Pursuant to the law on information technology 29 June 2006;

Pursuant to Decree No. 86/2002/ND-CP dated 5 November 2002 of the Government functions, tasks, powers and organizational structure of ministries, ministerial agencies;

Pursuant to Decree No. 92/2006/ND-CP on September 7, 2006 the Government establishment, approval and management of the overall socio-economic development;

Pursuant to decision No. 246/2005/QD-TTg dated 06/10/2005 by the Prime Minister approving the development strategy of information and communication technology Vietnam by 2010 and towards 2020;

Implementation of the Prime Minister's authorization in writing of 4092/VPCP-KG on October 23, 2007 of the Office of the Government on the development of human resources in information technology to 2015 and 2020;

According to the proposal of Minister of postal strategy, telecommunications and information technology, decision: article 1. Approval of the "development of human resources, information technology, Vietnam by 2020", with the following principal contents: i. the VIEWS and OBJECTIVES of DEVELOPMENT 1. A development perspective) human resources development in information technology (including manpower working in the telecommunications business, industrial business; information technology manpower for information technology applications; for training in information technology, electronics, telecommunications and people using the applications of information technology) is key element has meaning decision for the development and application of information technology. Development of human resources in information technology to ensure quality, synchronization, shifting towards structure of rapidly increasing the percentage of highly qualified human resources, strengthening national information technology.

b) developing human resources in information technology is closely associated with the process of innovation in education and training, especially the renewal of higher education. Basic and comprehensive innovation training of manpower in information technology towards integration and achieve international level, create a basic transformation in the quality of training, to meet the requirements of development of information technology to serve the industrial, modernized the country and international economic integration.

c) promote socialization and strengthen international cooperation in training human resources, information technology, promotion of all resources in the country and its domestic resources for human resources development in information technology.

2. The objective of developing a) common goal of human resource development in information technology, make sure to have enough manpower to serve the needs of development and application of information technology, building the knowledge economy and the information society, to meet the requirements of the chemical industry, modernization of the country and provide manpower in information technology for international labour market.  

Modernization, improving the efficiency and competitiveness of the system of training in information technology, raise the level of training of manpower in information technology of our country approach international levels and market participants in international human resources training. Step by step to become one of the countries that provide personnel of high quality information technology for countries in the region and the world.

Promote the training of human resources for the development and application of information technology to serve the national defense, security and defense.

Ensure teaching of Informatics for 100% of the students in educational institutions by 2020. Promote the application of information technology in education and training. By 2015, 100% of teachers may use the application of information technology in support of teaching.

Promote the training of human resources to serve the development needs of enterprises in the field of information technology and communications. From now to 2015, gives this 250,000 businesses who have expertise on information technology, electronics, telecommunications. Strengthen the training of human resources for the application of information technology. From now to 2015, provided to enterprises, State administration, social-political organizations, research establishments, hospitals, ... 530,000 officers specialise in information technology have a college degree or equivalent or higher.

Continuously improve knowledge and skills in using information technology applications for the whole society. By 2015, all officers, civil servants, officers of the levels, 100% of the medical officers, 80% of the workers in the enterprises and over 50 percent of the population can use information technology applications. 7. b) content: building and implementing a training plan 135,000-140,000 people have college degrees, the University of information technology, electronics, telecommunications, with 8-10% have master's degrees or higher serves enterprises in the field of information technology and communications; training and fostering 530,000 people have college degree or equivalent or above about information technology capable of officers dedicated to information technology.

8. Training in information technology, electronics, telecommunications


a) goal: satisfy human needs are for vocational training for enterprises in the field of information technology and communications.

b) content: building and implementing vocational training plan the level of information technology, electronics, and telecommunications for the 105,000-110,000 people. Implementation of the project "improving the quality of training in information technology in tertiary vocational and professional level" in "human resource development programs about information technology in Vietnam from now to the year 2010".

III. The SOLUTIONS 1. 2. enhancing investment for human resource development in information technology promote the socialization and training of human resources in order to mobilize all resources of social investment for manpower training in information technology.

