CIRCULAR rules on animal disease prevention seafood _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law of animal health on June 19, 2015;
Pursuant to Decree No. 199/2013/ND-CP dated 26/11/2013 of government functions, tasks, powers and organizational structure of the Ministry of agriculture and rural development;
At the suggestion of the Director of the Department of animal health, the Minister of agriculture and rural development, issued circulars and regulations on prevention of aquatic animal disease.
Chapter I GENERAL PROVISIONS article 1. Scope, application object 1. This circular the provisions on prevention of aquatic animal disease.
2. This circular apply to agencies, organizations, individuals, foreign-related activities, aquatic animal disease prevention on the territory of Vietnam.

Article 3. List of aquatic animal diseases are published room 1. Aquatic animal disease categories are announced include the diseases specified in annex I attached to this circular.

Article 4. The principle of prevention of animal disease reports and fisheries 1. 3. Prevention of aquatic animal disease outbreaks is the responsibility of the Organization, the home base of breeding, people trafficking, transporting, processing, processing of aquatic products; the State Agency has the responsibility to organize, guide and implement measures in prevention of the disease promptly and effectively.
4. Article 5. Disease reporting modes aquatic animals 1. c) veterinary Stations perform the verification of disease investigation at the facility and report the results to verify the disease with the Bureau have specialized management provincial animal health (hereinafter called Bureau of animal health) and the people's committees at district level;
d) veterinary Bureau reported the disease situation occurred with the Department of agriculture and rural development, regional veterinary offices and animal health;
the animal health agency): synthesis and report to the Department of animal health animal epidemic situation of the local Fisheries Department;
e) Department of animal health reported to the Minister of agriculture and rural development; reports for international organizations to which Vietnam is a member, or commitment;
g) report on the outbreak or new diseases as defined in points a, b, c, d, e of this paragraph must be made within 48 hours to the town in the Plains or 72 hours for the communes in remote areas, since the findings or get information aquatic animal disease , signs of the disease;

4. Report the outbreak investigation: a) outbreak investigation report be applied in case of the outbreak was the specialized agency determined that aquatic animal health diseases in aquatic animal disease categories are announced or new diseases;
b) veterinary Bureau is responsible for reporting the outbreak investigation results to the Department of agriculture and rural development, regional veterinary offices and animal health shortly after the end of the outbreak investigation.

7. Results reported disease surveillance: a) veterinary Bureau reported the Department of agriculture and rural development, regional veterinary offices and animal health surveillance results, disease prediction and measures of local disease prevention;
b) Department of animal health reported to the Minister of agriculture and rural development, the results of monitoring, prediction and measures of epidemic disease prevention on a national scope;
c) report the results of time disease surveillance within 10 (ten) days from the end of the surveillance program.
8. Animal Health Guide content, disease reporting form as specified in the paragraph 1, 2, 3, 4, 5, 6 and 7 of this Article.
Article 6. 4. Identify the necessary resources, including: human resources, finance, manpower to implement the measures, prevention, support home base feed, environmental monitoring, disease, even when disease occurred but not yet eligible to publish epidemic and when announced.

Article 7. The content of the plan, the aquatic animal disease prevention 1. Monitoring aquatic animal disease according to the provisions in paragraph 2 and 3 of article 10 of this circular.

3. Provision of materials, chemicals, funds and human resources to implement prevention measures, support for home base feed when announced and when disease occurs but not yet eligible to publish epidemic.
4. Provision of equipment need investment, additions, adjustments to serve diagnostic tests, surveillance, outbreak investigation, epidemiological map building and data analysis.
5. the same quarantine; veterinary hygiene inspection; check the management, business, food, use of probiotics, environmental improvement treatment veterinary drugs, vaccines, chemicals locally.
6. information, advocacy, training for the aquaculture, veterinary staff, public officials, veterinary officer of fisheries: regulations of the adopted legislation, disease prevention, product quality requirements, technical guidance documents of the specialized agency in veterinary medicine, aquaculture.
7. Assigned specific responsibilities to the authority, the relevant units to implement the plan.

Chapter II PREVENTION article 8. Prevention for the same production, gathering, facility, nursing, business and aquaculture 1. Implementation of the provisions of article 14, paragraph 1, 2, 3 and 4 of article 15 of law and the other provisions of the relevant laws.

