Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992 was revised, some additional articles by resolution No. 51/2001/QH10;

Congress enacted the law on high technology, chapter I GENERAL PROVISIONS article 1. Scope this law rules on high-tech activities, policies, measures to encourage and promote high-tech activities.

Article 2. The object to apply this law applies to organizations, individuals, Vietnam Vietnam who settled in foreign countries, organizations, foreign individuals involved high-tech activities in Vietnam.

Article 3. Explanation of terms In this law, the terms below are interpreted as follows: 1. high technology is technology has high concentrations of scientific research and technological development; be integrated from scientific achievements and modern technology; create quality products, exceptional features, high-value, friendly to the environment; There is an important role for the manufacturing industry, new service or manufacturing sector, modernization of existing services.

2. high-tech activities are research activities, development, search, transfer, high technology applications; high-tech human resources training; incubator of high-tech business incubator; product manufacturing, high-technology service provision; high-tech industrial development.

3. high-tech product is the product by creating high technology, high quality, superior functionality, high-value, friendly to the environment.

4. high-tech business enterprise is the production of high technology products, providing high-tech services, research activities and has developed high-tech.

5. agricultural enterprises in high-technology applications as enterprise high-tech applications in the production of agricultural products, quality, productivity, high value.

6. high-technology industry is the technical-economic sector producing high-tech products, supplying high-tech services.

7. high technology incubator is the process of creating, improving, high-technology commercialization from the idea of technology, scientific research or results from high-technology not yet perfected through the activities of technical assistance, resources and necessary services.

8. high technology business incubator is forming, high technology business development through the activities of technical assistance, resources and necessary services.

9. Underlying the high technology, high technology business incubator is the basis for providing the favorable conditions of infrastructure, resources and services necessary to serve the high-tech incubator, incubator of high-tech enterprises.

10. high-tech manpower is the team who has the qualifications and skills meet the requirements of the research, development and application of high technology, high technology services, high-technology operations management, operation of equipment, production lines for high-tech products.

Article 4. The State's policy for high technology activities 1. Mobilizing investment resources, application of synchronization mechanisms, incentives, incentives in the highest level of land, tax and other incentives for high technology activities aimed at promoting the role of high technology in the development of science and technology in the service of social-economic development Defense, security, protect the environment and enhance the quality of life of the people.

2. Accelerate the application, research, and create high-technology, high-tech products; formation and development of some high-technology industries; enhancing the competitiveness of products, participate in the sewing of high value in the global supply system.

4. Encourage capacity building enterprise applications of high technology, high-tech development investment; creating favorable conditions for small and medium enterprises participated in the product supply networks, supporting services for high technology industries.

5. Take the State budget and adopt specific financial mechanism to perform the task, program, high-tech projects, importing some high technology has important implications for socio-economic development, defense and security.

Article 5. High priority technology investment and development 1. Focused tech development investment in the following technology areas: a) information technology;

b) biotechnology;

c new materials technology);

d) automation technology.

2. Based on the needs of socio-economic development, defense, security, government regulators, additional technology sector need to focus high technology investment development prescribed in clause 1 of this article.

3. high-priority technology investment and development in the field of technology specified in clause 1 and clause 2 of this must conform to the requirements, the development trend of science and technology, the modern world, exert the advantage of the country, feasible and meets one of the following conditions : a) powerful and bring greater efficiency to the development of the industry, the field of social-economic, defense and security;

b) contributes to the modernization of the productive sector, existing services;

c) is the key factor to decide the formation of the manufacturing sector, new competitive services and socio-economic efficiency is high.

4. The Ministry of science and technology, with a coordinated ministerial agencies concerned the Prime Minister issued, modified, supplemented the list of high priority technology investment and development goals, roadmap, implementation solutions.

Article 6. High-tech products are encouraged to grow 1. High-tech products are encouraged to develop high-tech products are created from technology in the category of high priority technology investment development and meet the following conditions: a) is the high value added product value structure;

b) Are highly competitive and social-economic efficiency;

c) have the ability to export or alternative imported products;

d) contribute to improving the capacity of science and technology in the country.

2. The Ministry of science and technology, with a coordinated ministerial agencies concerned the Prime Minister issued, modified, supplemented by products of high technology are encouraged to develop consistent with each period of socio-economic development of the country.

