CIRCULAR Guide made some regulations on grade civil servants _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to Decree No. 117/2003/ND-CP dated 10 October 2003 by the Government on recruitment, use and management of officers and civil servants in State agencies (hereafter abbreviated to Decree No. 117/2003/ND-CP); Decree No. 9/2007/NĐ-CP on 15 January 2007 the Government amended and supplemented a number of articles of Decree No. 117/2003/ND-CP;
Pursuant to Decree No. 116/2003/ND-CP dated 10 October 2003 by the Government on recruitment, use and management of public officials in the State's business units (hereafter abbreviated as Decree No. 116/2003/ND-CP); Decree No. 121/2006/ND-CP dated 23 October 2006 from the Government amended and supplemented a number of articles of Decree No. 116/2003/ND-CP;
Pursuant to Decree No. 48/2008/ND-CP on April 17, 2008 of the Government functions, tasks, powers and organizational structure of the Ministry of the Interior;
After the reunification with the ministries, ministerial agencies manage the specialized officer ranks, the Interior Ministry directed a number of regulations on grade civil servants is as follows: i. SCOPE and OBJECTS 1. Scope this circular guides perform some standard regulations, conditions for competition and some free exam in grade from specialist turnover up major professional ranks; from major professional ranks over whether the expert; from professional servants equivalent turnover turnover up professional specialized officer ranks equivalent to major staff turnover; from professional servants ranks equivalent to major professional ranks up specialized officer turnover equivalent to senior officer ranks.

II. Conditions, Standard ATTENDED The MAIN PROFESSIONAL GRADE Or The EQUIVALENT Of 1. d) conditions of salary system:-Reach a wage coefficient from 3.66 and above if on the turnover of the Group salary ranked 1 type A2 (A 2.1) specified in table 2 (Professional payroll for officers and civil servants in State agencies) attached to Decree No. 204/2004/ND-CP dated 14 December 2004 by the Government on the salary mode for officers, public servants and the armed forces (hereafter abbreviated as payroll number 2).
-Reach a wage coefficient from 3.33 or higher if test on the turnover of the Group wage officials 2 type A2 (A 2.2) as the No. 2 payroll.

3. Cases filing certificate cases if there are eligible subjects received foreign language and Informatics disciplines prescribed in clause 1 section IV of this circular shall be free of foreign language certificate and certificate information.
III. Conditions, Standard GRADE EXAM EXPERT Or EQUIVALENT 1. Contest conditions a) public servants registered grade expert must be people who are in major professional ranks, has the ability to assume or are working in the position the work consistent with the authority and duties of senior officer ranks specified in decision No. 414/TTCP-VC.
Public servants registered professional officer grade is equivalent to the senior professional ranks should be people who are in the categories of public servants is equivalent to major professional ranks in the same specialization, have the ability to take on and are working directly in the location of the work fits with the authority and duties of the professional officer ranks equivalent to the professional ranks the senior member as specified by the competent authority issued the professional standards for categories of public servants;
b) Was the agency uses public servants reviews is complete the task during 3 consecutive years, have good moral qualities; not in time being enforced discipline or are considering to process disciplined under the provisions of the law (review of the competent authority to manage public servants) c) have time to hold ranks and equivalent from 6 years and older;
d) salary multiplier conditions:-Reach a wage coefficient from 5.42 upwards if on the turnover of the Group salary ranked 1 type A3 (A 3.1) as the No. 2 payroll;
-Reach a wage coefficient from 5.02 or higher if test on the turnover of the Group wage officials 2 type A3 (3.2) as the No. 2 payroll;
DD) Organization, agencies have the authority to manage officers, public officials, election officials expected grade.
2. criteria for competition officials, public servants, officers attend the grade or equivalent senior officer has prescribed conditions enough to test whether the guidance in paragraph 1 section III have to accomplish the following: standard a) have graduated from college;

IV. Conditions FREE Of SOME TESTS In GRADE PUBLIC SERVANTS 1. The main professional grade or equivalent

a) exempt foreign language subjects for the case of one of the following conditions:-officers, civil servants, public employees as of December 31 of the year held grade age from 55 enough years for men and from 50 years of age for females.
Separately for the servants grade exams in 2008, the exempt foreign language subjects (50 years old, female 45 years as of December 31, 2008) be applicable to public servants for competition work in the agencies, organizations, units of the province; the suburban districts of the city: Hanoi, Ho Chi Minh, Haiphong, Da Nang, can tho and officers, public servants in payroll as of December 31, 2008 of Ha Tay Province;
-Public servants are working in the minority, there is a certificate, the training of minorities, Lao, Cambodia or due to the base-level training by the authority;
-Public servants is of ethnic minority people are working in the minority;
-Officers, civil servants, public employees have college diplomas is the second by a foreign language;
-Officers, public officials, University officials, after overseas university or college graduate, postgraduate study in a foreign language in Vietnam.
b) exempt information subjects for officers, civil servants, public employees have graduated from intermediate specialization in information technology.
2. for the exam grade or equivalent senior specialist a) exempt foreign language subjects for the case of one of the following conditions:-officers, civil servants, public employees have college diplomas is the second by a foreign language;
-Officers, public officials, University officials, after overseas university or college graduate, postgraduate study in a foreign language in Vietnam.
b) exempt information subjects for officers, civil servants, public employees have graduated from intermediate specialization in information technology.
V. IMPLEMENTATION 1. This circular effect after 15 days from the date The report.
2.
