Circular dẫnviệc to grant, renew, modify, supplement the diplomatic passport, the Passport service in the country and abroad according to Decree 146/2007/ND-CP dated 17/8/2007 of the Government on the exit and entry of citizens of Vietnam pursuant to Decree 146/2007/ND-CP dated 17/8/2007 of the Government on immigration the entry of citizens of Vietnam (hereinafter the regulations), the Foreign Ministry instructed the granting, renewal, modification, additional diplomatic passport, the Passport service (hereinafter referred to as passport) in the country and abroad as follows: i. OBJECT was GRANTED the PASSPORT SERVICE OFFICERS , PUBLIC OFFICIALS, STATE OFFICIALS (article 7 paragraph 1 of the DECREE) the object was granted the Passport service officers, civil servants, employees under the provisions of the law on public servants, including: 1. The person elected to the position by the State Agency in term , political organization, social-political organizations at Central; in the province, central cities; in the district, the County, towns and cities in the province;
2. Civil servants in State agencies are defined in article 2 of Decree 117/2003/ND-CP on 10/10/2003 by the Government on recruitment, use and management of civil servants in State agencies;
3. the reserve officer specified in article 2 of Decree No. 115/2003/ND-CP on 10/10/2003 by the Government on the reserve officialdom;
4. Employees in the business units of the State are defined in article 2 of Decree No. 116/2003/ND-CP on 10/10/2003 by the Government on recruitment, use and management of public officials in the State's business units;
5. dedicated officer and servant level communes, wards and towns are defined in article 2 of Decree 114/2003/ND-CP on 10/10/2003 the Government officials and public servants communes, wards and towns;
6. the people's Court judges, Prosecutor people's Procuracy.
II. The DURATION Of The DIPLOMATIC PASSPORT, The PASSPORT SERVICE 1. Diplomatic passport issued under Article 12, paragraph 6 and the Passport service levels according to clause 5 article 7 Decree has a time limit of at least 1 year from the date of grant, and may be extended one time not too original duration of that passport and not more than 3 years.
2. A passport issued to a child under age 18 in an clause 11 article 6 and article 7 paragraph 4 of the Decree until when enough kids age 18 but have a time limit of at least 1 year from the date of issue and cannot be renewed.
III. GENERAL PROVISIONS On The GRANTING, RENEWAL, Modification, Additional DIPLOMATIC PASSPORT, The PASSPORT SERVICE 1. Consular Department of the Foreign Ministry and the Foreign Affairs Department of Ho Chi Minh City is the agency receiving records and resolve the granting, renewal, modification, additional diplomatic passport, the Passport service in the country (hereafter called the Passport Agency in the country).
The case of the grant proposal, renewals, modifications, additional diplomatic passport, the Passport service filing in Foreign Affairs Agency of the province, central cities, foreign bodies based on the rules of procedure, the profile specified in the decree and this circular to check , receiving records and is responsible for the transfer of records to the Passport Agency in the country.
Diplomatic missions, consular agencies and agencies authorized by the Ministry of Foreign Affairs consular functions abroad is the agency receiving records and resolve the granting, renewal, modification, additional diplomatic passport, the Passport service abroad (hereinafter the Agency).
2. The title of the person who granted passports are recorded as follows: a) for the regulation from item 2 to paragraph 8 article 6 of the Decree shall record the titles by Vietnamese, unless the governing body recommended to not write the title of the person to be granted a passport;
b) the Minister, Deputy Minister, Ministry of Foreign Affairs, diplomatic officials have been promoted, member Vietnam representative offices abroad, the press agency of the State of Vietnam often stay abroad and people visiting, come under the provisions of clause 11 article 6 and article 7 paragraph 4 of the Decree shall record the titles by Vietnamese and English;
c) for the other positions did not write titles in the Passport.
3. Text of election or decide to go overseas by the competent authority as defined in Article 32 paragraph 1 of the decree or of units are authorized as specified in paragraph 2 to article 32 of the decree must be authority directly and the Agency's stamp. Text from 2 or more pages are stamped between the pages, if amendments are stamped to confirm on the spot. The text should specify the name, the title of the person who was appointed or allowed to go abroad, to countries, the time, the purpose of the work abroad. 4. Model agency seal, signature and title of authorized person signing election documents or deciding to go abroad should be referred in writing to the Passport Agency in the country when the people that signed this text.
5. With regard to the authorised text of election or decided to go abroad as specified in paragraph 2 to article 32 of the Decree, the text must be authorized by the Minister, the heads of ministerial-level agencies, provincial people's Committee Chairman, central cities directly and specify the name , the title of the person authorized, the scope and duration of the authorization.
IV. GUIDE The GRANTING, RENEWAL, Modification, Additional DIPLOMATIC PASSPORT, The PASSPORT SERVICE In The Country Of 1. The procedure of passport: a) the suggested profile level include: Passport-Passport proposal declaration form. 2. procedure of renewal, amendment, supplementation of passport: a) renewal of passport: Passport expires before at least 30 days, the person is granted a passport can suggest renewed passport. The Passport is expired or expires under 30 days to supply the new passport procedures.
The profile consists of:-a passport renewal proposal form;

