CIRCULAR rules on slaughter control and veterinary hygiene inspection _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law of animal health on June 19, 2015;
Pursuant to the law on food safety, June 17, 2010;
Pursuant to Decree No. 199/2013/ND-CP dated 26/11/2013 of government functions, tasks, powers and organizational structure of the Ministry of agriculture and rural development;
At the suggestion of the Director of the Department of animal health, the Minister of agriculture and rural development issued a circular regulating the slaughter control and veterinary hygiene inspection. Chapter I GENERAL PROVISIONS article 1. The scope of this circular adjustment instructions detailing the implementation clause 2 and 3 Article 74 of the law on animal health, in particular the following: 1. A category in an animal to slaughter control; In an object list to check hygiene and animal health; Object list hygiene veterinary check. 2. Process control of slaughter of animals; process, profile check veterinary sanitation; seal slaughter control, veterinary hygiene stamps; regulating the disposal of animals, animal products do not warrant veterinary hygiene requirements. 2. The object that applies to this circular apply to agencies, organizations, individuals in the country and abroad that involve animal slaughtering activities on land, preliminary processing, the processing of animals, animal products, veterinary hygiene inspection on the territory of Vietnam.
Article 3. List of animals in an have to slaughter control; In an object list to check hygiene and animal health; Object list hygiene veterinary checks 1. List of animals in an have to slaughter control as specified in section 1 of annex I attached to this circular.

Article 4. Requirements for animals brought into the slaughter of 1. Animals brought into the slaughter to ensure healthy, veterinary hygiene requirements; for animals being hurt, exhausted by the shipping process, there is no possibility of recovery but have no clinical symptoms of disease before slaughter is allowed.

Chapter II PROCESS CONTROL of SLAUGHTER ANIMALS on LAND category 1 PROCESS CONTROL SLAUGHTER LIVESTOCK FEED article 5. Check before slaughter 1. Check records, the books chronicled the origins of animals brought into the slaughter of slaughter; Certificate of transportation of animals quarantine regulations.

3. clinical examination of animals: a) Must be conducted in the waiting area of slaughter, there is enough light;
b) observe the clinical manifestations of animals: animal discovery case showed signs of infectious disease, to quarantine animals and check the entire herd. All cases of unusual signs of animals must be marked, separate, monitored and processed according to the provisions of article 12 of this circular;
c) only allow the slaughter of cattle to meet the requirements of article 4, clean, are kept in the waiting area of slaughter to ensure cattle back to normal status and has been clinically tested before slaughter;
d) for animal slaughter yet retention after 24 hours, are clinically re-examined.
4. Set the window track and record the required information before the slaughter include: a) the animal owner's name;
b) where animals;
c) type of animal;
d) the number of animals in the same plot;
DD) time enter;
e) test results before slaughter (clinical symptoms, the body heat of the animal in the event of abnormal expression);
g) number, the reason animals have not been slaughtered;
h) processing measures;

Article 6. Check after the slaughter of the cattle raising 1. Make the first examination, Government organs (lungs, heart, liver, kidney, spleen, stomach, intestines) and visit the meat stems to detect signs of abnormal, pathological signs. Checkout process according to specific guidelines in section 4 and section 5 of annex III attached to this circular.

Section 2 PROCESS CONTROL of SLAUGHTER POULTRY FEED article 7. Check before slaughter 1. Made in accordance with paragraph 1, paragraph 2, point b, d, paragraph 3, clause 4 and clause 5 article 5 of this circular.
2. Category 3 PROCESS CONTROL of SLAUGHTER ANIMALS on LAND USED AS FOOD article 9. Process control of slaughter animals on land used as food 1. Check before slaughter: follow the provisions of article 5 of this circular.
Check after the slaughter: meat and Tibetan government body Examination: test procedures according to specific instructions in section 4.1, point a, section 4.2 c and points a, b item 4.3 of annex III attached to this circular.

Section 4 DISPOSAL of ANIMALS, ANIMAL PRODUCTS DO NOT WARRANT veterinary HYGIENE REQUIREMENTS article 10. Guidelines for the handling of animals, animal products do not warrant veterinary sanitation requirements 1. The handling of veterinary hygiene for animals, animal products are made right and veterinary agencies, veterinary staff instructions, monitoring, checks.
2. Those who directly make handling infected animals, animal products carry dangerous pathogens must be fitted Workwear.

4. Location, equipment, processing tools for animals, animal products do not warrant veterinary hygiene requirements must be hygienically disinfected after each processing.
5. animal Owners have to bear all the costs in the livestock quarantine time, track; animal product consignment owner must bear all costs preserved animal products until the conclusion of the veterinary agency. Article 11. The process of handling of animals, animal products do not warrant veterinary hygiene requirements When detecting animals, animal products do not warrant veterinary hygiene requirements, the competent veterinary authority, veterinary staff members as follows: 1. the isolation of animals in the private sector;
2. Set the minutes noted and veterinary hygiene status of animals, animal products by Model number 4 of annex II attached to this circular; request a home base, the owner of the shipment taken measures to handle veterinary hygiene to assure disease, food safety and reduce environmental pollution;

