DECIDE the regulation high school graduate _ _ _ _ _ _ _ _ _ _ _ _ the MINISTER of EDUCATION and TRAINING base of Decree 178/2007/ND-CP dated 3 December 2007 of the Government functions, tasks, powers and organizational structure of ministries, ministerial agencies;
Pursuant to Decree No. 85/2003/ND-CP dated 18 July 2003 of the Government functions, tasks, powers and organizational structure of the Ministry of education and training;
Pursuant to Decree No. 75/2006/ND-CP dated 10 August 2006 from the Government detailing and guiding the implementation of some articles of the law on education;
At the suggestion of Director auditing and testing the quality of education, the decision: article 1. Attached to this decision regulation graduated from high school.
Article 2. This decision takes effect 15 days from the date The report.

Article 3. Regulation graduated from high school _ _ _ _ _ _ _ _ _ _ _ _ _ (attached to decision No 8/2008/QD-BGDDT DATED June 3, 2008 by the Minister of education and training) chapter I GENERAL PROVISIONS article 1. Scope and objects 1. This regulation rules on high school graduation exam, including: preparing for the exam; the work of the examinations; considered competition; examination and appeal; recognition of graduation; reporting and archiving; inspection, handling infractions and rewarded.
2. this Regulation applies to secondary schools, schools have more levels, institutions often make high school programs and educational institutions perform secondary program (hereafter referred to collectively as the schools); organizations and individuals involved in the competition.
Article 2. The purpose, requirements 1. High school graduation exam-aims: a) reviews, confirmed the level of the learner as the goal of education after school programs high schools;
b) as the basis to prepare the students for further study or go into labor life, participating in the construction and defence;
c) as a basis for the assessment of teaching and learning outcomes of school; reviews the work direction of educational administration.
2. The examination must make sure the requirements: seriously, secure, fair, accurate, properly evaluate learner level, reflect the quality of the teaching and learning of elementary school.
Article 3. Graduation exam secondary 1. Each year held a graduation exam high schools.
2. in special cases, the Minister of education and training decisions provide graduated from high school two times during the year.
Article 4. The object and conditions of contest 1. Test object: a) Vietnam citizens and foreigners are studying, living in Vietnam (hereinafter referred to as user) have studied most high school programs, in organizing the exam;
b) learners have studied most high school programs but are not eligible for competition or competition but not yet graduated in previous years and other objects are the Ministry of education and training to allow for competition (hereinafter referred to as the contestant).
2. test conditions: a) for secondary education:-candidates as stipulated in paragraph 1 of this article are recognized eligible for competition, if: + graduated high school;
+ Complete high school program; be evaluated, graded on conduct and learning resources at the each class;
+ Reviews, classified in grade 12: conduct type ratings from normal, education does not suffer from poor ratings;
+ The total number of sessions of school in grade 12 do not exceed 45 sessions (vacation once or many times combined);
+ Not in time being prejudice criminal liability, not in the time being banned discipline;
-Liberal candidates are recognized eligible for competition, if: + graduated high school;
+ Not in time being prejudice criminal liability, not in the time being banned discipline;
+ The case ineligible for competition due to poor ratings on education in grade 12, to register and attend the last test in high school where the last grade level or where the registered students have average score below 5.0, make sure when replacing the test score average score of subjects in order to calculate the average score of the year again the eligibility of academic regulations.
b) for continuing education: The courses as specified in paragraph 1 of this article are recognized eligible for competition, if:-graduated from high school;
-End high school program;

-For those who studied in the form of guided self-study: being poor ratings on education in 12th grade;

-Registered and fully valid exam records under the provisions of article 10 and article 11 of this regulation.

Article 5. The program and the exam content 1. Exam content is located in the high school program, mostly grade 12 program.

Article 6. Exam and exam forms 1. Exam to graduate from high school are the Ministry of education and training announced at the latest on 31 March each year.
2. Subjects: high school graduation exam (if there is a second exam organization): a) for secondary education:-the contestant not attend exam 1 exam must register for all the subjects stipulated in the competition;
-Participants have attended the exam times 1 but have not yet graduated: retest all sections of the exam times 1 point below the 5.0; or contestants choosing, registering just retest a number of disciplines have a score below 5.0.
b) for continuing education:-the contestant not attend exam 1:

+ If no reserve, as defined in paragraph 1 to article 33 of this regulation, they must register all the subjects stipulated in the competition;
+ If there is point reserve, as defined in paragraph 1 to article 33 of this regulation, shall register as specified in paragraph 2 of this regulation 33.
-Participants have attended the exam times 1 but have not yet graduated: retest all sections of the exam times 1 point below the 5.0; or contestants choosing, registering just retest a number of disciplines have a score below 5.0.

-Certified Paper (testimonials);