Article 7. International cooperation on high technology 1. Expanding international cooperation in the research, application and development of high technology, particularly with the countries, regions, organizations, individuals, foreign multinational corporations, foreign economic Corporation of qualified science and technology on principle consistent with the law of Vietnam and the international treaties to which the Socialist Republic of Vietnam is the members.

2. Encourage and create favorable conditions for Vietnam, the individual organizations participating in the program, a project of international cooperation, the International Association, and other organizations about the high technology; attract foreign individual, organization, Vietnam people settled abroad perform high-tech activities in Vietnam.

3. promote international cooperation in the field of human resource development, high technology cooperation priorities of training engineering students of high technology in the universities, colleges, vocational and advanced in the world; attraction, effective use of highly qualified people, talented young force collaborative research, teaching, high technology incubator, incubator and high technology business development in Vietnam.

4. implementation of the international science and technology, promote the search activities, the transfer of advanced technology to Vietnam in order to enhance the capacity and creativity of high technology research, training, business in the country.

Article 8. The prohibited acts 1. Advantage of high technology activities detrimental to national interests, defense, security, rights and legal interests of the organization or individual.

2. implementation of high-tech activity causing adverse consequences to human life, health, morals, customs of the nation; ruin the environment, natural resources.

3. intellectual property infringement on high technology.

4. Disclosure, provided unlawful secrets about high technology.

5. Fake, deceitful to enjoy the preferential policy of the State in high-tech activities.

6. illegal impede operation of high technology.

CHAPTER II the APPLICATION, research and DEVELOPMENT of HIGH TECHNOLOGY article 9. High-technology application 1. The State encouraged high technology applications activities in line with the policy of the State stipulated in this law and other provisions of the relevant laws.

2. the application of high technology in the category of high priority technology investment and development are incentives, support in the following cases: a) use the results of research on high technology to technological innovation, innovation and raise the added value of the product;

b) produced product testing;

c) mastering, adapting high technology imported from foreign countries into practical terms Vietnam.

Article 10. Measures promoting high technology application 1. Organizations and individuals implement high technology applications activities specified in clause 2 article 9 of this law are incentives, support for the following: a) Enjoy the highest preference level under the provisions of the law of the land, business income tax, value-added tax, import tax, export tax;

b) Are considering support costs from funds of the national program of development of high technology and other funding is derived from the State budget;

c) other perks as prescribed by law.


2. The Ministry of science and technology, with a coordinated ministerial agencies concerned the Prime Minister issued specific rules on jurisdiction, certification organization, active personal high-tech applications are entitled to incentives, support the provisions in clause 1 of this article.

Article 11. Research and development of high technology 1. The State encourages research and development in high technology to serve socio-economic development, ensure national defense, security, protection of the environment.

2. research and development of high technology in the category of high priority technology investment and development are incentives, support in the following cases: a) high technology applications research;

b) research to create high technology replaced the technology imported from abroad;

c) creative technology research to new heights.

Article 12. Measures to promote research and development of high technology 1. The Organization, individual research and high-tech development prescribed in clause 2 article 11 of this law are incentives, support for the following: a) Enjoy the highest preference level under the provisions of the law on enterprise income tax, value-added tax, import tax, export tax;

b) Are considering supporting a section or the entire costs from funds of the national programs develop high technology for investments in research and development of high technology have resulted in effective application of social-economic, defense, security, the environment;

c) funding, support from other funding sources, funds for research and development, manpower training, high-tech, high-technology transfer.

2. The investor base construction project of research, development and application of high technology was given the land does not collect land use, land-use tax exemption under the provisions of the law of the land.

3. Laboratory, a research facility that forms due to the links between organizations, individuals served in research and development of high technology in the category of high priority technology investment and development is considering supporting a portion of funds investing in research equipment and operations of the national program of high technology development.

4. The Ministry of science and technology have the responsibility to: a) priority arranged funding from the annual State budget for science and technology to the research and development of high technology in the category of high-tech investment priorities are development and high-tech products in the category of high-tech products are encouraged to develop;

b) coordinated with ministries, ministerial agencies concerned the Prime Minister issued specific rules on jurisdiction, the order and certification organizations, individuals active in the research and development of high-tech perks, support the provisions in clause 1 , 2 and 3 of this article.

Article 13. Encourage high-technology transfer 1. The Organization, the individual made the transfer of high technology to serve the research and development of high technology, manufacturing, trading and high technology products that enjoy the highest preference level under the provisions of the law on transfer of technology and the other provisions of the relevant laws.

