The DECISION stipulates coordination in the prevention of HIV/AIDS through the borders the PRIME Government Organization Law base on December 25, 2001;
Pursuant to the law, against virus infection causing immunodeficiency syndrome made in people (HIV/AIDS) on 29 June 2006;
Considering the recommendation of the Minister of health, decision: article 1. Scope and objects 1. This decision the provisions in principle, contents, forms and responsible implementation of coordination activities in the prevention of HIV/AIDS through the borderline between the ministries, the people's committees of all levels where there is a border or Vietnam's international (hereinafter referred to as the governing body of the State of Vietnam) with the corresponding agencies of countries with borders with Vietnam.
2. This decision applies to the ministries, the people's committees of all levels where there is a border or Vietnam's international activities related to coordinate HIV/AIDS.
Article 2. Implement the principle of coordination 1. Consistent with the national interests and foreign policy of the Socialist Republic of Vietnam.
2. Respect for sovereignty and non-interference in the internal affairs of other countries.
3. In accordance with the basic principles of international law.
4. In accordance with the International Convention on prevention of HIV/AIDS which the Socialist Republic of Vietnam is a member.
5. in accordance with the law on prevention of HIV/AIDS and other relevant laws of the Republic of Vietnam and socialist countries have borders.
6. Fit the functions, duties and powers of the Agency directly perform coordination activities.
Article 3. The combined content 1. The exchange of information and experience on prevention of HIV/AIDS to countries that share a border.
2. Coordination of the implementation of measures for prevention of HIV/AIDS through the borders, including: a) investigation, surveys about the reality of the situation of HIV/AIDS transmission in the area that borders;
b) information, education and communication aimed at behavior change by many forms of rich, diverse and in the languages of the peoples living in the area have borders;
c) offers free or sell condoms, subsidizes the pump clean needles through the programs, projects;
d) examination and treatment of sexually transmitted diseases in the region has borders;
DD) consulting, health care, treatment for people infected with HIV/AIDS in the region has borders.
3. Integrating prevention activities HIV/AIDS when conducting coordinated activities on prevention of drugs, prostitution, trafficking in women, children across the borders and other social ills.
4. coordinate content more in line with the actual situation in each locality.
Article 4. The combined forms 1. Signing of the international agreement or exchange of documents form the international agreement.
2. Construction plan coordination in HIV/AIDS in the region has borders.
3. The organization of periodic meetings or exchange of information, sharing of experience between the ministries, the people's Committee of Vietnam with the corresponding agencies of countries that share a border check points, to draw experience for the active prevention of HIV/AIDS through the borders.

Article 5. Responsible for implementation 1. Ministry of health: a) presiding, in coordination with the ministries concerned:-Chief of staff for the authority in the formulation, negotiation and signing of the international treaty on prevention of HIV/AIDS infection with countries that share a border;
-Direct negotiation and signing of the international agreement on the prevention of HIV/AIDS with the corresponding agencies of countries that share a border;
b) implementation of international treaties and international agreements on the prevention of HIV/AIDS across the border;
c) Guide, directing the Department of health of the province has made the prevention of HIV/AIDS infection through the borders as defined in article 3 of this decision.
2. The Ministry of public security: a) advised the authorized content, prevention of HIV/AIDS when signing international treaties on the prevention of crime, drugs, trafficking in women, children and other social ills with countries that share a border;
b) research, integrating the content on prevention of HIV/AIDS when signing the international agreement on the prevention of crime, drugs, trafficking in women, children and other social ills with countries that share a border;
c) make the mainstreaming of HIV/AIDS when implementing the activities on the prevention of crime, drugs, trafficking in women, children and other social ills in the overall border areas;
d) in collaboration with the Ministry of health and other ministries involved in organizing the deployment of the active prevention of HIV/AIDS across the borders as defined in article 3 of this decision;
DD) directed the police force levels to provide information on the situation of local demographic management was entrusted to manage and coordinate with health authorities at the same level in the deployment of operations, against HIV/AIDS.
3. The Ministry of labour, invalids and Social Affairs: a) advised the authorized content, prevention of HIV/AIDS when signing international treaties on the prevention of prostitution, addiction recovery for drug addicts and reintegrate the community support for women, children trafficked from abroad return (hereafter referred to collectively as the room Prevention of prostitution, drugs and other social ills) with countries that share a border;

d) in collaboration with the Ministry of health and other ministries involved in organizing the deployment of the active prevention of HIV/AIDS across the borders as defined in article 3 of this decision;
DD) instructions, directing the Department of labor, invalids and Social Affairs the province border:-implementation of the integrated prevention against HIV/AIDS infection through the border with the prevention, combating prostitution, drugs and other social ills;
-Collaboration with the health authorities at the same level in the organization implementing the activity, HIV/AIDS.
4. The Defense: a) advised the authorized content, prevention of HIV/AIDS when signing international treaties on security, defense with countries that share a border;
b) research, integrating the content on prevention of HIV/AIDS on the international agreements on security, defense with countries that share a border;
c) make the mainstreaming of HIV/AIDS when implementing the activities of security and defense in the region has borders;
d) in collaboration with the Ministry of health and other ministries involved in organizing the deployment of the active prevention of HIV/AIDS across the borders as defined in article 3 of this decision;
DD) directed the army units stationed in the border area integrating the activities of information, education and communication on HIV/AIDS on the unit's activities and advocacy, civic education on the garrison.
e) directed the border guard units stationed in the border areas:-integrating the activities, HIV/AIDS activities protect the sovereignty, national border security and fight drug prevention, prostitution, trafficking in women, children across the border;
-Coordination with the local public security authorities in the management of demographics in the communes, wards and towns have border line to provide information and collaboration with health authorities at the same level in the deployment activities, HIV/AIDS;
5. The Ministry of Foreign Affairs is responsible for integrating research activities in prevention of HIV/AIDS across borders when conducting the evaluation of international treaties and international agreements.
6. The ministries, ministerial agencies, government agencies in the scope, functions, tasks are responsible for integrating research activities in prevention of HIV/AIDS through the borderline when it signed the international agreement or advise the Government mainstreamed the content about the room Prevention of HIV/AIDS infection through the borderline when signing international treaties.
7. The responsibility of the people's Committee of the levels: a) the provincial people's Committee:-negotiating and signing international agreements with the corresponding agencies of countries that share a border on the implementation of measures for prevention of HIV/AIDS through the border line according to the content defined in article 3 of this decision Special emphasis, the negotiation of the agreement on the Organization of prevention activities HIV/AIDS at entertainment spots, markets a border in the border area;

b) committees at district level:-organization implementing measures for prevention of HIV/AIDS across the border under the direction of the provincial people's Committee;
-Study on the actual situation of the proposal with local people's Committee issued the measures for prevention of HIV/AIDS through the borders.
c-level people's committees of communes):-organization implementing measures for prevention of HIV/AIDS across the border under the direction of district-level people's committees;
-Study on the actual situation of the proposal with local people's Committee of the district to the provincial people's Committee on measures for prevention of HIV/AIDS through the borders.

Article 6. Funding made annually, the ministries, local planning layout and use the budget to implement prevention activities HIV/AIDS across borders under the provisions of the current law.
Article 7. Enforceable decisions have effect after 15 days from the date The report.
Article 8. Responsibility of Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the provincial people's Committee, the city according to the provisions in clause 2 article 1 is responsible for the implementation of this decision.
