Decision: article 1. The position and function 1. Radio-frequency power Bureau is organized under the Ministry of information and communication, staff functions help the Minister of media and information governance and organization to execute tasks of State Management specialization of radio frequencies on the nationwide.

2. Construction, the Minister of media and information to the Prime Minister for approval or promulgation of decisions about: radio frequency spectrum planning of national power; frequency division serves the purpose of Defense and security.

3. The Minister of information and communications for approval or promulgation of decisions: planned frequency, radio frequency channel planning cell, regulating the conditions of allocation, assign and use radio frequency, radio frequency band.

4. In cooperation with the relevant units of the Ministry of information and communications construction, the Minister of information and communication issued standards and technical regulation on radio equipment, radio emissions and electromagnetic compatibility according to the provisions of the law.

5. the Chair, in cooperation with the relevant units of the Ministry of information and communications construction, the Minister of information and communication issued regulation on technical conditions and exploitation of radio equipment type is used condition, regulation of frequency and power for the radio equipment before allowing production or import to used in Vietnam.

6. Implementation of the law on radio frequency, satellite orbit; advocacy, information dissemination, education and legislation radio frequency; guidance for the Department of information and communication in the field of frequency management, radio equipment as prescribed by the Minister of information and communications.

7. Grant, renewal, suspension, revocation of license types and management of radio frequencies and satellite orbits used according to provisions of the law.

8. International cooperation on technical, professional mobile radio frequency according to the hierarchy of the Minister of information and communications; make registration of radio frequencies and satellite orbits with the International Telecommunication Union (ITU); Organized in collaboration with radio frequencies and satellite orbits with the countries, territories, international organizations; complaints and complaints can interference with radio frequencies of Vietnam with the countries, territories, international organizations; participation in the program to control radio frequencies.

9. Control the radio broadcast of the radio station in the country, radio stations broadcast to Vietnam in the radio business in accordance with the law of Vietnam and the international treaties to which Vietnam has signed or joined.

10. Check radio equipment in accordance with the licence and the relevant technical standards; radio interference handling; check and confirm the electromagnetic compatibility for equipment of radio radiation in accordance with the law.

11. Inspect, examine the implementation of the provisions of the law of radio frequencies and satellite orbits; complaints, accusations and handling administrative violations in the field of radio frequency, satellite orbit as defined by law.

12. Is the permanent organ of the radio frequency Committee.

13. Collection, management and use of fees on radio frequencies in accordance with the law.

14. the implementation of financial mechanisms such as the unit itself ensuring operational costs taking into account the elements of investing, often genera, labor, wages.

15. Organize and manage the delivery of specialized services to manage radio frequencies, orbital satellite, in accordance with the law.

16. The management of the Organization, officers, servants, employees, assets of the Department under the provisions of the law and the hierarchy of the Minister of information and communications.

Article 5. The effect and enforcement responsibilities 1. This decision has the effect after 15 days from the date The report. Repeal of previous regulations contrary to this decision.

2. The Ministry of finance, in cooperation with the Ministry of information and communication guidelines financial mechanisms of the Department radio frequency prescribed in clause 14 article 2 of this decision.

3. Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the provincial people's Committee, central cities and Director of radio frequency power is responsible for the implementation of this decision.
