Article 5. Development of road traffic 1. State focus their resources developing the road traffic, investment priority development of infrastructure the road traffic in the key economic regions, cities, mountains, deep, remote, island, border, ethnic minority regions; has the policy of mobilizing the resources to manage the maintenance road.
2. The State has a policy of priority development of public passenger transport; limit the use of personal transport in the city.
3. the State encourages, facilitates the Organization, individuals and foreign investment, Vietnam business exploitation of infrastructure the road traffic and road transport operations; research and application of science, technology and human resources training in the field of road traffic.
Article 6. The planning of road transport 1. The planning of road transportation is planning on specialized areas, including infrastructure planning, transport planning and road transport.

Article 8. The prohibited acts 1. Vandalism of road, bridges, tunnels, roads, ferry lights, stakes objective, signalling mirror, sea, bridge, sewer systems and other equipment, the construction of infrastructure in road traffic.
