Pursuant to decision No. 591/QD-TTg on 10/5/2007 by the Prime Minister on the establishment of the Scientific Institute of the Vietnam Ministry of irrigation for agriculture and rural development on the basis of organizing, rearranging irrigation Science Institute and the Academy of Sciences of the southern irrigation;
At the suggestion of the Director of the Organization Department, DECIDES: 1. The position and function 1. Irrigation Science Institute affiliated to the Vietnam Ministry of agriculture and rural development is organizing public scientific career has legal personality, there are seals, opened the account in the Treasury and the State Bank to operate under the rule of law; Headquartered in the city of Hanoi.
2. Irrigation Science Institute special ranked Vietnam as stipulated in article 10 of decision 182/2005/QD-TTg dated 19/7/2005 of the Government regulations on the classification, organization chart, career of public service.
3. Article 4. Enforceable decisions have effect after 15 days from the Post Gazette; annul the decision No. 24/1999/QD/BNN/TCCB on 01/02/1999 of the Minister of agriculture and rural development of V/v functions, mission, organizational structure for irrigation Science Institute, no. 75/2002/QD-BNN/TCCB on 19/8/2002 of the Minister of agriculture and rural development about the functions , mission and organizational structure of the southern irrigation Science Institute and the provisions of the previous contrary to this decision.
Article 5. Responsibility 1. Science Minister irrigation, irrigation Science Institute Director southern responsible status table for the Director of the Vietnam Institute of irrigation science since this decision has the effect.

2. the Director of the Vietnam Institute of irrigation science is responsible for relaying the status quo of the Scientific Institute of irrigation, irrigation Southern Institute of science as defined, organized by Institute reordering decision No. 591/QD-TTg on 10/5/2007 of the Prime Minister, the construction work regulation of the Minister approval and implementation registered at the same time, the Institute's activities with the competent State agencies as prescribed by law.
