The DECISION of the MINISTER of TRANSPORT issued the regulations on quality control of technical safety and environmental protection in the manufacture, Assembly, import motorcycles, three-wheeled motorcycle used for the disabled persons the MINISTER of TRANSPORT pursuant to the law on road traffic, 29 June 2001;
Pursuant to Decree No. 179/2004/ND-CP on October 21, 2004 of the Government to manage state on the quality of products, goods;
Pursuant to Decree No. 34/2003/ND-CP dated 4 April 2003 of the Government functions, tasks, powers and organizational structure of the Ministry of transportation;
According to the proposal of the Director General of science and technology and Director of the Vietnam register, DECIDES: 1. Attached to this decision, "provisions on quality control of technical safety and environmental protection in the manufacture, Assembly, import motorcycles, three-wheeled motorcycle used for the disabled".
Article 2. This decision has the effect after 15 days from the date The report.
Article 3. Chief of the Department; The Chief Inspector, Director of the Service, the Director of Department of Vietnam's Road, Director of the Vietnam register, Director of the Department of transport (public transport), heads of agencies, organizations and individuals concerned is responsible for the implementation of this decision.
REGULATIONS on QUALITY CONTROL of TECHNICAL SAFETY and ENVIRONMENTAL PROTECTION in the MANUFACTURE, Assembly, import MOTORCYCLES, THREE-WHEELED MOTORCYCLE USED for the DISABLED (attached to decision No. 03/2008/QD-BGTVT dated February 22, 2008 by the Minister of transportation) chapter I GENERAL PROVISIONS article 1. Scope, application object 1. This Regulation provisions on quality control of technical safety and environmental protection in the manufacture, Assembly, import motorcycles, three-wheeled motorcycle used for the disabled control directly.
2. This regulation applies to the production, import, Assembly and other bodies, the Organization related to the test, check the certificate of the quality technical safety and environmental protection for motorcycles, three-wheeled motorcycle used for disabled persons (hereinafter referred to collectively as the airport).
3. This regulation does not apply to: a) the vehicle was using before 01/01/2008 are stipulated in the regulations attached to decision No 63/2007/QD-BGTVT on December 28, 2007 by the Minister of transport;
b) car was manufactured, assembled and imported for use in national defense, security purposes.
Article 2. Explanation of terms In this regulation the terms below are interpreted as follows: 1. do not load the car is the car in readiness activities and includes the following equipment: a) fuel: the fuel tank was poured to at least 90% of the capacity specified by the manufacturer;
b) The extra equipment provided by the manufacturer is necessary for the normal operation of the vehicle (tool bags, stands, wind shield, protective equipment, etc.);
2. fully loaded Car is the car in the largest mass state that it can work properly and announced by the manufacturer to be identified according to the ISO standard 7363:2003.
3. Establishments manufacturing business is the production, Assembly of motorcycles, motorcycle parts, motorcycles, mopeds have qualified technical infrastructure according to the current rules.
Chapter II RULES on CHECKING the article 3. Technical requirements when tested 1. General requirements a) car can heat engines or electric motors. If is the heat engine, the engine capacity no greater than 125 cm3.
b) the wheels are symmetrical to each other through the vertical median plane of the vehicle.
c) the largest size of the vehicle does not exceed the following limits: length 2.5 m, width 1.2 m, height 1.4 m (see Appendix A).
d) mass percentage distribution up the navigation axis compared to the mass of the vehicle in a State that does not load and full load not less than 18%.

-The exhaust pipe are arranged such that the vehicle, the luggage couldn't be caught fire from the exhaust pipe and exhaust; does not affect the function of the brake the brake mechanism, does not affect the electrical system and fuel system.
4. Wheels and tyres a wheel Rim) must meet the requirements set forth in standard ISO 7234:2003 or TCVN 6443:1998 or national technical regulation respectively.
b) tires must meet the requirements set forth in standard ISO 5781-2:2002 standard or ISO 6771:2001 or national technical regulation respectively.
5. Brake system a) control structure must match the braking system system of the disabled car drivers.
b) the car's braking system must meet the requirements as conventional vehicles are specified in standard ISO 5929:2005 or national technical regulation respectively.
c when braking efficiency test) on the road-test conditions: vehicle braking does not load with the equipment and instruments required for the brake test; weight 75 kg driver; the road test surface made of concrete or asphalt flat, dry.
-Brake efficiency: for vehicles with small engine capacity of more than 50 cm3 or have the greatest velocity under 50 km/h braking distance: not greater than 4 m when braking at speed 20 km/h for vehicles with engine capacity between 50 cm3 and over or has a top speed of 50 km/h or more : brake distance not greater than 7.5 m when braking at speed 30 km/h. parking brake system of a vehicle must be capable of holding the vehicle fully loaded on ramps up or down slopes have steep 70 (12%). d) braking efficiency when checking on the ice try checking the brakes on the ice to try to apply to test the car.

Skewed wheel brake between the left and right wheels on an axle is no greater than 24%.

6. Lighting, signals and lighting system, steering system, signal and steering system of the vehicle must meet the requirements as to the type of motorcycle, motorcycle usually are specified in standard ISO 5929:2005 or national technical regulation respectively.
7. Mirror a) vehicles with small engine capacity of more than 50 cm3 and having a top speed of 50 km/h under: must have at least 1 mirror on the left side of the driver. Car engine capacity from 50 cm3 or over or has a top speed of 50 km/h or over must have 2 mirror the left and right of the driver.
b) mirror must meet the requirements set forth in standard ISO 6770:2001 (except for the requirements on installation of the mirror on the car).
c) mirror must be installed. The driver can adjust easily in the position to drive and can identify the image in the back with a minimum distance of 50 m to the right and to the left.
8. the velocity meter gauges the speed of the vehicle must meet the requirements as to the type of motorcycle, motorcycle usually are specified in standard ISO 5929:2005 or national technical regulation respectively.

10. Fuel System fuel system of the vehicle must meet the requirements as to the type of motorcycle, motorcycle usually are specified in standard ISO 5929:2005 or national technical regulation respectively.

12. Electrical System a) battery capacity for vehicle using electric motors to ensure the car is a constant distance not less than 40 km. b) the electrical system of the vehicle must meet the requirements as to the type of motorcycle, motorcycle usually are specified in standard ISO 5929 : 2005 or national technical regulation respectively.
13. environmental protection requirements on a car's exhaust) to ensure an equivalent level of Vietnam standards Euro 2.

Article 4. Check for vehicle production, assemble the test vehicle production, the Assembly is done by decision No. 58/2007/QD-BGTVT on November 21, 2007 by the Minister of transport issued the regulations on quality control of technical safety and environmental protection in the production Assembly, motorcycle, motorcycle.
Article 5. Check for vehicle import inspection of imported vehicles made by decision No. 57/2007/QD-BGTVT on November 21, 2007 by the Minister of transport issued the regulations on quality control of technical safety and environmental protection in importing motorcycles, motorcycle.
Chapter III IMPLEMENTATION article 6. The responsibility of the production facilities 1. Production facilities are responsible for the source, origin, quality of products due to manufacturing, Assembly.
2. Implement the provisions on quality control of technical safety and environment protection for vehicle manufacture and Assembly.
3. In the case of series production, production facilities produced only, assemble the next when the product has been granted a certificate of the quality model and to ensure these products fit the profile of the typical form and registration has been tested.
Article 7. The responsibility of the organization or individual to import 1. Responsible for the accuracy, honesty document profile has provided quality control agency.
