The plan for socio-economic development in the 2006-2010 period 5 has been Lock Congress XI, 9 session through (resolution No. 56/2006/QH11). This is the first five-year plan was built in the direction of sustainable development, comprehensive on all three fields: economy, society and the environment. The targets of the plan of resources-environment and sustainable development has been built along with the economic indicators, social economic development plan – 5 year social period 2006-2010 and the annual plan, starting from 2006.

To have the base rate a full and accurate implementation of the targets of the plan of resources-environment and sustainable development in preparation for the construction plan for socio-economic development in 2008 and subsequent years, the Prime Directive: 1. The Minister , The heads of ministerial agencies, heads of government agencies, the Chairman of people's Committee of the province, the city of centrally held strictly to track, monitor and assess the implementation of the targets of the plan of resources-environment and sustainable development have been identified in the plan for socio-economic development of a 5-year period 2006-2010 and 2007 according to the the functions and tasks of the local branches, which report the estimated implementation plans annual planning and investment, Ministry of natural resources and the environment before the July 20 additional reports and the implementation of the plan before 31 January of the following year.

2. for a specific target number of resources-environment and sustainable development, the Prime Minister assigned responsibility as follows: a) the Ministry of agriculture and rural development, in collaboration with the ministries and relevant local tracking, monitoring and evaluation of the indicators of the rate of forest cover; the proportion of the population are rural water supply; the base incidence of causing serious environmental pollution of agriculture under decision No 64/2003/QD-TTg dated 22 April 2003 from the Prime Minister's approving "plans to handle radically causing severe environment pollution" (hereinafter referred to as the decision No 64/2003/QD-TTg) are handled; the rate of new build production base of agriculture using clean technology or equipment for handling environmental pollution; the corporate rate of agriculture was granted the ISO 14001 certification;

b) Industry, in collaboration with the ministries and localities concerned, follow-up, monitoring and evaluation of targets for overall energy consumption; the rate of hazardous industrial waste is processed; the rate of new build production base of industries using clean technology or equipment for handling environmental pollution; the base incidence of causing serious environmental pollution of the industry according to decision No 64/2003/QD-TTg was handled; the proportion of the industry's enterprises granted certificate of standard ISO 14001;

c) Ministry of health, in collaboration with ministries, sectors and localities concerned, follow-up, monitoring and evaluation criteria of medical waste; the rate of hazardous medical wastes are processed; base rate to pollute the environment of the medical industry according to decision No 64/2003/QD-TTg was handled; the corporate rate of medical industry standard certificate ISO 14001;

d) the Ministry of construction, in cooperation with the ministries and localities concerned, monitoring, monitoring the indicators of the rate of the population of the town is provided clean water; the rate of industrial zones, export processing zones have waste water treatment system the focus of environmental standards; the urban rate type 3 or more are investing in the construction of waste water treatment systems; the urban rate type 4 was invested to build waste water treatment system; the proportion of families have hygienic latrine; the rate of urban slums and makeshift homes in the countryside, especially in the Mekong River Delta are clear; the proportion of the population have access to hygienic sanitation; solid waste collection rates; the rate of urban solid waste be disposed of hygiene; percentage of green area, the surface of the municipality; the rate of new build production base of the construction industry to use cleaner technology or equipment for handling environmental pollution; base rate to pollute the environment of the construction industry according to decision No 64/2003/QD-TTg was handled; the rate of construction industry enterprises granted certificate of standard ISO 14001;

DD) Ministry of transportation, in collaboration with the ministries and localities concerned, follow-up, monitoring and evaluation of targets on emissions, noise and smoke and dust of the means of transport; the rate of business transportation industry to be granted ISO 14001 certification;

e) Provincial Committee, central cities are responsible for coordination with the ministries of tracking, monitoring and evaluation criteria of resources-environment and the sustainable development of their local; local business rate certificate of ISO 14001;

g) Ministry of natural resources and environment is responsible for:-hosted, in cooperation with the ministries and localities concerned, follow-up, monitoring and evaluation of targets for CO2 emissions; natural land area protected to maintain biological diversity; indicators of resources soil, water, air, biodiversity, minerals and other resources;

-Synthesis of the implementation of the norms of resources-environment of the ministries, local to the Prime Minister's report, and sent the Ministry of planning and investment in the States plan to general economic development plan – 5 year and annual society of the State.

h) Ministry of planning and investment has responsibility for:-hosted, in cooperation with the ministries and localities concerned, follow-up, monitoring and evaluation of indicators of sustainable development;

-Synthesis of the implementation of the plan of development of resources-environment and sustainable development in the planning of economic development-society for 5 years and annual report to the Prime Minister;

In collaboration with the ministries, local construction, standardized, planned issue of resources-environment and sustainable development for each of the sectors, each sector, as the basis for the ministries, local periodic reports every year.

I) with regard to the targets of the plan of resources-environment and sustainable development has not been recorded in the socio-economic development plan in 2007, the society has not made the report in 2007. The targets will take into consideration the economic development plan-2008 and will be tracking, monitoring, assessment and reporting from 2008 onwards.
