Decision on the approval of the project strengthening the guarantee order national transportation safety to 2010 based on Government Organization Law of 25 December 2001;
Pursuant resolution No. 32/2007/NQ-CP on 29th June 2007 by the Government on a number of urgent solution to curb traffic accidents and traffic jams;
Considering the recommendation of the Minister of transport, the decision: article 1. Approval of the project in order to ensure enhanced national transportation safety to 2010 (hereinafter referred to as the scheme) with the following principal contents: 1. Target a) enhance understanding, create self-discipline law observance of traffic participants, firstly of the driver of the means of transport;
b) strengthen quality management means of transport; the capacity for competition law implementation force to ensure order and safety; handle the factors causing loss of safety in the transport infrastructure; improve traffic organization;
c) perfecting the system of legal documents about traffic safety and order; to further improve the mechanism, organizational security management traffic from the central to local;
d) striving every year reduce the number of deaths due to traffic accidents between 5-7%, the number of people dying on the 10,000 road motor vehicles decreased from 6.5 4.5 down in 2010.
2. Guiding principles a) enhanced work ensuring traffic safety order must be conducted regularly, continuously, there are key focus, consistent with the actual situation and the operation of the transport industry, local;
b) the work of ensuring traffic safety must be done, step by step, continuous execution, uncompromising, persistence and long-term, human-oriented to ensure career order road safety brings sustainability;
c) the work of ensuring road safety is the responsibility of the entire population, the whole society, firstly of the State authorities and of traffic participants.
3. The task of a) the tasks of the project are divided into groups, include:-improve the law, the mechanism, strengthen policy ensuring traffic safety and order;
-Enhance the management of the State traffic safety;
-Management of transport infrastructure;
-Transport management;
-Training, manage the media controls;
-Extraction and transport organizations;
-Coercive measures to enforce traffic safety laws;
-Advocacy work, popular, education law and order traffic safety;
-Traffic safety education in schools;
-Measures to reduce traffic accident damage.
b) directory of the project, the Agency chaired, the expected funding, duration, on the order of priority of each project are recorded in the category of "project to enhance secure order traffic safety to 2010" issued under this decision;
c) total cost projected to make "the scheme enhances secure order traffic safety to 2010" is 6,952,985 million from the State budget and other sources. Cost of implementation of each project will be determined on the basis of each investment project approval under the provisions of the law.
4. The main solution to make the scheme a) raise awareness of traffic safety and order; perfecting the legal texts on traffic safety; mobilization of specialized forces in the ministries, research institutions to build specific plans; true progress, implementation of the project;
b) perfecting the Organization, improving governance of transportation safety of the Ministry of transportation and the Department of transportation, Department of public works; perfecting the Transportation Safety Board and the National Transportation Safety Board in the direction of enhancing local responsibilities and powers in the organization coordination and professionalism of this organization;
c) guaranteed financial resources to implement the project from the State budget, foreign loans are made and other contributions of organizations and individuals in the country and abroad in all economic sectors;
d) ensure inspection, inspection, monitoring and periodic reviews of the extent of completing objectives and tasks of the project.
Article 2. Implement traffic safety Committee is the national body responsible urging, check the make this scheme. The ministries, the provinces and cities under central is the clue to perform the tasks involved. Specifically the main tasks are as follows: 1. the Transportation Safety Board in collaboration with the National Ministry of the interior construction of the whole event approach to traffic safety Commission and the National Transportation Safety Board in the direction of enhancing local responsibilities and powers in the organization coordination and professionalism of this organization , made in the second quarter of 2008.
2. The Ministry of the Interior, in collaboration with the traffic safety Commission the national Government approval to sue the entire traffic safety Commission and the National Transportation Safety Board in the local implementation of the third quarter of 2008.
3 The transport of a) presiding, in collaboration with the Ministry of public security, the Ministry of Justice and related agencies to build new, additional amendments to the legal texts, the Government approved since 2008;
b) building and the Government plans to sue the entire organization, strengthening the governance of the Department's traffic safety and the Department of transportation, the Department of public works traffic in 2008;
c) presiding, in cooperation with the Ministry of labor, invalids and Social Affairs the Ministry of public security and improving the quality of training, driver license testing, professional certificates;
d) built and implemented the project "strengthening the staffing, equipment for the inspection of transport". The Government in the first quarter of 2008.
DD) made propaganda raise the consciousness of law observance of safety of navigation; make the issues of maritime, help ensure safety in maritime transport; conducted regularly every year.
e) made 12 proposals on strengthening management task register to enhance the quality, safety and environmental protection techniques for motor vehicles for road, rail and waterway from 2008 to 2010.
4. The Ministry of public security a) building and the Government project to strengthen and modernize the patrol work, control, handling of violating traffic safety and order in the first quarter of 2008;
b) in coordination with the Ministry of transportation, the Department of Justice regulations, registration of sea level for motor road vehicles of invalids and disabled people; revocation of registration number plates of vehicles out of early expiry date.
5. The Ministry of education and training a) presiding, in cooperation with the Ministry of transport, Ministry of public security research is increasing the amount of time and the diversification of the forms of order law teaching traffic safety at all levels;
b) provide teaching support equipment: made in 2008;
c) capacity managers, teachers teaching traffic safety at schools: implementation from 2008;
d) build, modify, supplement the teaching materials: made from 2008.
6. The Ministry of information and communication a) host, build and execute the project of "propaganda of traffic safety through the mass media and information processing facility until 2010;
b) presiding, in cooperation with the Committee of national traffic safety, the Ministry of transportation and related agencies pushing propaganda network, popular education, law and order: traffic safety made since 2008.
7. The Ministry of health a) elaborate system of traffic accident rescue stations on national highways: made in 2008.
b) held emergency training for the medical staff in the emergency stations, traffic accident: made from 2008;
c) enhance the capacity of the emergency generating system: implemented since 2008;
d) supplement, revise regulations on health standards for drivers of motor vehicles: 2008;
popular), the propaganda about the health consequences, burden of diseases, sequelae due to traffic accidents in the community: implementation from 2008.
8. The Ministry of finance a) secured funding for the implementation of the solution of the project;
b) study amendments, supplements the provisions of mandatory insurance fees for civil liability of motor vehicle owners and building policy support to develop public passenger transport by bus, the funding Guide traffic safety evaluation.
9. Ministry of planning and investment, Ministry of finance guidelines, procedures, and implementation of the project of this scheme.
10. The President of the people's Committee of the central cities, made the contents of the relevant scheme: From 2008.
11. The social-political organization national Vietnam, Vietnam Women's Union, the Vietnam Veterans Association, Central Communist Youth League, the ... actively involved in advocacy, education, membership, Union members the observance of the provisions of the law on traffic safety and order.
Article 3. This decision is effective from the date of signing.
Article 4. The Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of people's Committee of the central cities is responsible for the implementation of this decision.
