1.2. The person in charge of production engineering management: a) college level according to at least one of the training fields: construction materials technology, chemical technology, mining, electrical, mechanical, automation;

1.3. b) Have labor contracts or contract specialist;
c) have full health, direct production participation;
d) Have labor safety certificate is granted after the training and checking as prescribed by labour legislation.
1.5. The person in charge of the room analysis, tested: a) college level training by industry for the analyzing, testing, or one of the room's expert analysis, testing;
b) Have labor contracts or contract specialist;
c) have enough health to undertake the work;
d) Have labor safety certificate is granted after the training and checking as prescribed by labour legislation.
1.6. laboratory staff: a) Has specialized training certificate of analysis, testing;
b) Have labor contracts or contract specialist;
c) have enough health to undertake the work;
d) Have labor safety certificate is granted after being trained and tested according to the provisions of the labour legislation.
2. for households, the business collaboration (which produce building materials) 2.1. The person in charge of production engineering: a) Have professional level from intermediate upwards by at least one of the training fields: construction materials technology, chemical technology, mining, electrical, mechanical, automation. If the worker is to be 3/7 upwards ranks craftsmen are trained according to the specialized production;

c) have enough health to undertake the work;

2.2. Employees directly operate the equipment: a) trained skilled in the manufacturing sector;
b) Have labor contracts;

II. REGARDING item 2 article 31: business BUILDING MATERIALS 1. 2. Business activities in building materials have the conditions specified in paragraph 1 of section II of this circular must meet the provisions of paragraph 1, paragraph 3, clause 4 Article 7 of Decree 56/2006/ND-CP dated 12/6/2006 Trade Law detailed rules on goods, services forbid business trading restrictions, and business conditions; Article 32, article 35 of Decree No. 124/2007/ND-CP of the Government on the management of 31/7/2007 of building materials. III. IMPLEMENTATION
