At the suggestion of the Director of science-technology and Director of the Vietnam register, DECIDES: 1. Attached to this decision, "regulations on quality control, technical safety and environmental protection for motorcycles, motorcycle import and import engine used to manufacture, assemble motorcycles, motorcycle".

Scope, object apply.

1. This regulation regulates the quality control, technical safety and environmental protection for motorcycles, motorcycle, raw imported aircraft (hereinafter referred to as the car) and import the raw engine (hereafter referred to as engine) used to manufacture, assemble motorcycles , motorcycle;

2. This regulation applies to the quality control agency, testing facility, the base car and engine imports used to produce, assemble the car.

3. This regulation does not apply to these vehicles and engines: a) Of the army, the police use on defense purposes, security;

b) Temporarily enter appeared.

Article 2. Explanation of terms 1. Quality control agency: Vietnam register directly under the Ministry of transportation is the State agency specialized in quality, safety and environmental protection engineering motorcycles, motorcycle (here abbreviated KTCL Agency) is responsible for the Organization, conduct quality inspection , technical safety and environment protection for the product object stated in this regulation.

2. experimental basis: is the unit in the country, foreign operations in the field test was authority KTCL reviews, recognition and allow conducting test check.

3. the import facility: hosted, personal Vietnam or foreign car imports and used to manufacture, assemble motorcycles, motorcycle.

Chapter II the SEQUENCE and CONTENT of the QUALITY CONTROL of TECHNICAL SAFETY and ENVIRONMENT PROTECTION article 3. Check the profile import facility is responsible for establishing 1 record check sent to Agency KTCL.

b) a copy of the Declaration of imported goods;

c) documents introduction of technical features of the manufacturer for the type of car imports, which represent the principal parameters: the parameters of size, weight, number of passengers, speed, type of transmission, tires and the basic specifications of the engine Torque: the biggest, largest capacity with the rotation speed of the motor, the diameter of the cylinder, the piston journey, displacement, the type of fuel used, the type of clutch; Emission-related documents under current rules;

d) affidavit of parameters, technical features of the vehicle (applies only in the case of documents introduction technical features specified in point c of this paragraph have not demonstrated enough specifications under the rules).

2. for the motor a) A sign to check the quality of imported engine in which clearly the engine number and year of manufacture;

b) a copy of the Declaration of imported goods;

c) documents introduction of technical features of the manufacturer with regard to the import engine, that was some parameters: torque, largest capacity with the rotation speed of the motor, the diameter of the cylinder, the piston journey, displacement, the type of fuel used , type clutch, gearbox transmission ratio;

d) affidavit of parameters, technical features of the motor (only applies in the case of documents introduction technical features specified in point c of this paragraph have not demonstrated enough specifications under the rules).

3. With regard to the type of vehicle or type of engine was the Agency checks and certification KTCL quality does not need the technical documentation specified in point c of paragraph 1 and paragraph 2 of this Article.

Article 4. The method, content checking 1. Test method: the test was performed according to the method of test sample for each batch of imported the same type: model checking is the product by KTCL retrieved randomly in a shipment of imported, the number of samples checked is dependent on the number of rows in a batch and are defined as follows : the number of samples tested for each shipment of the vehicle or the engine number of STT in a shipment number check sample 1 From 1 to 100 PCs 1 PCs 2 From 100 to 500 aircraft on the 2nd of 3 From the 3 500 on the 2. Article 5. Free sample test test 1. Free sample trial test in the following cases: a) for the type of vehicles and engines by the same import facility was granted a quality certificate according to the current regulations;

b) type certification type vehicle type according to Regulation ECE, EC European technical safety and environment protection for motorcycles, motorcycle by competent authority abroad and not contrary to the current rules.

2. for imports in the subjects referred to in paragraph 1 of this Article have no signs of the quality assurance agency, KTCL apply sample test method specified in article 4.

Article 6. Processing test results 1. Within 5 working days from the date of import facility, filed enough valid records and test results according to the rules, based on the application check and test results, the Agency will consider KTCL, evaluate and inform the importing facility about the test results.

2. for vehicles with test results meet the requirements on quality, then the Agency KTCL quality certification of imported vehicle according to the form prescribed in Annex IIa attached to this regulation.

3. for engine test results meet the requirements on quality, then the Agency KTCL engine certification of imports according to the form prescribed in annex IIb accompanied this regulation for each batch of registered engine check.

4. for the car and the engine is not yet fit the standard rules, the current technical standards, the Agency notification to base KTCL import fix. The fix shipment must be made within the 30 day period from the date of notification. So the time limit stated above, if the shipment has not been overcome, KTCL announced the car or the engine does not reach the quality of imports according to the template specified in the respective Annex IIIa and IIIb attached to this regulation.

Chapter III IMPLEMENTATION article 7. The responsibility of the facility to import 1. Responsibility for the accuracy and honesty of the documentary records were provided to the Agency KTCL.

4. Guide the process quality control, technical safety and environmental protection under this regulation.

5. Collecting the revenues related to the inspection, the certification according to the current rules.

6. check records within a period of 3 years from the date of the certification.

7. Periodically, 6th annual, General transportation Ministry report results check the quality of imported motor vehicles.