-Establish mechanisms to attract and retain professionals in information technology, electronics, Telecom overseas high level (including the overseas Vietnam) to work in Vietnam or to work for the development of information technology in Vietnam.

-Issue a proper ratio of won 1% of the annual State budget is spent on the implementation of the science and technology mission to deploy the research on information technology, electronics, telecommunications.

3. -Promote the forms of training high-quality links, exchange of faculty, foreign professionals.

5. To promote the application of information technology to innovate teaching and learning methods


-Supporting the compilation and "digitize" program, curriculum, textbooks and reference materials, catering for the learning of students, students; to support teachers, students and pupils in the national education system to access the Internet at the institution.

Article 2. Implementation 1. 2. The Ministry of finance, in coordination with the ministries concerned to the layout of the budget for the implementation of the tasks of human resource development and information technology; construction of the mechanism, the financial policy for the development of human resources in information technology:-appropriate tax policies to encourage organizations, enterprises and individuals to invest in human resources training in information technology;

-Training support policy for students, good students, the disabled, the poor, ethnic minorities and other priority subjects;

-Support policies for teachers, students and pupils in the national education system with Internet access in educational establishments;

-Preferential policy of revenue for information technology personnel to work in State authorities; incentives for officers to specialise in information technology, the information technology teachers in the regions in difficulty;

-Win a proper ratio of 1% of the annual State budget is spent on the implementation of the science and technology mission to deploy the research on information technology, electronics, telecommunications.

3. The Ministry of education and training hosted: a) in collaboration with the ministries involved formulate and enact policies to promote human resources development in information technology: policies that allow training between the certification training facility with the basis of the information technology training University in the country;

-Policy on recognized qualifications in information technology for people trained yet but was self-taught and have certain qualifications; Recognizing information technology level equivalent based on the bilateral and multilateral agreements on education and training;

-Support policy editor and "digitize" program, curriculum, textbooks and reference materials about information technology, electronics, telecommunications;

-Policies to attract foreign teachers, the Vietnam abroad on teaching of information technology, electronics, telecommunications, in English.

-High level manpower training on information technologies, electronics and telecommunications;

-Training and fostering knowledge of information technology for teachers, officials in the education sector, training;

-Information for students, Teaching students the levels;

-Build the University of information technology and communication, international level.

c) build and deploy on-demand training model in advance of the enterprises, the organizations; the mounted model training, research with the production of large enterprises; build the frame of the program of training in information technology, ensuring the transfer of academic levels; standard construction of the device, the software for the teaching of information technology and teaching other subjects; survey organization, quality control and evaluation of training in information technology, electronics, and telecommunications at the University.

d) to build and deploy the 5 year plan and every year on training of manpower in information technology in the universities, colleges, professional; the plan of teaching Informatics in the basis gíáo.

e) building and the Prime Minister's approval to establish a support Fund for human resource development and information technology.

4. The Ministry of the Interior, in coordination with the ministries concerned and issued the construction industry standards, information technology titles, title management of information technology in the State bodies; presiding over the implementation of tasks:-build and develop the team of Directors of information technology in the State bodies;

-Fostering knowledge, training in information technology for public servants.

5. The Ministry of labour, invalids and Social Affairs, in collaboration with the ministries involved formulate and enact mechanisms to attract and retain professionals in information technology, electronics, Telecom overseas high level to work in Vietnam; chaired the task training on information technologies, electronics and telecommunications; build and deploy the 5 year plan and every year on training of manpower in information technology in vocational institutions.

6. The Ministry of science and technology, chaired the task team development in research on information technology, electronics, telecommunications.

7. The Ministry of defence and the Ministry of public security chaired the task of human development in the field of information technology security-defense.

8. Ministry of planning and investment, in coordination with the ministries concerned, the general balance of resources in the annual State plan for the implementation of the tasks of human resource development and information technology.

9. The ministries, ministerial agencies, government agencies, people's committees of provinces and cities under central build and deployment planning information technology training for staff, civil servants and employees in the administration.

10. the people's committees of provinces and cities under central planning and implementing the universal information activities for local people.

11.