2. State spend the expense of importing some high-tech, machinery, high-technology equipment in the country have not created to implement important projects on socio-economic, defense and security.

Article 14. The high-tech market development, support services, information technology operation 1. The State encourages organizations and individuals to join the high-tech market development; providing brokerage services, consulting, assessment, valuation, assessment of high technology; create favorable conditions for the Organization, individuals perform technical consulting services, investment, financial, legal, insurance, intellectual property rights protection and other services aimed at promoting high-tech activities, consumption, use of high-tech products.

2. The Ministry of science and technology with the Ministry coordinated ministerial agencies, database construction, infrastructure and high-tech information; creating favorable conditions for organizations and individuals to access, use, Exchange information on the high technology; the Organization, join the market, fair, exhibition of high-technology International, national scale.

3. Ministries, ministerial-level agencies, provincial people's Committee, central cities have supported measures to create favorable conditions for organizations, individuals, organizations, foreign organizations, participated in the fair, the fair, the tech exhibition.

CHAPTER III HIGH TECHNOLOGY DEVELOPMENT in the INDUSTRY-technical article 15. High-tech industrial development 1. High technology development in the industry focused on the following main tasks: a) the manufacture of products, provision of services high technology;

d) ancillary industrial construction serves the high-tech industry development.

2. Based on the category of high-tech investment priorities are development and high technology product categories are encouraged to develop the provisions of article 5 and article 6 of this law, the Ministry of industry and trade coordinated with the Ministry of science and technology, ministries, ministerial agencies concerned the Prime Minister approves plan to develop some technology industry high, auxiliary industries serving the high-tech industry development and implementation of the plan has been approved.

3. Ministries, ministerial agencies, people's committees of provinces and cities under central organization made plans to develop high-tech industry and auxiliary industry serving high technology industrial development has been the Prime Minister for approval in the field, their local management.

Article 16. Development of high technology in agriculture 1. Development of high technology in agriculture focused on the following main tasks: a) Choose Create, crop breeding, breeding for productivity, high quality;

b), except for disease;

c) cultivation, animal husbandry effectively;

d) created the type of materials, machinery and equipment used in agriculture;

DD) preserving, processing of agricultural products;

e) enterprise development, agricultural high technology applications;

g) developed high-tech service that serves agriculture.

2. The Ministry of agriculture and rural development coordinated with the Ministry of science and technology, ministries, ministerial agencies concerned the Prime Minister approved high-tech development plan in the field of agriculture.

3. Ministries, ministerial agencies, people's committees of provinces and cities under central government organizations make high-technology development plan in the agricultural sector has been the Prime Minister for approval.

Article 17. The production of high technology products 1. -Established business from investment projects in manufacturing products of high technology are encouraged to enjoy the highest incentives under the provisions of the law of the land, import tax; When the conditions specified in paragraph 1 Article 18 of this law are entitled to the highest incentives under the provisions of the law on enterprise income tax, value added tax, export tax.

 2. active enterprises in Vietnam manufactured products in the category of high-tech products are encouraged to develop priority selection of the project participants have used the State budget.

3. The Ministry of science and technology, with a coordinated ministerial agencies concerned the Prime Minister approved the plan of developing the production of high technology products in the category of high-tech products are encouraged to develop; regulatory authority, sequence, certification of enterprises that enjoy incentives, support the provisions in clause 1 of this article.

Article 18. High-tech enterprises 1. High-tech businesses must have the following conditions: a) the production of high technology products in high-tech product category are encouraged to develop provisions in article 6 of this Law;

b) Of the average expenditure of the business in three years for the research and development activities are done in Vietnam must reach at least 1% of the total annual revenue, from the fourth year onwards to reach over 1% of total revenue;

c) average revenue of your business in 3 years from high technology products must reach at least 60% of the total annual revenue, from the fourth year onwards to reach 70% or more;

d) number of employees of the enterprise with professional qualification from University directly perform research and development must reach at least 5% of the total number of labour;

DD) apply measures of environmental friendly, save energy in production and product quality management standard, Vietnam's technical regulation; standard case, Vietnam's technical regulation shall apply the standards of the international organization.

