Decision on the approval of the "master plan of development and application of biotechnology in Vietnam by 2020" _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
Pursuant to decision No. 188/2005/QD-TTg dated July 22, 2005 by the Prime Minister on the Government's action programme implementing Directive No. 50-CT/TW on 4 March 2005 by the Secretariat of the Communist Party on promoting the development and application of biotechnology serve the industrialization modernization of the country;
Considering the recommendation of the Minister of science and technology, the DECISION: article 1. Approval of the "master plan of development and application of biotechnology in Vietnam by 2020" (hereinafter referred to as the master plan) with the following principal contents: i. DIRECTION 1. Scientific research, development and application of biotechnology must meet the requirements for developing a science and technology; the construction and development of bio-industry in our country becomes a technical-economic sector spearheaded, have an important role, effectively serve the industrialization and modernization of the country.
2. development and application of biotechnology focused primarily in the areas of: agriculture-forestry-fisheries, industry, food processing, food safety and hygiene, medicine-medicine and the protection of human health, environmental protection, at the same time promote the formation and development of the enterprises business, biotech services, effective operations.
3. development of biotechnology on the basis of building and promoting strong internal force, in combination with the selective collection, fast approaching and master the scientific achievements, advanced biotechnology's world, while modernizing the traditional technology.
4. biotechnology development requires high investment, modern equipment, and so should have the choice to invest in the right direction, properly and in sync; choose some products, essential to development.
5. training of human resources in science and technology biotechnology enough in number and quality is one of the most important factors in the development of biotechnology in our country.
II. DEVELOPMENT OBJECTIVES 1. Overall goal: scientific research, development and widespread application of effective biotechnology to production and life; Bio-industrial construction becoming a technical-economic sector, high-tech, manufacturing the products, essential and important contribution to the growth of the national economy; focus resources, diversifying forms of investment and improve investment efficiency for biotechnology, formation and development of biotechnology market to 2020 Vietnam's biotechnology reached advanced levels in the areas, some essential level field , international standards.
2. the specific objectives for each stage: a) the period to the year 2010:-reception, and research created a number of important technologies; wide application deployment and effective technologies in the fields of: agriculture-forestry-fisheries, medical-pharmaceutical, industrial processing, environmental protection, national defense and security.
-Research to create powerful applications and new products, quality, productivity, competitiveness and high economic efficiency of plant breeding, pets, strains of microorganisms, vaccines, industrial processing products ... serves consumers and exporters.
-Building and strengthening are a step on the potential for the system of scientific research and technology development on biotechnology.
-Built a number of biotech enterprises and creation of favourable markets, ventilation to these businesses in manufacturing, trading and services for the best results.
b) period 2011-2015:-receive and mastered the technology of advanced biotechnology and modern world, on the basis of the research that produced many valuable technology production and life; continue the application deep, strong, broad biotechnology in many areas, serve for the social-economic development and environmental protection.
-Built a number of scientific research centers and biotech development standard of the ASEAN region.
-Build the biological industry development, ensure the production of products with high quality and highly competitive, good service for consumer demand and exports.
c) 2020 vision:-adequate training of human resources of science and technology of biotechnology are high quality, rich innovative capacity and technological mastery, effective service for socio-economic development, protection of human health and the environment.
-Built a number of scientific research center and the technological development of advanced biotechnology, modern, international-standard.
-Development of bio-industry, meet the production capacity of the product, of the national economy.
III. The MAIN TASKS 1. Scientific research, development and widespread application of effective biotechnology to production and life: a) the field of agriculture-forestry-fisheries and rural development:-On agricultural crops: focus on scientific research, development and applications of gene technology (technology transfer genes and molecular indicators method) to create new crop varieties , GM crops have the characteristics of agricultural studies superiority, in accordance with the requirements of the market; breeding technologies to meet the needs of high-quality varieties, clean; extensive application of high technology in order to optimize the productivity, the quality of agricultural crops.
