The DECISION approving the planning of the overall Vietnam building materials development to 2020 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law the Government Organization on December 25, 2001.
Considering the recommendation of the Minister of construction, decision: article 1. Approval of the master plan for Vietnam building materials development to 2020 with the following principal contents: 1. a development perspective) construction material development to ensure sustainability, contributing to economic development, create social stability and protect the environment; consistent with other related planning;
b) developing building materials on the basis of the effective exploitation of mineral resources strength, the strength of the labour market and, at the same time non-stop capacity training of management, operations, application of scientific and technological advances in production and business;
c) building material developed on the basis of choosing a reasonable capacity scale, modern, clean technology, consume less energy, raw materials; product quality standards, enough to compete on the international market; step by step remove the production facility has technology backward, causing environmental pollution and low economic efficiency;
d) developing building materials first of all meet the needs of the domestic construction simultaneously choose the Vietnam technology products have the advantage to exporters, which focus on the products that are manufactured with qualified technology with high grey matter;
DD) diversifying forms of investment, attract all resources into the production of building materials. Encourage the economic sectors involved in the production and sales of building materials;
e) unified development investment management of building materials on the basis of the approved planning. Planning and construction materials are reviewing and adapted to the situation of social-economic development of the country according to each specific period;
g) products and construction materials must conform to climate conditions, in accordance with the usages of living in Vietnam, is modern, traditional, environmentally friendly, highly competitive in the domestic market and international market.
2. The objective of developing a) exploit the potential of mineral resources, the market, technology, labor for the development of building material industry in the economic sector, from 2010 to meet about the quantity, quality and type of basic building materials meet the domestic demand and exports;
b) production of building materials has advanced technology creates high quality products, raw material and energy consumption low, protect the environment, natural landscapes towards industrialization, modernization and sustainability;
c) management capacity, operating the construction material industry. The building materials industry must quickly master the production technology;
d) Vietnam by 2015 to make the lines for the production of building materials and relatively large scale, advanced technology level, is mastered in the production, the service offers replacement parts, especially spare parts for cement plants.
3. Orientation for the development of building materials to the 2020 further development investment basic materials such as cement, paving materials, sanitary ware, glass, building materials, roofing, building stone, sand building and decorating materials, and focus on developing new materials , friendly to the environment.
a) cement:-the orientation of investment scale, limestone mining technology of cement production and protect the environment.

+ No new investment in the cement kiln and grinding stations with no production base clanhke;
+ Develop a variety of cement types to meet the needs of the domestic market and export trade promotion when necessary.
b) ceramic tiling and sanitary:-the orientation of the scale of investment, the technology of extraction and processing of feldspar and kaolin clay to produce ceramics building and protecting the environment, must comply with the content in the "planning of exploration, extraction, processing and use of mineral construction materials made in Vietnam by 2020" , which should focus on the following main issues: + focuses on the construction of the technological process of processing clay, kaolin and feldspar to suit the characteristics and origin of mineral formation;

-Orientated development planning the production of tiles and sanitary ware.
Development orientation of investment, technology, products and export: + The existing production facilities need to invest, technological innovation to improve product quality, save raw materials, fuel, lower production and to ensure the environmental standards in the production;
+ Investment in manufacturing capacity of large, specialized in production of raw materials to improve the efficiency of investment, cost savings, energy supplies, improving productivity and product quality;
+ Scale the capacity of a facility producing ceramic tiling from 2 million m2/year;
+ For new technology investment facility should achieve the following criteria: * production technology of modern tiles to produce a broad range of products with different sizes; likely applications of new decoration technologies to create products with economic value; at the same time there are fuel consumption and energy as follows:. Liquefied petroleum gas (LPG) ≤ 0.88 kg/m2 product;. Diezel oil ≤ 1.07 kg/m2 product;. Power ≤ 2.58 KWh/m2 products.

+ Encourage the conversion of production materials from clay in the production of ceramic brick to land Hill land, raw materials and industrial waste (Stone cover in coal mining, coal by a stone).

Article 2. Implementation 1. The Ministry of construction:-published, popular direction implementing development planning and construction materials.

2. -Research policy mechanisms to support trade promotion to promote the export of building materials are effective.
4. The Ministry of transport:-in cooperation with the Ministry of construction plans of investment in infrastructure for the production of building materials such as new investment, upgrade traffic system in a number of areas to focus many cement factories; investment in the construction of the docks, water transportation systems and rail service for the transportation of materials, raw materials and product sales.

5. The Ministry of education and training: in collaboration with the Ministry of construction planning engineer training to meet the requirements of development of building material industry by 2020-oriented master plan and the development of the industry.
6. Ministry of planning and investment: in coordination with the ministries concerned to support policy research, facilitate investment projects of building materials development. In collaboration with the Ministry of finance arranged funding to conduct development planning and construction materials for a number of economic regions, localities and for certain types of building materials.
7. The Ministry of Finance: research proposals for tax policy resources, including the resource tax clay brick and tile production furnaces, to decrease the exploitation of land, ecological environment protection and construction of preferential policies to facilitate the development of the material is not heated.
8. The Ministry of science and technology:-Organization of scientific and technical activities in the field of building materials, introducing and disseminating modern technologies of the world;
