Decision on approval of the action program enhances the capacity and international cooperation in the prevention of HIV/AIDS in Vietnam by 2010 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ MINISTER of health pursuant to Decree No. 49/2003/ND-CP on 15/5/2003 of government functions, duties, powers and organizational structure of the Ministry of health;
Pursuant to decision No. 36/2004/QD-TTg dated 17/3/2004 of the Prime Minister on the approval of the national strategy for prevention of HIV/AIDS in Vietnam to 2010 and vision 2020;
At the suggestion of Mr. Director, HIV/AIDS, Ministry of health, Vietnam decision: article 1. Approval of the action program to increase the capacity and international cooperation in the prevention of HIV/AIDS in Vietnam by 2010 with the following principal contents: 1. General: enhance the capacity of the system of prevention of HIV/AIDS on infrastructure, equipment, human resources and international cooperation contributed to the successful implementation of the national strategy room HIV/AIDS in Vietnam to 2010 and vision 2020.
2. Specific objectives to the year 2010: a) construction, strengthen the system of prevention of HIV/AIDS from central to local qualified active prevention and control of HIV/AIDS epidemic;
b) enhance investment in infrastructure, equipment and staff, HIV/AIDS;
c) capacity enhancement, HIV/AIDS;
d) expanded international cooperation in the prevention of HIV/AIDS.
3. The solution: 3.1. The solution of social and policy: a) strengthening the leadership of Party committees at all levels, the Administration for the prevention of HIV/AIDS;
b) to further improve the system of legal documents on prevention of HIV/AIDS, which focused on the issue of decentralization, improve organizational and financial systems;
c) encourage the development of these facilities provide medical services related to the field of HIV/AIDS outside the establishment;
d) strengthen guidance, test, monitor results, activities against HIV/AIDS.
3.2. Solution of strengthen the facilities and equipment for prevention of HIV/AIDS: a) land fund priority local building Center for HIV/AIDS Department, central cities (province) and the level of funding for the new building, upgrading the central headquarters, provincial HIV/AIDS;
b) gradually increasing investment from the State budget for the prevention of HIV/AIDS is consistent with economic growth, the country's society, secured the funding for the activities, HIV/AIDS, priority for the proportion of people infected with HIV/AIDS have many difficulties about resources for the room HIV/AIDS;
c) management, use of investment financing for activities against HIV/AIDS, the right purpose, highly effective, the transparency of the allocation, use finance;
d) enhance investment in online equipment, step by step modernized equipment, HIV/AIDS in order to improve the quality of testing, diagnosis and treatment of HIV/AIDS;
DD) developed the venture investing models, links, technology transfer with the equipment manufacturer, HIV/AIDS has a reputation in the world.
3.3. enhanced solutions for human resources: a) promote training and retraining staff, professional service of the system of prevention of HIV/AIDS; gradually increase the percentage of University officials, on the University. Have reasonable remuneration policy, encourage the use of health officials, HIV/AIDS. Adjust, reasonable layout of officers, against HIV/AIDS with suitable qualifications, work capacity;
b) diversification of types of training of officials working in the field of HIV/AIDS; Encourage social organizations, non-governmental organizations, community organizations, religion and HIV/AIDS have the knowledge, skill, action against HIV/AIDS.
3.4. Solution of strengthen international cooperation in the prevention of HIV/AIDS: a) enhance cooperate through many forms of bilateral, multilateral cooperation, enlist the support and resources of countries, international organizations, the scientific and technological achievements, experience managing in the prevention HIV/AIDS;
b) has a policy of encouraging international aid organizations are not refundable for examination, the level of medication for HIV/AIDS treatment for children, pregnant women infected with HIV/AIDS and poor AIDS patients are not helpless;
c) capacity building project, the management and coordination of the international cooperation of the governing body of the project and the ability of organizations working on HIV/AIDS in the ministries to implement effectively international projects;
d) enhance sharing information between projects aimed at the reasonable allocation of resources and the sharing of operational experience between projects;
DD) enhance coordination, management of the Government of Vietnam with other donors through the tracking system, monitoring and evaluation of the project of HIV/AIDS; System for the monitoring, evaluation, project on the management and use of ODA according to the current regulations;
e) enhance international cooperation in the prevention of HIV/AIDS at the provincial level.
Article 2. Held: 1. The ministries of National Committee members, against AIDS and prevention of vices drugs, prostitution (PC AIDS and PC TNMTMD) organizes, directs the implementation of the programme of action by function, the tasks are defined in decision No 50/2007/QD-TTg dated 12/4/2007 of the Prime on the full National Committee event PC AIDS and PC TNMTMD.
2. The Ministry of health directs, organizes the deployment activities of the unit: the Bureau of HIV/AIDS in Vietnam is responsible for directing and managing comprehensive, coordinated with relevant units in the planning, organization, implementation of the action programme on the strengthening of international cooperation and in the room HIV/AIDS in Vietnam, tracking, reviews national program, collect report summarizing the superior Agency;
The Service, the relevant Bureau of the Ministry of health in collaboration with the Bureau of HIV/AIDS prevention organization Vietnam deployment, directing the activities implemented national action programmes on strengthening the capacity and international cooperation in the prevention of HIV/AIDS;
The Subcommittee in project management, HIV/AIDS in the national target program, against some social diseases, dangerous diseases and HIV/AIDS directed professional activities for the province under the function, the tasks assigned;
The Board of the district in the area of project management, HIV/AIDS in the national target program, against some social diseases, dangerous diseases and HIV/AIDS guide the construction plan, inspecting, monitoring, evaluation activities, HIV/AIDS under the area assigned;
The Department of health to steer and manage the deployment of provincial programs activities, in collaboration with departments, unions may organize the deployment of the operation in the province, General report the results of the action program in the province.
3. Steering Committee of PC AIDS and PC TNMTMD the ministries to coordinate with the Ministry of health planning, organization, implementation of the activities of the programme have been approved within the unit.
4. the people's committees of all levels interested in arranging funding for the implementation of the action programme activities.
5. The National Medical University in collaboration with the Ministry of health to build the training program on HIV/AIDS.
Article 3. This decision takes effect 15 days from the date The report.
