Part VI IMPLEMENTATION 1. This circular has the effect after 15 days from the date the report. The previous tutorial on emulation, rewarded in self-defense militia forces opposed to this circular are repealed.
2. The Heads of the relevant agencies of the Ministry of Defense; The Commander of the military region, the Navy Corps; President of the people's Committee; Commander of the military institutions of the levels is responsible for implementation of this circular.
3. The process of implementation, if there are obstacles to timely reflect the units of the Ministry of national defence (through the propaganda Bureau/Directorate for political or militant self-defense/Bureau chiefs) to consider and resolve.