-About forestry trees: scientific research, development and widespread application of cell technology, micro-technology breeding to multiply fast like deciduous trees have a high growth rate, good wood quality; scientific research, development and applications of gene technology to create deep, disease resistant deciduous trees.
-About the breed: improved reproductive technologies, especially technologies of animal cells in the embryo, and implanted crystals of frozen transfer Zygote, IVF; application of the method of molecular indicators, technology transfer genes in selected, create a new breed of productivity, high quality; application of gene technology in determining gender casts some sort of important livestock; research and production capacity, ensuring the adequate amount of veterinary vaccines, especially vaccines, against bird flu, foot-and-mouth disease, long nails in cattle and other dangerous diseases.
-About microorganisms: scientific research, development and application of microbial technology, enzyme and protein technology to produce industrial scale microbiological preparations used in crop protection, soil improvement, processing and storage of agricultural products-food and feed production, water purification and disposal of wastes , a by-product, waste from agricultural production and rural living.
-Effective application of genetic technology in the conservation, rational exploitation and genetic resources of plants, animals, micro-organisms serving for the work of improving the breed.
-About aquaculture: scientific research, development and application of biotechnology to control gender: to manufacture the single computer like industrial scale; create aquatic varieties of high quality, good disease resistance; progress of artificial reproduction methods in some type of fisheries have high economic value in service exports; conservation and exploitation of genetic resources effective aquatic species endemic to serve for the same fisheries; the production of biological products serving advanced productivity cultivation and processing of aquaculture environment; producing some kind of quick diagnostic kit of diseases in aquaculture; application of molecular biology and Immunology, microbiology, treatment of certain types of dangerous disease for fisheries; the aquatic food production high quality imported food replacement.
-About the product: scientific research, development and application of enzyme technology and protein to improve quality and create new items in the seafood processing industry; the application of molecular biological methods in ensuring hygiene, aquatic product safety; the application of biotechnology to waste disposal, waste processing in order to protect the environment and preserve products manufacturing products of fisheries.
b) health sector and protect public health: research, development and powerful application of biotechnology in the field of medicine-medicine to create y-products new, efficient pharmaceutical cure is high, the high-tech medical services aimed at effective prevention of dangerous disease types better meet the diverse needs of people's health care.
-On health: + research, development and application of stem cell technology in service of healing; scaling the application in vitro fertilization technologies to solve the problems of infertility; development of single cell line technology and its application in the diagnosis and treatment of the disease.
+ Research, development and application of gene technology in the diagnosis and treatment of disease, improving the quality of human-like race to Vietnam.
+ Research and production of new-generation vaccines (vaccines, recombinant vaccines, DNA vaccines) to secure responding 80-90% of the domestic demand and partly for export.
-Pharmacy: + study of biologically active substances from animals, plants and micro-organisms to industrial scale production of drugs, cosmetics and food functionality.
+ Research and production of antibiotics, vitamins, amino acids, protein by microbial fermentation technology and recombinant microbial.
+ Research, cell technology applications in conservation and development of the resources of rare medicinal herbs.
c) environmental protection and sustainable development:-research, development and application of biotechnology to create technology, environment-friendly products, the production of biofuels (bio-gas, bio-gas, bio-diezel...) serves the goal of cleaner production and ensure energy security.

-Research, development and application of biotechnology to handle the waste pollution, restore and develop the natural ecosystem, protection of the environment.
-Research, development and application of biotechnology for storage, conservation and rational use of biodiversity resources, land, water, air, because sustainable development goals of the country.
d) processing industry sectors:-research, development and application of enzyme technology, micro protein, to industrial scale production of amino acids, proteins, organic acids, organic solvents, microbiological preparations serve the food processing industry, the production of animal feed, biofuels , medicines, environmental pollution processing.
-Working lines, equipment for the biotechnology industry and food processing.
DD) defense and security sectors:-research, development and application of the method of prevention of biological weapons.
-Research, build the gien mail on some of the Museum's objects need to manage; research, development and application of biotechnology in the fight, against crime, tracing, human resources management, staff security, defense.
