2020 THE PRIME MINISTER Pursuant to the Law on Government Organization December 25, 2001;
Based Fisheries Act November 26, 2003;
Pursuant to Decree No. 27/2005 / ND-CP of March 8, 2005 of the Government detailing and guiding the implementation of some articles in the Law on Fisheries;
Pursuant to Decree No. 109/2003 / ND-CP of September 23, 2003 of the Government on conservation and sustainable development of wetlands;
Proposal of the Minister of Agriculture and Rural Development, DECIDES
:
Article 1. To approve the planning system of protected areas inland waters by 2020, with the internal following main items:
I. VIEWPOINT
1. System planning protected areas inland waters must be consistent with the strategic development of the fisheries sector in the overall planning and development of the fisheries sector by 2010, driven by 2020 was approved by the Prime Minister.
2. Investigation, scientific research on fisheries resources and biodiversity of aquatic ecosystems inland waters must be done before a step, the current priority areas of the country with precious aquatic species rare, valuable economic, scientific and high risk of extinction. 3
. Inland water conservation should be treated as an urgent task, lasting just society; and must have policies and measures and international cooperation attaches great importance to protection and rational exploitation of fisheries resources and develop sustainable fisheries, protect the diversity of aquatic ecosystem waters inland.
II.
1 GOAL.
Overall objective gradually establishing a system of protected areas to protect, restore, regenerate fisheries resources, especially rare aquatic species, economic value and scientific high, the protection of aquatic ecosystems in inland waters; encourage community involvement in the management, exploitation and use of resources reasonably and ensure ecological balance, preserve the biodiversity of inland waters at a high level.
2. Specific objectives
a) Period 2008 - 2010:
- Complete planning systems of protected areas in inland waters.
- Establish and put into operation 05 protected areas representing the Red River basin, the Mekong River and Highland.
B) Period 2011 - 2015:
Establish and put into operation 25 protected areas inland waters, including 01 protected areas transboundary species.
C) Period 2016 - 2020:
- Establish and put into operation 15 protected areas inland waters.
- Improving the system protected area inland waters (Appendix planning systems of protected areas inland waters attached).
III. RANGE PLANNING
system of protected areas inland waters will be planned and built in 63 provinces throughout the country and is divided into 7 regional agricultural economy include: the northern mountainous provinces, Red river delta, North Central, South Central, Central Highlands, Southeast and Mekong delta.
IV.
PLANNING TASKS 1. Period 2008 - 2010
- Complete planning systems of protected areas of inland water projects approved by competent authorities.
- Completion of detailed planning and construction of the dossiers submitted for approval of competent authorities established 05 conservation areas inland waters represent in 3 regions: the Red River Delta (02 NR, plain Mekong (NR 02), Highlands (NR 01).
- Build a database on biodiversity, ecosystems the current status of water basins and rare aquatic species are at risk of extinction in the protected areas of inland water in the country.
2. period 2011-2015
- Completion of detailed planning and construction of the dossiers submitted for approval by competent authorities browse established 25 conservation areas inland waters.

- Continue to update and supplement the database on the status of aquatic ecosystems, rare aquatic species at risk of extinction in the protected areas of inland water in the country.
- Training and building staff working in conservation management capacity, expertise from the central to local levels; training for staff and communities at the local conservation area on the relevant basic knowledge. 3
. Period 2016 - 2020
- Further detailed planning of water basins and the remaining protected areas;
- Completion of detailed planning and construction of the dossiers submitted for approval of competent authorities established 15 additional protected areas inland waters.
- A network system of protected areas in the inland waters of Vietnam.
- Monitoring, control fluctuations in biodiversity, ecosystems, rare aquatic species in each protected area; Additional, updated situation and the volatility of the protected area system on the network database management serving.
- Attracting the resources of local communities, organizations and individuals at home and abroad participated in the construction and management of protected areas to inland water management, exploitation and use protected areas effectively, providing livelihoods for local communities and contribute to protecting the ecological environment.
V. SOME MAJOR SOLUTIONS
1. Research, develop mechanisms and policies to encourage organizations and individuals, especially the community participate in the protection, rational exploitation of fisheries resources, protection of the aquatic ecosystem waters inland; assigned or delegated to local authorities in the organization of the management and protection of protected areas in the province.
2. Develop and implement effective schemes and projects of investigation, scientific research as a basis for identifying and proposing protected areas and specific protection measures for each protected area. In the immediate focus of investigation, research for a number of basins with many rare aquatic species, economic value and science, are at risk of extinction threatens. 3
. Strengthening information and communication on the benefits and responsibilities of society, especially the communities living around protected areas, for the preservation and protection of protected areas, contributing to the protection the diversity of the aquatic ecosystem and fisheries resources in inland waters. Organizations choose and develop management models of protected areas based on the community in areas where favorable conditions. Training and building staff working in conservation management capacity, expertise from the central to localities in; and training for staff and communities at the local conservation area on the relevant basic knowledge.
4. Strengthening international cooperation in order to attract funding, financial assistance and to investigate technical, scientific research, training of personnel; expand the exchange and scientific cooperation with other countries, first of all neighboring countries to exchange, learn management, protection of domestic water conservation.
5. To study and formulate and perfect legal documents on the management of protected areas inland of the Government Decree, Circular guiding the management rules of protected areas, classification criteria, the order and procedures for establishing protected areas inland ...
6. Regarding investment demand
Budget investment focus for the overall planning, detailed planning for 45 protected areas inland waters, construction of a number of essential infrastructure projects and support the activities of the Board of Management of the program and for the protected areas of importance national, international or located in many provinces. To mobilize the participation and sponsorship from organizations and individuals at home and abroad to invest, manage and exploit, use other protected areas.

Estimated total expenditure and allocated according to the following stages:
Total cost estimated: VND 85,000 million, of which:
- period from 2008 to 2010: 15,000 million VND;
- Period 2011 - 2015: 50,000 million VND;
- Period 2016 - 2020: 20,000 million VND.
VI. IMPLEMENTATION
1. Ministry of Agriculture and Rural Development is responsible
- Lead and coordinate with ministries, branches and localities concerned to implement this plan.
- Direct and guide the local building authorities approve the protected areas of inland water as prescribed in the eco-geographical regions of the country.
- Develop and organize the management of protected areas inland national level by the Prime Minister established.
2. The ministries and agencies
- The Ministry of Planning and Investment, the Ministry of Finance on the basis of this planning layout responsible, balancing investment for specific projects to the Ministry of Agriculture and Development rural areas, the relevant local planning done well.
- The ministries and agencies have the responsibility to participate, creating favorable conditions for the establishment and management of protected area systems well inland waters. 3
. People's Committees of provinces and centrally-run cities
- Direct construction authorities, the competent authorities to establish and organize the management of protected areas inland waters as assigned .
- Coordinate with the Ministry of Agriculture and Rural Development, the relevant agencies in organizing the propagation, dissemination and education of legislation, benefits and responsibilities in the protection, participation in the management of parks conserve; Steering and strengthen inspection and control of law enforcement in this field; construction management models NR inland waters based on the local community.
- To allocate funds from local budgets and mechanisms to encourage all economic sectors to invest in the construction, mining effectively at the local conservation area.
Article 2. This Decision takes effect after 15 days from the date of its publication.
Article 3. Ministers, heads of ministerial-level agencies, heads of government agencies, Chairman of People's Committees of provinces and cities under central authority shall be responsible for implementation of this Decision. /.