Article 9. Observation of, environment warning aquaculture 1. 2. construction monitoring plan, warning of aquaculture environment: a) General Directorate of fisheries, in coordination with the Department of animal health and related agencies to build the overall plan of monitoring, alerting of aquaculture on the environment nationwide for the period of 5 (five) years and the annual specific the Ministry of agriculture and rural development, approval and implementation funding;
b) Aquatic Bureau chaired and coordinated with the Bureau of animal health and related agencies monitoring plans, environmental warnings on local aquaculture, Agriculture Department reports and rural development of the provincial people's Committee approval and implementation funding;
c) main content of monitoring plan, warning of aquaculture environment include: identifying needs, monitoring goals; identify the region, point and observation of objects; define the number, frequency, time and monitoring methods; identify the organization or individual to coordinate participation; identify the funding needs, sources of funding and resources to implement.
3. determine the criteria, score and monitoring environmental subjects must meet the following conditions: a) The environmental monitoring include: aquaculture region of focus, shared water source, grants are determined by administrative boundaries, in accordance with the development plan of local aquaculture; the disease usually occurs place or risk environmental pollution; the region has an area of breeding from 10 ha upwards for breeding and selling intensive, from 200 hectares of back-up for other domestic forms, from 1000 m3 or more for breeding cages, friends;
b) monitoring: there Point stability and represent the entire region; determine the coordinates and marked on the map;
c) observation of objects: farming aquatic animals producing large, commercial value is high, the Fed focused in the development plan of local aquaculture.
4. Parameters and frequency of observation of a) the normal environment: hydro meteorological elements: air temperature, atmospheric pressure, humidity, wind, waves, flow, rainfall; temperature, turbidity, suspended solids (TSS), salinity, pH, DO, BOD5, COD, SO42-, H2S;
b) the nutrients: NO2-, NO3-, NH4 + (NH3), PO43-, SiO32-, N total (Nts), total P (Pts);
c) heavy metals and toxic chemicals: Cu, Pb, Zn, Cd, As, Hg, Cr6 +, Cr3 +, Ni, Mn and Fe total (Fets);
d) plant protection chemicals: Chlorine organic Group, Australia Group, organic, carbamate groups, groups of synthetic, Daisy neonicotinoid group, group of avermectin, herbicide and total radioactivity a, b;
DD) the total phytoplankton, toxic algae;
e) total Coliforms, bacteria, Vibrio spp., Aeromonas spp. and other pathogens in aquatic animal feed (on a basis consistent with the specialized administration of animal health of the scope, the sample);
g) organic substances pollution: surface Active Substances, oil, grease, phenols.

5. environmental monitoring unit is responsible for monitoring implementation: a) to collect the information of aquaculture animal disease situation, fisheries and environmental monitoring results from other departments to evaluate, synthesize and additional environmental monitoring results, aquaculture;

c) within 3 (three) days from when the sample collection, environmental monitoring unit must submit the report and the newsletter environmental monitoring to the Bureau of fisheries.
6. Bureau of fisheries: provides information of aquaculture operations, instructions and check the implementation of environmental monitoring; within 1 (one) days from receipt of the monitoring results, submit the report to the Directorate of fisheries, fisheries management bodies, district-level people's committees of communes the observation and related units.
7. monitoring results report: a) General Directorate of fisheries, animal health, the Department of agriculture and rural development receives periodic reports: the provisions in paragraph 6 of this Article and to report the results of sudden environmental monitoring of fisheries from Bureau of fisheries;  
b) units, organizations, individuals are related: provide information about the environment for the environmental monitoring units, the General Department of fisheries, animal health after the investigation, survey, the relevant research activities;
c) When detecting adverse happenings environment or risk disadvantages for aquaculture production in a local, environmental monitoring unit to immediately report to the Bureau of fisheries decision-making warning and timely response; at the same time the report Of the Bureau of fisheries, notify the Department of animal health, animal health and the related coordination unit;
d) When detecting adverse happenings environment or risk disadvantages for aquaculture production from two local (city level), General Directorate of fisheries the Ministry decision to alert and direct the timely response measures, inform the animal health The Department of agriculture and rural development, animal health and the related coordination unit handle.
8. organizations perform environmental monitoring in aquaculture

a) Directorate of fisheries, in cooperation with the relevant units to perform the management of environmental monitoring activities in aquaculture on a national scope; specify the unit of environmental monitoring; tutorials, training, capacity building for local monitoring; build and manual software management, database monitoring data sharing between the monitoring agency, specialized agency of veterinary and fisheries of Central and local;

c) home base aquaculture environmental monitoring, tracking in the aquaculture facility; notes that full information, collection, measures the environment beyond the threshold allowed under the guidance of fisheries administration and monitoring implementation unit; provide information, data on environmental monitoring aquatic animal diseases, pets upon request of competent State agencies; support institutions, individuals, the agency managing the implementation of environmental monitoring activities timely, effective.
Article 10. Monitoring aquatic animal disease 1. Pet owners make clinical surveillance detection as follows: a) to track daily in timely detection of aquatic animals are sick, killed and processed according to the provisions in clause 2 article 15 and Appendix VI attached herewith;

