CIRCULAR the provisions on prevention of animal epidemics on land _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law of animal health on June 19, 2015;
Pursuant to Decree No. 199/2013/NĐ-CP on 26/11/2013 of the Government functions, tasks, powers and organizational structure of the Ministry of agriculture and rural development;
At the suggestion of the Director of the Department of animal health;
The Minister of agriculture and rural development, issued circulars and regulations on prevention of animal epidemics on land.
Chapter I GENERAL PROVISIONS article 1. Scope, application object 1. This circular detailing a number of articles of the law on animal epidemic prevention of animals on land, including: a) the category of animal diseases are published, listing diseases transmitted between animals and humans, animal disease categories banned slaughter;
b) specified the preventive measures required; asked veterinary hygiene, environmental sanitation in breeding; the condition of animals, animal products are shipped out of the room;
c) regulated the use of veterinary drugs has not yet been released in Vietnam in urgent cases to timely prevention of animal epidemics;
d) declarations, diagnose, investigate animal disease;
DD) mandatory disposal of animals infected, signs of the disease and animal products carry pathogens in animal disease categories are announced, listing diseases transmitted between animals and humans or found new infectious pathogens;
e) conditions to publish epidemic animal runs out.
2. This circular apply to organizations, individuals and organizations, foreign individuals are related to disease prevention activities of animals on land on the territory of Vietnam.
Article 2. Terrestrial animal disease categories are announced, listing diseases transmitted between animals and humans, the category of animal slaughter prohibition disease, cure 1. The list of animal diseases on land have to publish epidemic as defined in section 1 of annex 1 attached to this circular.
2. list of diseases transmitted between animals and people as defined in section 2 of annex 1 attached to this circular.
3. list of banned animal slaughter, disease cure as defined in section 3 of annex 1 attached to this circular.
Chapter II PROVISIONS on prevention of ANIMAL EPIDEMICS on LAND article 3. The preventive measures required for terrestrial animals 1. The preventive measures required for animals on land include: a) the implementation of sanitation, reduction of disinfectant periodically according to the guidelines in annex 8 attached herewith;
b) prevention is required for animals with vaccines made for some dangerous infectious diseases prescribed in item 1 of annex 7 attached herewith;
Based on epidemiological characteristics, the circulation of infectious pathogens in dangerous animals on the area and guide prevention by vaccines for each disease in the Appendix 9, 10, 12, 13, 15, 16, 21 and 22 attached to this circular, management agency specialized in the local veterinary authority decided the sick room required by vaccines against animal diseases specified in section 1.1 of annex 7 to suit local conditions and vaccination certificate according to the model specified in section 3 of annex 7.
2. The basis of livestock breeding, poultry and dairy cows, apart from performing as specified in paragraph 1 of this article must perform periodic surveillance for certain diseases transmitted between animals and people as defined in section 2 of Appendix 7 attached to this circular. The base animal diseases specified in section 2.1 of annex 7 and annex 2 attached to this circular, periodic monitoring is done as follows: a) specialized agency of local veterinary disease surveillance organizations periodically for the breeding of cattle breeds , poultry and dairy cows on local management;
b) veterinary Bureau held periodic disease surveillance for breeding cattle breeding, poultry and dairy cows invested abroad or by the central management.
Article 4. Asked veterinary hygiene, environmental hygiene in livestock breeding establishments concentrated 1. Animal breeding establishments concentrated must comply with the requirements of veterinary hygiene, environmental sanitation in breeding under the provisions of the law for prevention of diseases for animals.

2. specialized agency provincial veterinary organizations perform the sampling, tests; sanitation, reduction of disinfectant for the transportation of animals, animal products specified in paragraph 1 of this article and guide the route to transport out of the region.
3. The transportation of animal quarantine, animal products specified in this Article are guaranteed on the profile, the order of quarantine procedures, according to the regulations of the Ministry of agriculture and rural development.
Article 6. Regulation of the use of veterinary drugs has not yet been registered in Vietnam in the emergency to prevention of animal disease on land 1. In the case of diseases for the animal diseases specified in article 2 of this circular or new infectious diseases in the country not yet available veterinary medicines suitable for prevention of disease, animal health the Minister of agriculture and rural development decided the use of veterinary drugs not yet circulated in Vietnam to the room emergency epidemic prevention.
2. The import of veterinary prescribed in paragraph 1 of this article are guaranteed on the profile, sequence, import procedures as prescribed by the Ministry of agriculture and rural development.
3. The use of veterinary drugs prescribed in clause 1 of this title, an emergency animal disease prevention must follow the instructions of the manufacturer of the medicine or specify the specialized agency's animal health. 7. Declared and animal disease reporting 1. 2. animal disease reporting is done as follows:

a) the veterinary social worker: responsible animal disease reporting to the Chairman and township level specialized agency animal health district level;
b) at the district level: specialized management organs of animal health districts are responsible for animal disease reporting for district-level PEOPLE'S COMMITTEES and the specialized administration of animal health;
c) at the provincial level: specialized administration responsible provincial veterinary report animal diseases to the Department of agriculture and rural development, the Department of animal health, animal health;
d) at the central level: animal health are responsible for animal disease reporting to the Minister of agriculture and rural development and the international organizations to which Vietnam is a member or the countries that made commitments Vietnam reporting, information sharing animal disease;
DD) in the case of dangerous infectious disease, is likely to spread rapidly, in a broad range of personal, organization, specified in point a, b and c of this paragraph are allowed to report to the authorities and management bodies of specialized higher level animal health;
e) where animal epidemics appeared in the sexually transmitted disease category between animals and the veterinary staff, social and professional administration of animal health have to perform animal disease reporting to health authorities at the same level are related according to the current regulations;

d) pathogens (if known), the source of the disease is suspected or has been determined, the results of passive surveillance programs and proactive surveillance for diseases (if available);

d) content of the periodic reports be made according to the form specified in section 3 of Appendix 2 to this circular.

Article 8. Animal disease diagnosis 1. The Organization, individuals perform the sampling swabs sent for examination must comply with the Vietnam standards QCVN 01-83:2011/BNNPTNT be issued Circular No. 71/2011/TT-BNNPTNT October 25, 2010 of the Ministry of agriculture and rural development.

5. The test room is responsible for immediately reporting the results of tests for the specialized agency competent animal health.

Article 9. Outbreak investigation 1. Outbreak investigation principle a) outbreak investigation is done for cases of suspected animal disease outbreak as defined in article 2 of this circular and should be conducted within 24 hours for the Plains or 72 hours for outlying areas since receiving information about the outbreak;
b) before the investigation at the outbreak must collect enough information about the situation of livestock, animal disease; preparation of materials, tools, equipment, chemicals needed for investigating the outbreak; prepare tools for sampling, sample transport, preservation, personal protection; the current rules on disease prevention; financial resources needed; forms, tools for collecting information;
c) information about the outbreak to be collecting detailed, complete, accurate and timely.
2. Content of the outbreak investigation a) collect initial information in the time before and during the time of the outbreak, identifying the characteristics of basic epidemiology and the existence of the outbreak; traceability outbreak;

b) updated information on the outbreak, including: test, against the previously reported information; the clinical examination, number, species, age, the date of detecting infected animals, determine the initial conditions; the number of infected animals; veterinary drugs, vaccines, chemicals have been used; identify the relevant risk factors;
c) description of outbreaks from time to time, place, animal disease, signs of the disease; evaluation of the cause of the outbreak;
d) proposed to conduct research into the risk factors;
DD) synthesis, analysis, reviews and give a diagnosis, outbreak identification identify the disease, the method of spread;
e) reports the outbreak investigation results, Outlook, forecasting the epidemic situation in the next period, propose measures for prevention.
3. Responsible for investigating the outbreak a) specialized agency animal health district level when the notice has infected animals, dead, with signs of infectious disease are responsible for disease outbreak investigation done on animals;
b) specialized agency provincial animal health is responsible for the direction, advice, support for outbreak investigations with the specialized administration of animal health district level;
c) committees of the levels is responsible for directing the local authorities support the specialized administration veterinary medicine perform outbreak investigations of local management;
d) for animal disease have complications, appeared new epidemiological factors, the specialized agency provincial animal health animal health agency recommended the Department of animal health, support the work of local outbreak investigations.
Article 10. The mandatory processing of animals infected, signs of the disease and animal products carrying infectious pathogens 1. Article 13. The responsibilities of the specialized management agencies local animal health 1. Article 14. The responsibility of the individual organization concerned 1. Organizations and individuals related to veterinary activities pursuant to the provisions of this circular and the annex attached to implement measures for prevention of animal epidemics to match.
2. Observance of the rules on prevention of animal epidemics on land under the provisions of this circular, the other relevant provisions of the legislation on veterinary medicine, environmental protection, prevention of infectious diseases and guide the Agency's management to ensure secure veterinary diseases for farmed animals in the , food safety and hygiene.
3. Observance of the test, the instructions of specialized management agencies and the competent State bodies.
Article 15. Effect 1. This circular is effective from 15 July, 2016.

I) Circular No. 48/2009/TT-BNNPTNT on 04/8/2009 of the Ministry of agriculture and rural development, on measures for prevention of rabies in animals;
k) Circular No. 04/2011/TT-BNNPTNT on 24/01/2011 of the Ministry of agriculture and rural development, on measures for prevention of epidemic cholera;
l) Circular No. 5/2011/TT-BNNPTNT on 24/01/2011 of the Ministry of agriculture and rural development, on measures for prevention of the disease New-cat-xơn in poultry;
m) Circular No. 53/2013/TT-BNNPTNT on 12/12/2013 of the Ministry of agriculture and rural development, on the provisions on animal epidemic reports on land;
n) Circular No. 44/2014/TT-BNNPTNT on 01/12/2014 of the Ministry of agriculture and rural development on the prescribed diseases must periodically check for the breeding of cattle breeding, poultry and dairy.
Article 16. Responsibility 1. The heads of the units of the Ministry of agriculture and rural development, the heads of the agencies, organizations and individuals involved in the scope of the duties and powers assigned organizational responsibility to implement the provisions of this circular.