-Copy of birth certificate or recognized adoption decision, decided to recognize the guardian (present the originals to collate);
-The written opinion of the Organization the Ministry of Foreign Affairs.
c) records suggest additional amendments include the Passport:-declarations of additional proposals, amend the Passport form;
-Passport;
-Valid documents prove the amendments, additional Passport is needed.
d) passport agency in the country consider additional, renewal, modification of passport within 2 working days of receipt of a valid application.
V. GUIDELINES The GRANTING, RENEWAL, Modification, Additional DIPLOMATIC PASSPORT, The PASSPORT SERVICE Abroad 1. The following cases are issued, renewed, amended, additional diplomatic passport, the Passport service abroad: a) Who was granted a diplomatic passport, the Passport service when outside lost passport, the Passport is damaged, most of the page or use expiry or renewal request additional amendments, the Passport;
b) Who was granted a diplomatic passport under the provisions of clause 9 Article 6 of the decree in time abroad have decided or announced by the Foreign Ministry about the diplomatic changes;
c) Vietnam representative agency employees abroad are issued passports to the public service as defined in paragraph 3 article 7 of the decree in time abroad have decided or announced by the Foreign Ministry about the appointment as Foreign Minister, then was granted diplomatic passports;
d) Who have decided or announced by the Foreign Ministry regarding appointed membership representative body, Vietnam News Agency correspondent and Vietnam's State press often stay abroad;

e) spouse, children under the age of 18 who were granted passports under the provisions of clause 9 Article 6 and paragraph 3 article 7 of the Decree.
2. The procedure of passport: a) records including:-Passport proposal declaration form;
-3 photo by regulation;
-Who suggested in an specified in point 1.a, V to this circular, then filed a written election or decided to continue the work abroad to meet the requirements specified in point 3 of this circular section III.
Someone suggested in the provisions of points 1. b, point 1 c and point 1. d V this circular shall submit the corresponding regulations papers at this point.
Someone suggested in an specified in point 1. e V this circular must have the written opinions of the Organization Department of the Ministry of Foreign Affairs or the heads of representative offices.
-Present the passport has been issued (if available) to check canceling Passport;
-Report lost passport (if lost passport).
b) representative body consider passport within 5 working days from the date of receipt of a valid application.
c) for lost or damaged passport, the passport agency representatives addressed the following:-within 1 business day, representative body send the personnel factor (attached image) of the proposal to grant the Passport Agency has granted the old passport to verify;
-Within 3 working days, the Passport Agency has the responsibility to examine and respond to the Agency's verification requirements, which specify the expiry date of the passport has been issued;
-Within 1 working day of receipt of the verification results, if the Passport Agency has answered that the Passport level representative body of valuable new passport issued to the expiry date of the passport has been issued. The case of the old passport has expired, then the Passport level representative body.

VI. IMPLEMENTATION 1. Consular Bureau, Department of Foreign Affairs in Ho Chi Minh City, the Vietnam representative offices abroad and the Foreign Affairs Agency of the province, central cities are responsible for the implementation of this circular.
2. Consular Bureau issued the Declaration form is prescribed in this circular.
3. This circular have effect after 15 days from the Post Gazette and replacing circular No. 04/2000/TT-BNG on 08/11/2000 of the Ministry of Foreign Affairs to grant, renew, modify, and manage additional diplomatic passport, the Passport service in the country by Decree No. 05/2000/ND-CP dated 9 March 2000 on exit the entry of citizens of Vietnam and circular No. 14/2002/TT-BNG on 03/10/2002 of the Ministry of Foreign Affairs guidelines the granting, renewal, modification, additional diplomatic passport, the Passport service abroad under Decree No. 05/2000/ND-CP dated 3/3/2000 on the exit and entry of citizens of Vietnam.