2. high-tech businesses has conditions specified in paragraph 1 of this article are incentives, support for the following: a) Enjoy the highest incentives under the provisions of the law of the land, business income tax, value-added tax, import tax, export tax;

b) Is considering funding support for training, research and development, production and testing from the national program of development of high technology.

3. Encourage organizations and individuals to establish high-tech enterprises.

4. The Ministry of science and technology, with a coordinated ministerial agencies concerned the Prime jurisdiction rules, term recognition procedure for high-technology businesses.

Article 19. Agricultural enterprises of high technology applications 1. Agricultural enterprises of high technology applications must have the following conditions: a) high technology applications in the category of high priority technology investment in development of the provisions of article 5 of this law for the production of agricultural products;

b) have active research, testing high-tech applications to the manufacture of agricultural products;

c) created the agricultural product quality, productivity, value and high efficiency;


d) apply measures to environmental friendly, save energy in production and management of agricultural product quality standards, technical standards of Vietnam; standard case, Vietnam's technical regulation shall apply the standards of the international organization.

2. agricultural enterprises in high-tech applications have the conditions specified in paragraph 1 of this article are incentives, support for the following: a) Enjoy the highest preference level under the provisions of the law of the land, business income tax, value-added tax, import tax, export tax;

b) reviewed research funding support, test, training, and technology transfer from the funding of the national program of high technology development.

3. Encourage organizations and individuals to establish agricultural enterprises in high-technology applications.

4. The Ministry of agriculture and rural development coordinated with the Ministry of science and technology, ministries, ministerial-related Mechano-optical process of the Prime jurisdiction rules, term recognition procedures for agricultural enterprises of high technology applications.

Article 20. Encourage the establishment of high-tech enterprises 1. Science and technology organization, faculty, researchers, students or established partnerships with organizations and individuals to establish high-tech enterprises.

2. the scientific and technological organizations established or cooperating with organizations and individuals to establish high-tech enterprises are incentives, support for the following: a) delivered right of use or ownership of the results of scientific research and technology of the State-owned enterprise to establish high-technology;

b) contribute to the assets of the State scientific and technological organizations accredited to establish high-tech enterprises;

c) incentives apply to high technology business.

3. State management bodies, scientific institutions and technology create the conditions conducive to faculty, research staff, students founded or participated in high-tech enterprises established under the provisions of this law and the provisions of relevant laws.

Article 21. The basis of high technology incubator, incubator of high-tech enterprises 1. Facility incubator facility, high-tech business incubator functions offer convenient conditions of infrastructure, resources, services necessary for the Organization, personal tech, complete form and develop high-tech enterprises in incubator stage.

2. Underlying the high technology, high technology business incubator must have the following conditions: a) technical infrastructure and professional management team to meet the requirements of high technology incubator, incubator of high-tech enterprises;

b) team of specialists on intellectual property, technology, legal, financial, business management;

c) ability to link with the production base of training, research, activity serving high technology incubator, incubator of high-tech enterprises.

3. The Ministry of science and technology in the specific regulations for the conditions underlying the high technology, high technology business incubator.

Article 22. Measures to promote high technology incubator, incubator of high-tech enterprises 1. Home construction, business incubator facility, high-tech business incubator are incentives, support for the following: a) land not collect land use, land-use tax exemption for land used to build the underlying high-technology, high-tech business incubator;

b) Enjoy the highest preference level under the provisions of the law on enterprise income tax, value-added tax, import tax, export tax;

c) Are considering supporting a portion of funding for the operation of high technology incubator, incubator of high-tech enterprises from the funding of the national program of development of high technology and other funding sources native to the State budget.

2. organizations and individuals implement high technology incubator project, high-tech business incubation base are incentives, support for the following: a) Enjoy the highest preference level under the provisions of the law on enterprise income tax, value-added tax, import tax, export tax;

b) Are considering supporting a portion of funds from the funding of the national program of development of high technology and other funding sources native to the State budget.

3. State investment, investing to build a high-tech incubator, incubator of high-tech enterprises have important implications.

Article 23. National program for high technology development 1. National program for high technology development has the objective of promoting the study and application of high technology to create high-tech, high-tech products in water and forming, high-tech industrial development.

2. National program of developing high technology focus of resources and high-tech development investment in certain technology areas of key significance and match capabilities, the actual conditions of the country; attracting scientists, technology professionals, domestic and overseas businessmen participated in the national program of high technology development.

