Considering the recommendation of the Minister of planning and investment in the sheet of 8409/TTr-BKH on November 15, 2007, decision: article 1. Issued a number of mechanisms, policies to support socio-economic development for the region and the northern mountain by 2010 (including the provinces of Lai Chau, Dien Bien, Son La, Hoa Binh, Yen Bai, Lao Cai, Ha Giang, Cao Bang, lang son, BAC kan, Quang, Thai Nguyen, BAC Giang, Phu Tho and the Western districts of Thanh Hoa province (including the : Chemical, paint, Mường, Count Size, Lang Chanh, cam Thuy, Ngoc Lac district, Shicheng, Iris, such as Spring Festival, As the bar), the Western districts of Nghe An province (including: Qishan, Xiangyang, Con Cuông district, his son, Tan, Que Phong, Quy Chau, Kneeling, Meaning Forums, Audio Chapter) to make complete the objectives, main tasks of socio-economic development of the region : 1. 2. Main tasks: a) About agriculture, forestry, fisheries-the planning and implementation of the master plan of food production in the direction of improving the efficiency, promote the favorable climate, land ... of each region, subregion; expanding rice area in a reasonable manner, reducing the area of food production on sloping land;

Article 2. Continue to implement and complement a number of mechanisms, policies to support socio-economic development for the region and the northern mountains to the year 2010 1. -For poor minority students in boarding school that attend school in the public schools, the sale shall be granted a scholarship by 50% the number of boarding students scholarship;

2.
