Pursuant to Decree No. 85/2003/ND-CP dated 18 July 2003 of the Government functions, tasks, powers and organizational structure of the Ministry of education and training;
Pursuant to Decree No. 75/2006/ND-CP dated 10 August 2006 from the Government detailing and guiding the implementation of some articles of the law on education;
At the suggestion of Director auditing and testing the quality of education, the decision: article 1. Attached to this decision regulation graduated from high school.
Article 2. This decision takes effect 15 days from the date The report.

Article 3. Office Manager, Director of Department of quality control testing and education, the heads of the relevant units of the Ministry of education and training; Chairman of the provincial people's Committee, the central cities; The Director of the Department of education and training; The Director of the University Institute; Principal of the University College; Principal ethnic boarding schools directly under the Ministry of education and training is responsible for the implementation of this decision.
Regulation graduated from high school _ _ _ _ _ _ _ _ _ _ _ _ _ (attached to decision No 8/2008/QD-BGDDT DATED June 3, 2008 by the Minister of education and training) chapter I GENERAL PROVISIONS article 1. Scope and objects 1. This regulation rules on high school graduation exam, including: preparing for the exam; the work of the examinations; considered competition; examination and appeal; recognition of graduation; reporting and archiving; inspection, handling infractions and rewarded.
2. this Regulation applies to secondary schools, schools have more levels, institutions often make high school programs and educational institutions perform secondary program (hereafter referred to collectively as the schools); organizations and individuals involved in the competition.
Article 2. The purpose, requirements 1. High school graduation exam-aims: a) reviews, confirmed the level of the learner as the goal of education after school programs high schools;
b) as the basis to prepare the students for further study or go into labor life, participating in the construction and defence;
c) as a basis for the assessment of teaching and learning outcomes of school; reviews the work direction of educational administration.
2. The examination must make sure the requirements: seriously, secure, fair, accurate, properly evaluate learner level, reflect the quality of the teaching and learning of elementary school.
Article 3. Graduation exam secondary 1. Each year held a graduation exam high schools.
2. in special cases, the Minister of education and training decisions provide graduated from high school two times during the year.
Article 4. The object and conditions of contest 1. Test object: a) Vietnam citizens and foreigners are studying, living in Vietnam (hereinafter referred to as user) have studied most high school programs, in organizing the exam;
b) learners have studied most high school programs but are not eligible for competition or competition but not yet graduated in previous years and other objects are the Ministry of education and training to allow for competition (hereinafter referred to as the contestant).
2. test conditions: a) for secondary education:-candidates as stipulated in paragraph 1 of this article are recognized eligible for competition, if: + graduated high school;
+ Complete high school program; be evaluated, graded on conduct and learning resources at the each class;
+ Reviews, classified in grade 12: conduct type ratings from normal, education does not suffer from poor ratings;
+ The total number of sessions of school in grade 12 do not exceed 45 sessions (vacation once or many times combined);
+ Not in time being prejudice criminal liability, not in the time being banned discipline;
-Liberal candidates are recognized eligible for competition, if: + graduated high school;
+ Not in time being prejudice criminal liability, not in the time being banned discipline;
+ The case ineligible for competition due to poor ratings on education in grade 12, to register and attend the last test in high school where the last grade level or where the registered students have average score below 5.0, make sure when replacing the test score average score of subjects in order to calculate the average score of the year again the eligibility of academic regulations.
b) for continuing education: The courses as specified in paragraph 1 of this article are recognized eligible for competition, if:-graduated from high school;
-End high school program;
-For participants in the continuing education Center: don't be poor ratings on education in 12th grade; If the study in an classified conduct must have more good conduct conditions rated from average; No holiday too during the school year sessions 45 grade 12 (break once or many times combined);
-For those who studied in the form of guided self-study: being poor ratings on education in 12th grade;
-Not in the time being prejudice criminal liability, not in the time being banned discipline;
-Registered and fully valid exam records under the provisions of article 10 and article 11 of this regulation.
Slow c) for the 10-day competition before July, heads of schools to announce publicly those cases are not eligible for competition as defined at points a and b, paragraph 2 of this Article.
Article 5. The program and the exam content 1. Exam content is located in the high school program, mostly grade 12 program.
2. Contestants must also freely contest the exam, according to the content of the exam, the exam form of rules in organizing the competition.
Article 6. Exam and exam forms 1. Exam to graduate from high school are the Ministry of education and training announced at the latest on 31 March each year.
2. Subjects: high school graduation exam (if there is a second exam organization): a) for secondary education:-the contestant not attend exam 1 exam must register for all the subjects stipulated in the competition;
-Participants have attended the exam times 1 but have not yet graduated: retest all sections of the exam times 1 point below the 5.0; or contestants choosing, registering just retest a number of disciplines have a score below 5.0.
b) for continuing education:-the contestant not attend exam 1:

+ If no reserve, as defined in paragraph 1 to article 33 of this regulation, they must register all the subjects stipulated in the competition;
+ If there is point reserve, as defined in paragraph 1 to article 33 of this regulation, shall register as specified in paragraph 2 of this regulation 33.
-Participants have attended the exam times 1 but have not yet graduated: retest all sections of the exam times 1 point below the 5.0; or contestants choosing, registering just retest a number of disciplines have a score below 5.0.
3. Regulations reserve the second exam test scores (if there are held the second exam): first Exam Scores of the candidates do not retest in exam 2 are reserved for graduate exam 2 times in the same year.
4. Form of the examination of each of the tests specified in the guidelines organized annually by the Ministry of education and training.

Article 9. Standards, conditions for those who participate in the competition 1. Officers, servants and employees join the exam must be those who: a) Have good moral qualities and high sense of responsibility;
b) business do solid work;
c) does not have a spouse, father, mother, son, brother, siblings; father, mother, brother, sister, my spouse; guardians or sponsors; who are guardians or sponsored the exam;
d) are not in the time being disciplined about the contest.
2. Board members out the examinations, examination in addition to the standards, the conditions specified in point a, b, c, d, paragraph 1 of this article, have to be people who have the expertise.
Chapter II article 10 EXAM PREPARATION. Registered 1. Learners as defined in art. 1 article 4 of this regulation registered in schools, where the school year 12.

Article 11. Evaluation profile 1. For secondary education: a) for test subjects specified in paragraph 1 of article 4 of this Regulation:-the high school transcript (original);
-Birth certificate (copy);
-Middle school diploma (certificate);
-Certificate of matriculation into grade 10 high school (original);
-Certified Paper (testimonials);
-The certificate to be entitled to the priority mode (if available): + children of martyrs, the wounded, the sick and those who enjoy the policy as invalids; the son of the hero of the people's armed forces, hero of labor due to the Interior rooms-invalids and social workers of the district, County, city, town in the province (hereinafter referred to as district level);
+ Copy the registry permanent residence in the high, deep, new economic zone, particularly difficult due to the township-level PEOPLE'S COMMITTEE confirmed Township.
-The type of certificate to enjoy encouraging points mode (if available): + universal profession certification;
+ Certified winner in the exams because education organization or collaboration with other professionals from provincial level organizations include: good students cultural courses, exam practice test (physics, chemistry, biology), compete, sport, sports education , draw, write, math prize competition International on pocket computers;
-The type of certificate to be entitled to the priority mode, enjoy points encouraged if filed after this date will not be worth to enjoy plus points is recommended.
b) liberal candidates in addition to the records specified in point a of paragraph 1 of this article must be added the application:-competition exam to graduate from high school;
-Certificate of secondary school where the 12 grade or place registered about academic (for the students of poor grades of education specified in point a of paragraph 2 of article 4 of this Regulation) and non-confirmation of the time were banned from discipline.
2. With regard to continuing education: a) the application for the competition;
b) transcripts or learner's test votes in the form of guided self study (original);
c) certified Paper (testimonials);
d) middle school diploma or diploma level Professional (certified);
e) papers related to incentive points (if any) as defined in article 34 of this regulation. The papers filed after the date of this contest will have no value to enjoy preferential points.
3. The time limit for receipt of registered: slow for 30 days from the day before. After the deadline, no further records are registered.
Chapter III EXAMINATION article 12 WORK. The Council out of the examinations to the Minister of education and Training Council decision out the examinations exam to graduate from high school.

c) guarantees the accuracy, science, computer teacher;
d) classification of proficiency of the learners;

e) If exam self conclusion include many questions they must specify the score of each question on the exam; the point of the test is multiple choice exam and self are attributed on a scale of 10;
g) examinations must specify those pages and the word "OFF" at the end;
h) structures the examinations stipulated in the annual contest Guide by the Ministry of education and training.

5. The amount of each exam room the Council regarded the competition depending on the number of contestants.
6. The election of the members of the Council considered the contest must ensure: a) the President of the Council considered the contest, half of the Deputy Chairman of the Council considered the contest, half of the Secretary and the entire operation to the Superintendent from the institution without the student for competition at the Council regarded the contest;

-Depending on the degree of violation of competition rules, implement discipline from reprimand to suspension of duties for supervisors and employees who participated in the contest or request the competent disciplinary form for the object violates regulation;
-Depending on the achievement and contribution in the competition, suggested the authority rewarded for officers, teachers join the competition at the Council regarded the contest.
8. duties and powers of the members of the Council considered the contest: a) the President of the Council:-operating and responsible for the entire work of the Council considered the contest;
-Organization for the members of the Council considered the contest and contestants learning regulation, to master and implement the regulation on the examination of the management of education;
