CIRCULAR rules on slaughter control and veterinary hygiene inspection _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law of animal health on June 19, 2015;
Pursuant to the law on food safety, June 17, 2010;
Pursuant to Decree No. 199/2013/ND-CP dated 26/11/2013 of government functions, tasks, powers and organizational structure of the Ministry of agriculture and rural development;
At the suggestion of the Director of the Department of animal health, the Minister of agriculture and rural development issued a circular regulating the slaughter control and veterinary hygiene inspection. Chapter I GENERAL PROVISIONS article 1. The scope of this circular adjustment instructions detailing the implementation clause 2 and 3 Article 74 of the law on animal health, in particular the following: 1. A category in an animal to slaughter control; In an object list to check hygiene and animal health; Object list hygiene veterinary check. 2. Process control of slaughter of animals; process, profile check veterinary sanitation; seal slaughter control, veterinary hygiene stamps; regulating the disposal of animals, animal products do not warrant veterinary hygiene requirements. 2. The object that applies to this circular apply to agencies, organizations, individuals in the country and abroad that involve animal slaughtering activities on land, preliminary processing, the processing of animals, animal products, veterinary hygiene inspection on the territory of Vietnam.

Article 4. Requirements for animals brought into the slaughter of 1. Section 4 DISPOSAL of ANIMALS, ANIMAL PRODUCTS DO NOT WARRANT veterinary HYGIENE REQUIREMENTS article 10. Guidelines for the handling of animals, animal products do not warrant veterinary sanitation requirements 1. Article 11. The process of handling of animals, animal products do not warrant veterinary hygiene requirements When detecting animals, animal products do not warrant veterinary hygiene requirements, the competent veterinary authority, veterinary staff members as follows: 1. the isolation of animals in the private sector;

Regulations on handling for animals does not guarantee the required veterinary sanitation at slaughter 1. The measures include: processing pause slaughter; slaughter in the private sector; compulsory slaughtering, mandatory destruction or transfer the purpose of use.

d) animal products does not guarantee the norms requirements exist residual antibiotics or detected chemicals residue conservation, toxics disposed according to the instructions in section 5 of Appendix VI attached herewith;
DD) animal products carry the parasite larvae of parasites, processed according to the instructions in section 6 of Appendix VI attached to this circular.
Chapter III RULES of the SEAL SLAUGHTER CONTROL veterinary HYGIENE Items, stamps 1 SEAL SLAUGHTER CONTROL USED in SLAUGHTER ANIMALS for EXPORT to article 14. Seal slaughter control close the body meat to export 1. Category 3 veterinary HYGIENE STAMP Article 28. Veterinary hygiene stamp used for the slaughter of animals for export and medium establishments have exports and domestic consumption. DD) the lower part of the stamps in "Day ...., ....-20 ....," the font Arial, font size 11-12 and bold strokes. 
2. hygiene veterinary stamp used for animal products are processed under veterinary hygiene guide as Figure 16 of Appendix V attached herewith: a) Stamps have the shape, the size, the content section on the lower part and as specified at points a, b, c, e clause 1 of this article;
b) middle part of the stamps, printed in the "HANDLING of veterinary HYGIENE", the font Arial, font size 14-16 and bold strokes.
3. hygiene veterinary stamp used for animal products must be destroyed according to the Guide as Figure 17 of Appendix V attached herewith: a) Stamps have the shape, the size, the content section on the lower part and as specified at points a, b, c, e clause 1 of this article;
b) middle part of stamps, print the word "CANCELLED" the font Arial, font size 18-20 and bold strokes.
Article 29. Veterinary hygiene stamp used for animal products for domestic consumption (including imports of animal products) 1. Veterinary hygiene stamp used for animal products according to the Guide as Figure 18 of Appendix V attached herewith: a) Stamps have the shape, the size as defined in art. 1 Article 28 of this circular, the line has a width of 1 mm dark blue jerseys. The background white, stamp signature dark green;
b) Stamps are divided into 3 parts as defined in point b of paragraph 1 Article 28 of this circular;
c) left corner on the part of animal quarantine icon, icon's diameter is 15 mm. at the upper right in the name of the specialized agency provincial veterinary "SUB-DEPARTMENT..........", the font Arial, font size 10-14 and bold strokes; the case name is too long, the abbreviated name of the specialized agency for the provincial animal health from "BREEDING" is "CN", "seafood is" TS ";
d) middle part of stamps as prescribed in point d paragraph 1 Article 28 of this circular;
DD) the lower part of the stamps according to the provisions of Article 28 paragraph 1 of DD points to this circular. 
2. hygiene veterinary stamp used for animal products are processed under veterinary hygiene guide as Figure 19 of Appendix V attached herewith: a) Stamps have the shape, the size, the content section on the lower part and in accordance with the terms of point a, b, c paragraph 1 of this article, e;
b) middle part of stamps as prescribed in point b item 2 Article 28 of this circular.
3. hygiene veterinary stamp used for animal products must be destroyed according to the Guide as Figure 20 of Appendix V attached herewith: a) Stamps have the shape, the size, the content section on the lower part and as specified at points a, b, c, e clause 1 of this article;
b) middle part of the stamps according to the provisions of Article 28 paragraph 3 b of this circular.
Article 30. Use the stamps of veterinary hygiene 1. Veterinary hygiene Stamps used for the fuselage meat or animal products are sealed packaging as follows: a) In slaughter: for the body meat does not seal slaughter control as specified in paragraph 1, point b of paragraph 2 and paragraph 3 Article 32 of this circular or Government organs like the heart Red , the liver, the kidneys and the by-products used as food;

d) training institutions, the professional training, professional control of slaughter hygiene and veterinary inspection, for those who do slaughter control tasks in management.
Article 42. The responsibility of the people's Committee of the level 1. Chapter VI ENFORCEMENT PROVISIONS Article 44. Transitional provisions 1. A certificate of veterinary hygiene conditions has been issued before 1/7/2016 without expiry shall remain valid until the expiry written on paper.

DD) Circular No. 03/2009/TT-BKHCN on 4/6/2009 inspection procedures, veterinary hygiene supervision for production, business products, slaughter of animals used as food.