2. Build and develop the potential for biotechnology: a) build the technical infrastructure, modernization of machinery, equipment for:-planning and investment focus, properly and in sync to modernize the network of research institutes, the University and the laboratory of biotechnology within the country.
-Finishing of the construction and put into effective operation the national key laboratory, at the same time build and further develop the biotechnology laboratory, equipped with new machinery, modern equipment and sync.
-Construction of several centers of advanced biotechnology, modern regional nature, region, industry sector, industry to perform national duties, the task of interregional, interdisciplinary and specific tasks of the Industry Department.
-Construction of the national key laboratory of biotechnology, international standards, other standards laboratories according to the standard of accredited laboratory (VILAS).
b) training of human resources:-develop and implement the training plan of scientific human resources to meet the needs of the amount and nature of the development of biotechnology and the biological industry in our country. Attach importance to the training of highly qualified specialists, postdoctoral and doctoral, master, technologists, technicians and trained according to the research group on biotechnology.
-Actively and regularly to enhance the quality of training of scientific personnel in all levels of biological technology in the country. Encourage organizations and individuals at home and abroad participated in the training of human resources for biotechnology of Vietnam. Continue to send people away undergraduate training and postgraduate study abroad by the State budget. Encourage the self study University students, graduate students, post-doctoral about biotechnology.
-Organization of training back on biotechnology for the scientific and technical staff are working in the field of biotechnology, but previously not been educated about the biological technology, coupled with the Organization of the training technology transfer and technical progress in the field of biotechnology for the production and local basis.
-Implement mechanism between postgraduate training with scientific research and technological development to ensure the deployment of research in Ministry of State are contributing to the training of highly qualified personnel on biotechnology.
-The period of 2006-2010: training on 8,000 scientific officers have undergraduate and postgraduate courses on biotechnology, including: 200 PhD, masters, 800 sent overseas training for about 100 people; training in the country are 3,000 technicians.
-The period of 2011-2015: training is on 12,000 scientific officers have undergraduate and postgraduate courses on biotechnology, including: 300 PhD, masters, sent 1,200 training abroad about 300 people; training in the country are 4,500 technical staff.
3. building and developing biological industry: a) the building of overall planning development of bio-industry in Vietnam by 2020, which focuses on development of bio-industry in the areas of: product processing industry agriculture-forestry-fisheries, medicine-medicine with perspective Mission, goals, and implement solutions consistent with the condition of our country.
b) formation and development of industrial enterprises in production, business and services in the field of processing of agricultural, forestry and aquaculture, seafood; the production of wine, beer, soft drinks, sauce; the production of amino acids, organic acids, industrial enzymes, food additives; the production of crops, livestock, aquatic breeding, fertilizers, bio pesticides, veterinary vaccines, vaccines serve expanded immunization programs for children, influenza vaccines, medicines, antibiotics and other drugs; production of microbial preparations to handle garbage, waste water, waste gas, clean water and environmental issues.
c) created the market, favorable, further development of auxiliary industries and encourage enterprises in all economic sectors developing biological industry.
4. building and perfecting the system of legal documents, the mechanisms, the policy aims to promote scientific research, development and applications of biotechnology in production and life: a) construct and enact mechanisms, incentive policies, encourage scientific research, development , transfer and application of biotechnology in production and life as well as investment in development of bio-industry in Vietnam; preferential policy to encourage small and medium enterprises, especially enterprises operating in the fields of agricultural, forestry and aquaculture and seafood development investment in biotechnology; the policy of attracting and diversifying the investment resources for the development of biotechnology; preferential policies of scientific and technical personnel people about biotechnology.
b) policy formulation on biological safety management for GM organisms, an important chapter of the law on biological diversity and the Decree detailing and guiding the implementation of this chapter.
c) building, enact and implement preferential policies on taxation, land, loans, support the transfer, import technology and know-how, technology, technology, market development, human resource training support ... for enterprises to invest in scientific research and development of bio-industry.