2. plan content of animal disease monitoring fisheries (referred to as the monitoring plan) include: a) aquatic animals are monitored, location, time, frequency of sampling, kind of specimen animals and aquatic products, environmental samples, samples, sample number, the relevant information and determining pathogen;
b) drafting materials, chemicals, equipment, sampling tools, process testing, human resources to implement the monitoring plan;

d) collect, synthesize, manage and analyze information, monitoring data;

5. veterinary officer responsible Township perform tasks assigned in the supervisory plan.
6. Veterinary Stations are responsible for: a) the veterinary staff to guide and coordinate with the relevant unit to implement the monitoring plan, including the sampling of aquatic animals and environmental samples;

DD) report results of monitoring animal health. 7. Veterinary Bureau is responsible for: a) the implementation of the provisions in clause 5 article 16 of the law on animal health;
b) presiding, in cooperation with the relevant units in the building, the competent agency of the local approval and funding to implement layout planning of animal disease monitoring of local fisheries with the content as prescribed in paragraph 2 of this Article; implementation monitoring plan after it is approved;
c) directing the veterinary Station and veterinary social workers coordinate with the units concerned to implement the monitoring plan;
d) in collaboration with the Bureau of fisheries and the relevant units to gather information about the test results, the environmental targets of the adopted basis;  
DD) with respect to the norms are not yet capable of testing, animal health sending samples to laboratories in the animal health laboratories or are recognized provincial authorities (hereafter referred to collectively as the recognized testing room);
e) after receiving the results of analysis, tests, the Department of animal health reported the results accompanied by specific instructions the preventive measures for veterinary Stations to guide home base feed;
g) report results of monitoring of the Department of agriculture and rural development, regional veterinary offices and animal health as defined in paragraph 7 of article 5 of this circular to the analysis and disambiguation in the prevention of aquatic animal disease.
8. Veterinary Bureau is responsible for: a) presiding, in cooperation with the relevant units in the building, the Minister of agriculture and rural development approved, arranged funding to implement the plan of animal disease monitoring of fisheries on a national scope; implementation after approval;
b) Organization directs, guides, tests, urging the implementation of the monitoring plan;

d) Organization of training, capacity training of officials working on prevention, disease surveillance by the Central and local authorities;
DD) periodically reviewing, supplementing the basic equipment for the Agency made the disease surveillance of centrally.
Article 11. Information, advocacy, training on prevention of aquatic animal disease information, advocacy, training on prevention of aquatic animal disease must ensure the following: 1. implementation object, joined propaganda, training, including: organizations, individuals with activities related to the observation of environmental alerts , production, gathering, run, aquaculture, trade, shipping, processing, processing of aquatic products, disease prevention.

Chapter III FIGHT DISEASE article 12. Declare the disease 1. Article 13. Outbreak investigation 1. d) before the investigation must collect enough information about the disease, breeding environment; materials, tools, equipment and chemicals needed to investigate the outbreak; tools for sampling, storage, transport of samples; the current rules on disease prevention; human resources, manpower, financial and other protective equipment; forms, tools for collecting information.
2. Content of the outbreak investigation: a) collect initial information about the targets of environmental monitoring in the time before and during the plague; the outbreak, identifying the characteristics of basic epidemiology and the existence of the outbreak; traceability outbreak;

b) investigation and updated information about the outbreak at the base have affected aquatic animals, including: test, against the previously reported information; the only objective, environment variable (if available); the clinical examination, number, species, age, the date of detecting infected aquatic animals; (or number) of aquatic animals infected, raising water level depth, area (or numbers) drop feed; food, medicines, chemicals have been used; form feed, observe the happenings at home to aquatic animal diseases; native varieties, examination results, check out the room before the drop feed;
c) description of outbreaks from time to time, place, aquatic animal disease, signs of the disease; evaluation of the cause of the outbreak;
d) proposed to conduct research into the risk factors; sampling inspection of diseases when necessary to identify the pathogen tests;
DD) synthesis, analysis, reviews and give a diagnosis, outbreak identification identify the disease, the method of spread;
e) reports the outbreak investigation results, Outlook, forecasting the epidemic situation in the next period, propose measures for prevention.
3.
