 1. Promote the event all these organizations perform management duties biosafety; advocacy, education and community awareness about Biosafety: a) the ministries assigned and the authority to manage biosafety regulations decision No. 212/QD-TTg dated 26 August 2005 by the Prime Minister on the regulation of biological safety management with respect to genetically modified organisms; products, goods originating GMO is assigned functional unit and clues to specific officers to track the field of biological safety management in the scope of management of the Ministry;
b) established the Council of national biosafety, biosecurity Council level, the Council of the biological safety level in some scientific research Institute, the University of technology in the course of activities relevant to this area to advise the leadership on the management of biological safety.
c) intensify advocacy, education, enhance the community's understanding of the risks of modern biotechnology, especially genetically modified organisms, products or goods originating from genetically modified organisms can cause to actively supervise and participate in the process of biological safety management for this object.
2. Strengthen and diversify the sources of capital for the management of biological safety: a) diversify and use effectively the investment capital; gradually increasing investment from the State budget for the management of biological safety; investment priorities for the training of human resources and enhance technical facilities, machinery, equipment for the analysis, identification, identification, risk assessment, management and monitoring of risks with regard to genetically modified organisms, products or goods originating from genetically modified organisms;
b) total cost to make the entire contents of the overall project are determined on the basis of the cost of each task, the project and the project components are approved by the authority. Every year, on the basis of proposals of the ministries, and of the relevant local ministries: planning and investment, finance, the State arranged in increasing the level of investment capital from the budget to implement effectively, track the contents of the overall project;
c) outside of the capital from the State budget, should encourage, attract and harness the investment capital through other programs, collaborative projects of bilateral and multilateral international; actively mobilizing additional funding from businesses, organizations and individuals in the country and abroad for this work.
3. promote scientific research, transfer and application of technology in the field of biological safety management: a) promote scientific research, transfer and application of new technologies, new technical advances in the field of biological safety management; focuses on methods of analysis, identification, detection, rapid, accurate identification and effective genetically modified organisms and products, goods derived from genetically modified organisms;
b) strengthening the scientific base of research, casting the practices to implement effective risk assessment, management and control of risks with regard to genetically modified organisms, products or goods originating from genetically modified organisms. Enhance international cooperation:

Strengthen international cooperation in order to enlist the help of the water has a background in biotechnology development and management experience in biosafety through the formulation and implementation of effective programs, topics, bilateral cooperation projects and multimedia in the field.
VI. IMPLEMENTATION 1. Ministry of natural resources and environment: hosted, in cooperation with the ministries, relevant local organizations make effective progress the contents of the overall project, and implement well the tasks of the Ministry in the overall scheme, the annual periodic reports the results up the Prime Minister.
2. The Ministry of agriculture and rural development, industry, science and technology, fisheries, health, education and training, planning and investment, finance, Foreign Affairs, Commerce, justice, science and Technology Institute, Vietnam has the task of chairing or coordinating closely with Ministry of natural resources and environment for the effective implementation of the true, the progress of the task in the overall scheme related to the functions, duties, powers and scope management of ministries and agencies.
3. The Ministry of planning and investment: finance: balance, layouts and instructions, use the capital to the ministries, local deployment, perform effectively, schedule the task in the overall scheme.
4. the people's committees of provinces and cities under central are responsible for coordination with the ministries concerned directing the construction and enactment of specific provisions of biological safety management on the area and deploying the active management of biological safety at the local level.
Article 2. The Minister of natural resources and environment is responsible for guidance and implementation to be effective this overall scheme.
Article 3. This decision has the effect after 15 days from the date The report.
The Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of people's Committee of the central cities, is responsible for the implementation of this decision.
