The DECISION REGULATES the ESTABLISHMENT and OPERATION of the Organization, the STEERING COMMITTEE of ANIMAL EPIDEMIC prevention levels –-–-–-–-–-–-–-–-–-–-–-based Government Organization Law on June 19, 2015;
Pursuant to the law of animal health on June 19, 2015;
According to the recommendation of the Minister of agriculture and rural development, the Prime Minister issued a decision regulating the establishment and activities of the Organization, the Steering Committee room; against animal epidemic levels.
Article 1. The scope, subject to this decision regulates the establishment and operation of the Organization, the Steering Committee of animal epidemic prevention levels, including: 1. The National Steering Committee on prevention of animal epidemics in Central (hereafter referred to collectively as the National Steering Committee).
2. The Steering Committee of animal epidemic prevention in local (hereafter referred to collectively as the Steering Committee of the local level).
Article 2. Establishment of the Steering Committee of animal epidemic prevention levels 1. When animal diseases published according to the provisions of article 26 or 34 of the law on veterinary medicine Thing, Prime Minister or President of the people's committees of all levels have the responsibility to establish and organize the activities of the Steering Committee, the prevention of animal disease levels.
2. The Steering Committee of animal epidemic prevention levels self dissolve after the completion of the task.
Article 3. Components of the Steering Committee of animal epidemic prevention levels 1. The composition of the National Steering Committee include: a) the Minister of agriculture and rural development is the head of Department.
b) Deputy Minister of agriculture and rural development and the Ministry of Health's Deputy Chief.
c) Commissioners consists of:-representatives of the Ministry of science and technology, industry and commerce, public security, Foreign Affairs, finance, planning and investment, information and communication, transportation, resources and the environment, Defense;
-representatives of government offices, the Vietnam television station, radio voice of Vietnam;
-representatives: the Central Committee of the Vietnam Fatherland Front, Central Vietnam farmers Association and the Red Cross Society of Central Vietnam.
d) veterinary Bureau is the Agency of the National Steering Committee on prevention of animal epidemics.
2. Components of the Steering Committee, the provincial animal disease prevention: a) represented the people's Committee leaders granting the province's prefect.
b) Director of the Department of agriculture and rural development and the Director of the Health Department's Deputy Chief.
c) Commissioners:-representatives of the Department of science and technology, industry and commerce, public security, finance, planning and investment, information and communication, transportation, resources and the environment and related agencies;
-The Commander of the provincial border guard (for the border);
-representatives: Vietnam Fatherland Front Committee provincial farmers Association and the Red Cross.
d) specialized agency provincial animal health is the Agency of the Steering Committee, the provincial animal disease prevention.
3. Components of the Steering Committee of animal disease prevention at district level: a) represented the people's Committee leaders granting the district's Chief.
b) head of the State Department of agriculture and rural development, health is the Deputy head.
c) Commissioners:-representatives of the State administration: public security, market management, finance, kếhoạch, culture, information, resources and the environment, border (for the local border).
-representatives: Vietnam Fatherland Front Committee at district level, farmers Association and the Red Cross.
d) specialized agency-level animal health is the Agency of the Steering Committee of animal epidemic prevention at district level.
4. the Steering Committee composition, social animal disease prevention: a) the President of the people's Committee is the Township head.
b) Vice Chairman of the people's Committee is the Deputy Township head.
c) Commissioners: Minister of public security; Commander of the military; the main local-build-municipality and environment (for Ward Township, commune) or key-agriculture-environment and construction (for the town); the station head of communes, wards and clinics veterinary social worker;
d) represented the social-political organization of the local.
5. The base animal disease situation, the Prime Minister, President of the people's Committee of the level of component Steering Committee decisions accordingly.
Article 4. The duties and powers of the Board directed the animal epidemic prevention levels 1. The National Steering Committee has the following duties and powers: a) Help the Prime Minister directs, aircondition, coordination between the ministries, ministerial agencies, government bodies and agencies involved in tackling the key issues in the prevention of animal disease emergencies nationwide.
b) Help Prime coordination between ministries, ministerial agencies, government agency with the authority of the party, the Fatherland Front and the people's Union aimed at mobilizing resources to participate and support the implementation of the emergency plan for disease prevention.
c) organizations make and urging check the ministries and plan local prevention of animal disease emergency.
d) perform other duties assigned by the Prime Minister.
2. The Steering Committee of animal epidemic prevention in local levels have the duty, the following powers: a) Helps people's Committee Chairman in directing, aircondition, coordination between the agencies, the relevant departments in the implementation of measures for prevention of animal disease emergency.
b) Helps people's Committee Chairman to build and organize the implementation of the plan, an emergency animal disease prevention; test, urge, monitoring the implementation of measures for prevention of animal disease emergency.
c) Helps people's Committee Chairman coordination among the departments with the authority of the party, the Fatherland Front and the people's Union aimed at mobilizing resources to participate and support the implementation of the plan, an emergency animal disease prevention.
d) perform other duties by the President of the people's Committee.
Article 5. Cost of operation of the Steering Committee of animal disease prevention the funding activities of the Steering Committee of animal epidemic prevention levels due to the State budget guarantees and are arranged in regular activities of funding agencies specialized veterinary management was entrusted with the duty of the Steering Committee , the funding support and the funds of other legal provisions of the law.
Article 6. Working mode 1. The Steering Committee of animal epidemic prevention work levels under collective mode.
2. The members of the Steering Committee of animal epidemic prevention levels work in part-time mode, responsible before the law and the head of Department.

Article 7. The effect and enforcement responsibilities 1. This decision has effect as from July 1, 2016.
2. Decision No. 13/2004/QD-TTg dated Jan. 28, 2004 by the Prime Minister on the establishment of the National Steering Committee on bird flu prevention expired from the date of this decision to be enforceable.
3. Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of people's Committee of the province or city level, heads of agencies, organisations responsible for the implementation of this decision.