5. International cooperation in the field of biotechnology: a) the conduct of bilateral and multilateral cooperation with countries in the region and the world have advanced biological technology platform to learn from the experience, attracting investment, enlist their help to develop fast, strong and sturdy in biotechnology in our country.
b) build and organize the implementation of the subject project, cooperation in scientific research, development and application of biotechnology; technology transfer, processing lines, machines and equipment on biotechnology between research institutes, universities of our country with research institutes, universities of the country have advanced biological technology platforms in the world.
6. The program, planning, projects and key project: To achieve your goal and implement effectively the content of the master plan mentioned above, proceed to construction, approval and implementation of 10 programs, planning, projects and key project here : a) program of science and technology of water level on development and application of the technology of biotechnology: the science and Technology Ministry chaired the building, approved by the authorities and implementation.
b) key program development and application of biotechnology in the agricultural sector and rural development to 2020: Ministry of agriculture and rural development, presided the construction, the Prime Minister for approval and implementation (continued under decision No. 11/2006/QD-TTg dated Jan. 12, 2006 by the Prime Minister).
c) project development and the application of biotechnology in the field of processing industry to 2020: Ministry of industry (now the Ministry of industry and trade) chaired the building, the Prime Minister for approval and implementation (continued under decision No. 14/2006/QD-TTg on January 25, 2007 by the Prime Minister).
d) project development and the application of biotechnology in the field of fisheries by 2020: Ministry of fisheries (now the Ministry of agriculture and rural development) presided over the building, the Prime Minister for approval and implementation (continued under decision 97/2007/QD-TTg dated June 29, 2007 by the Prime Minister).
DD) project development and the application of biotechnology in the health sector to 2020: the Ministry of health building, chaired the Prime Minister for approval and implementation.
e) project development and the application of biotechnology in the field of environmental protection by 2020: Ministry of natural resources and environment, chaired the building, the Prime Minister for approval and implementation.
g) planning human resources training for biotechnology development and bio-industry to 2020: the Ministry of education and training, the building hosted the Prime Minister for approval and implementation.
h) network planning and strengthening of infrastructure, engineering for the Institute, the Research Center and the laboratory about biotechnology to 2020: the Ministry of science and technology, the building hosted the Prime Minister for approval and implementation.
I) master plan for development of bio-industry in Vietnam by 2020: industry construction, chaired the Prime Minister for approval and implementation.

k) project law on biological diversity, including the chapter on biological safety management for GM organisms and the Decree detailing and guiding the implementation of this chapter: Ministry of natural resources and environment, chaired the construction, the Government for comments to process through Congress and organizations make.
IV. The SOLUTIONS 1. Strengthen the leadership, the direction of the Party Committee, Government grants for the development and application of biotechnology in production and life. 2. Quickly perfecting legal frameworks, mechanisms and policies aimed to create favorable conditions, and incentives for the development and application of biotechnology, while strengthening State management of activities research, development, application and use of biotechnology products in Vietnam.
3. promote the training of human resources, strengthening technical infrastructure, machines, equipment for biotechnology. Attention has focus, the key, according to unified planning system in the country, in each locality to use effectively the machinery equipment, the laboratories have been invested.
4. Strengthening and diversifying the investment resources for the development and application of biotechnology. Investment options has the focus, focus, organization of effective implementation, while closely managing the program, project, project on development and applications of biotechnology. Attach importance to mobilize investment capital of enterprises and producing for biotechnology development in our country.
State priorities arranged funding for scientific research and development of biotechnology in the total annual State budget expenditure for science and technology. V. IMPLEMENTATION 1. The Ministry of science and technology, in cooperation with the ministries, relevant agencies and local organizations make effective and the content of the "master plan of development and application of biotechnology in Vietnam by 2020", the annual periodic reports results onto the Prime Minister.
2. The Ministry of science and technology, agriculture and rural development, health, industry, education and training, resources and the environment, base tasks presided in the overall plan construction, appraisal, approval by the authority or the authority to approve and implement effective schedule, programs, planning, projects and key projects have been assigned.