5. Notify the home base, the owner of the shipment and related agencies about handling results and requirements for animals, animal products are allowed to use after processing;
6. Guidance, monitoring, checks the implementation of veterinary hygiene processing. Article 12. Regulations on handling for animals does not guarantee the required veterinary sanitation at slaughter 1. The measures include: processing pause slaughter; slaughter in the private sector; compulsory slaughtering, mandatory destruction or transfer the purpose of use.
2. Animal does not warrant veterinary hygiene requirements are processed according to the instructions in section 1 of Appendix VI attached to this circular.
3. the health instruction processing measures required for animals carrying infectious pathogens.
Article 13. Regulations on handling animal products do not warrant veterinary sanitation requirements 1. The handle measures include: destruction; heat treatment; mechanical processing; transfer the purpose of use.
2. Instructions for handling animal products do not warrant veterinary hygiene requirements at slaughter as follows: a) animal products carry an infectious pathogen detection in the process slaughtering processing according to the instructions in section 2 of Appendix VI attached herewith;

b) animal products don't guarantee processing sensory requirements according to the instructions in section 3 of Appendix VI attached herewith;
c) animal products contaminated microorganisms are not allowed to have or in excess of the limit allowed for processing according to the instructions in section 4 of Appendix VI attached herewith;
d) animal products does not guarantee the norms requirements exist residual antibiotics or detected chemicals residue conservation, toxics disposed according to the instructions in section 5 of Appendix VI attached herewith;
DD) animal products carry the parasite larvae of parasites, processed according to the instructions in section 6 of Appendix VI attached to this circular.
Chapter III RULES of the SEAL SLAUGHTER CONTROL veterinary HYGIENE Items, stamps 1 SEAL SLAUGHTER CONTROL USED in SLAUGHTER ANIMALS for EXPORT to article 14. Seal slaughter control close the body meat to export 1. A circular seal, size: 40 mm outer diameter, diameter 25 mm round in, in between there dividing line across the center circle divided into two parts of equal signs. Article 15. Seal slaughter control on poultry body to export 1. Circular markers of size: outer diameter 30 mm, ring diameter of 20 mm, in the middle there is the line passing through the center circle divided into two equal parts seal; the outer circle, and the Circle line of the seal there is width 0.5 mm. 2. The outer circle of the seal: a) above the inscription "K. S. G. M. d) in the middle part of the stamps, printed in the "veterinary SANITARY INSPECTION", the font Arial, font size 15-16 and bold strokes;
DD) the lower part of the stamps in "Day ...., ....-20 ....," the font Arial, font size 11-12 and bold strokes. 
2. hygiene veterinary stamp used for animal products are processed under veterinary hygiene guide as Figure 16 of Appendix V attached herewith: a) Stamps have the shape, the size, the content section on the lower part and as specified at points a, b, c, e clause 1 of this article;
b) middle part of the stamps, printed in the "HANDLING of veterinary HYGIENE", the font Arial, font size 14-16 and bold strokes.
3. hygiene veterinary stamp used for animal products must be destroyed according to the Guide as Figure 17 of Appendix V attached herewith: a) Stamps have the shape, the size, the content section on the lower part and as specified at points a, b, c, e clause 1 of this article;
b) middle part of stamps, print the word "CANCELLED" the font Arial, font size 18-20 and bold strokes.
Article 29. Veterinary hygiene stamp used for animal products for domestic consumption (including imports of animal products) 1. Veterinary hygiene stamp used for animal products according to the Guide as Figure 18 of Appendix V attached herewith: a) Stamps have the shape, the size as defined in art. 1 Article 28 of this circular, the line has a width of 1 mm dark blue jerseys. The background white, stamp signature dark green;
b) Stamps are divided into 3 parts as defined in point b of paragraph 1 Article 28 of this circular;
c) left corner on the part of animal quarantine icon, icon's diameter is 15 mm. at the upper right in the name of the specialized agency provincial veterinary "SUB-DEPARTMENT..........", the font Arial, font size 10-14 and bold strokes; the case name is too long, the abbreviated name of the specialized agency for the provincial animal health from "BREEDING" is "CN", "seafood is" TS ";
d) middle part of stamps as prescribed in point d paragraph 1 Article 28 of this circular;
DD) the lower part of the stamps according to the provisions of Article 28 paragraph 1 of DD points to this circular.

b) middle part of the stamps according to the provisions of Article 28 paragraph 3 b of this circular.
Article 30. Use the stamps of veterinary hygiene 1. Veterinary hygiene Stamps used for the fuselage meat or animal products are sealed packaging as follows: a) In slaughter: for the body meat does not seal slaughter control as specified in paragraph 1, point b of paragraph 2 and paragraph 3 Article 32 of this circular or Government organs like the heart Red , the liver, the kidneys and the by-products used as food;
b preliminary basis) in animal products in slaughter: for animal products are brewed from the fuselage, boning the meat, meat pieces, meat pieces over slaughter control but does not make the control seal slaughter as defined in point a of paragraph 2 Article 32 of this circular.

Chapter VI ENFORCEMENT PROVISIONS Article 44. Transitional provisions 1.