3. National program for high technology development has the following principal duties: a) the construction of the route, the application measures, develop high-technology, high-tech product in the category of high priority technology investment and high technology product categories are encouraged to develop;

b) selection of topics, projects, schemes to carry out the tasks specified in point a of this paragraph;

c) high-tech human resources development;

d) supports organizations and individuals implement high technology activities according to the objectives and tasks of the national program of developing high technology;

DD) other duties prescribed by the Prime Minister.

4. Financial resources implemented national programs develop high technology including: a) to the State budget for the national program of high technology development. This budget accounts not belonging to the type genus of the annual State budget for scientific and technological activities;

b) funding from funds derived from the State budget and in addition to the State budget;

c) contributions, funding of organizations and individuals, Vietnam, Vietnam who settled in foreign countries, organizations, foreign individuals.

5. The implementation of the national program of development of high technology are defined as follows: a) the Prime Minister directs the Organization to deploy, test, evaluate the results of the national program of developing high technology;

b) Ministry of science and technology, with a coordinated ministerial agencies concerned to build content, task, management, financial mechanisms of the national program for high technology development process of approval by the Prime Minister;

c) based on the national program for high technology development has been approved, the Ministers, heads of ministerial agencies, Chairman of the provincial people's Committee, the central cities to implement the tasks assigned, hierarchy.

6. In the process of implementing the national program of development of high technology, to meet the performance requirements specified objectives in paragraph 1 of this article and the State's policy for high-tech activities, the Government submitted to the National Assembly to consider, decide policy, special mechanisms for the national program of development of high technology in the right time.

Article 24. Venture capital for high technology development 1. Venture capital for high-tech development is investment for high technology research and development, formation and development of business applications, products, services, high technology is made by capital contribution forms and advice for organizations, individuals receive investment.

2. the State encourages, creates favorable conditions for organizations and individuals in the country, Vietnam people settled abroad, foreign individuals, institutions, international organizations, participate in venture capital operations for high technology development, established venture capital fund for high technology in Vietnam.

3. organizations and individuals make venture capital for high-tech development in the category of high-tech development investment priority to enjoy preferential rates on corporate income tax under the provisions of tax legislation.

Article 25. Venture capital fund for high-technology countries 1. Venture capital fund for high technology in the country's financial institutions to invest state capital, offers consulting services for organizations, individuals and business applications development, supply, manufacturing and high-tech services.

2. Financial resources form the venture investment fund national high technology including: a) the capital of the venture capital Fund for high-technology countries formed from the State budget and added from the State budget in the process works;

b) funding, capital of organizations, individuals, organizations, foreign individuals;

c) the revenues from the operation of the venture capital Fund for high technology in the country;

d) The capital of other legal terms.

3. The object was to fund high-tech venture capital investment is the national organization, the individual has the idea of high technology and high-tech business, innovative research results about high technology, high technology need to be perfected; small and medium enterprise application project, supply, manufacturing and high-tech services.

4. The Ministry of science and technology hosted in collaboration with the Finance Ministry and the Prime Minister decided to establish, enact bylaws of organization and operation of the venture capital Fund for high technology in the country.

CHAPTER IV HUMAN RESOURCES TECH Article 26. The development of high-tech personnel 1. Development of high-tech manpower is one of the central tasks of the education and training system in the country to implement the State policy for high technology activities specified in this law and the provisions of relevant laws.

2. high-tech human resources training must be attached to the application tasks, practices, develop high technology meeting the needs of the industrial modernization; sure about the number, quality and high-tech personnel structure; use effective and adequate remuneration.


3. high-tech personnel are trained in sync about the structure, include scientists, researchers, technology experts, managers, technicians, technical workers.

4. the State creates favourable conditions for the Organization, individuals, organizations, foreign individuals join human development high technology; spend budget, the resources, the level of the highest incentives applied under the provisions of the law for the development of high-tech personnel.

Article 27. High-tech work force training 1. Education and training budget annually to have funding to select candidate students, students who have excellent academic results, trainers, researchers, technology experts, managers, technicians, technical workers to training, overseas training on high-priority technology investment in development of the provisions of article 5 of this law.

2. The program, project, the subject of the application and development of high technology, using the State budget was earmarked for funding high-tech human resources training consistent with the objective, content, tasks are approved.

3. direct personal made missions of the national program of development of high-tech priority admission to advanced level at home and abroad according to the State's training program.

4. The Ministry of science and technology hosted in collaboration with the Ministry of education and training, ministries, ministerial agencies concerned the Prime Minister decided to plan and measures to implement training according to the program, high-tech project, the subject of the application and development of high technology.

Article 28. The basis of high-tech manpower training 1. The State encourages the Organization, personal investment, joint ventures, associated with other organizations to invest in the construction of human training base in high technology.

2. human resources training high technology incentives, support for the following: a) Enjoy the highest preference level under the provisions of the law of the land, the corporate income tax, import tax;

b) funding, support from the Foundation for science, technology and other funds;

c) national program development review tech support part or all of the cost of service of high-tech manpower training for the implementation of the goals and tasks of the national program of high technology development.

3. The organization of scientific research and technological development, the University implemented high-tech manpower training are considered State support training.

4. State the focus of investment in building a base of high-tech personnel training reached international standards.

5. The Ministry of science and technology hosted in collaboration with the Ministry of education and training, Ministry of labor, invalids and Social Affairs and the Ministry, ministerial agencies concerned the Prime authority regulations, conditions, procedures to confirm the basis of training high-tech perks , support the provisions in paragraph 2 of this Article and approved investment plan to build a high-tech training to international standards.

Article 29. Attract, use high-tech human resources 1. The State has the mechanism of special preferential policies to attract, use high-tech human resources, including: a) Create working environments, living conducive to high technology activity;

b) mode of salary, allowances, insurance;

c) appointed to key position to perform the tasks of science and technology of the State;

d) the highest incentives of the personal income tax;

DD) facilitates active participation in international cooperation on high technology;

e) honor, reward people who have outstanding achievements.

2. The Ministry of science and technology hosted in collaboration with the Ministry of finance and Ministry of, ministerial agencies concerned the Prime issue, the specific policy provisions in paragraph 1 of this article.

Chapter V TECHNICAL INFRASTRUCTURE that SERVES the HIGH-TECH ACTIVITIES in article 30. Development of the technical infrastructure of high technology 1. The State encourages organizations and individuals to invest in infrastructure construction, high-tech techniques including high-technology, agricultural zones and high-tech applications, research facilities, underlying the high technology, high technology business incubator, the information infrastructure to meet the requirements of high technology development.

2. Pursuant to the request, the task of socio-economic development, high technology development mission, focused State investment in the construction of some high-tech areas, agricultural areas and high-tech applications.

Article 31. High-tech zones 1. High concentration of active links, research and development, high technology applications; incubator of high-tech business incubator; high-tech human resources training; production and sales of high-technology products, providing high-tech services.

2. High-Tech zones have the following duties: a) the implementation of the research activities, application, development of high technology; incubator of high-tech business incubator; the production of high technology products, provision of services high technology;

b) associated research activities, application of high technology, high technology, manpower training, the production of high technology products;

c) high-tech human resources training;

d) organize fairs, exhibitions, performances and high-tech products from research results, high technology applications;

DD) attract domestic and foreign resources to promote high technology activities.

3. Conditions for establishing high-tech zones are defined as follows: a) consistent with the State's policy of developing high-technology, high-tech industry and the duties prescribed in clause 2 of this Thing;

b) Have an appropriate area, location convenient traffic and links with research facilities, highly qualified training;

c) technical infrastructure and convenient service to meet the requirements of the research activities, application, development of high technology; incubator of high-tech business incubator; trial production of high technology products; providing high-tech services;

d) Have human resources and professional management team.

4. The Ministry of science and technology in collaboration with the Chair, ministerial-level agencies, provincial people's Committee, central cities are concerned the Prime Minister decided to establish, enact regulations of high technologies.

DD) attract investment resources, high-tech personnel in the country and abroad perform works of high technology application in agriculture.

3. conditions established the agricultural high-tech applications are defined as follows: a) the strategic fit, the agricultural development plans and the duties prescribed in clause 2 of this Thing;

b) Has area, natural conditions appropriate to each type of production of agricultural products; convenient location to the link with the research base, highly qualified training;

c) technical infrastructure and convenient service to meet the requirements of the research activities, training, testing and demonstration of applications of high technology in the field of agriculture;

4. Article 33. Measures to promote investment in building infrastructure and high-tech development 1. In land use planning to set aside land for the building of infrastructure and high-tech development.
