The DECISION to approve the national target program to respond to climate change _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
Pursuant resolution No. 60/2007/NQ-CP on December 3, 2007 of the Government;
Considering the recommendation of the Minister of natural resources and environment (No. 33/BTNMT-TTr on July 31, 2008).
Article 1 DECISION. Approval of the national target program to respond to climate change (hereinafter referred to as the program), with the following principal contents: i. perspective, PRINCIPLES and SCOPE of the PROGRAMME 1. The perspective-responding to climate change is conducted on the principle of sustainable development, ensuring the computer system, General, industry sector, industry, Department, region, gender equality, poverty, and poverty reduction.
-The activities respond to climate change was conducted focus, key; responding to the urgent and immediate impact on the potential long-term impact; investment for responding to climate change is an important factor to ensure sustainable development; respond today will reduce damage in the future.
-Responding to climate change is the task of the whole political system, of the whole society, of the ministries, organizations, all people and should be conducted with the consensus and determination, from the local range, region, or country to the globe.
-The task of responding to climate change must be reflected in the strategy, programs, planning, development plans of departments, localities, was institutionalised by the legal text and holds in the Organization make.
-Responding to climate change under the principle of "common but differentiated responsibilities" is defined in the United Nations Framework Convention on climate change, Vietnam will implement effective programs to mitigate climate change while having the full support of capital and technology transfer from the developed countries and other international funding.
2. Guiding principles-unified government policy and direction to perform the operations to deal with climate change; Ministry of natural resources and environment is the permanent agency, in cooperation with relevant agencies shall assist the Government in providing direction for the field.
-Ensure proper implementation of the policy, the policy and the law of the State, in order to safeguard the sustainable development of the country, the spiritual and cultural values of material for the present and the future.
-Strengthening the effectiveness and efficiency of State management and enhancing the responsibility of every individual, Organization for dealing with climate change. 3. scope of the programme the programme is perform on nationally according to the following phases:-phase I (2009-2010): the boot stage.
-Second phase (2011-2015): deployment phase.
-Phase III (after 2015): development stage.
II. OBJECTIVES Of The PROGRAMME 1. General objectives the strategic objective of the program is to evaluate the extent of the impact of climate change with the industry, and local areas in each stage and build action plans feasible to deal effectively with climate change for each stage the short and long term in order to ensure the sustainable development of the country, take advantage of the opportunity to develop the economy towards low-carbon and join the international community in efforts to mitigate climate change, protect the Earth's climate system.
2. Specific objective a) reviews the level of Vietnam climate change due to global climate change and the extent of the impact of climate change for the industry, and local areas.
b) to determine the solution to deal with climate change.
c) strengthen science and technology activities aimed to establish a scientific basis for solutions to deal with climate change.
d) consolidate and strengthen the capacity of organizations, institutions, policies on responding to climate change.
DD) awareness, accountability and community participation and human resource development.
e) enhance international cooperation in order to enlist the help of international support in responding to climate change.
g) integrate climate change issues into the strategic, planning, economic development, social sector and local development.
h) build and implement the plan of action of the ministries and localities to deal with climate change; to deploy the project, the first is the pilot project.
III. TASKS And SOLUTIONS 1. Assess the extent and impact of climate change in Vietnam should focus on tasks done right is the climate performance evaluation; build the scenarios of climate change, particularly sea-level rise; reviews the impact of climate change to the field, and the local industries.

6. enhancing international cooperation.
Enlist and effective use of the funding of international, including: finance, technology transfer through bilateral and multilateral cooperation. Participate in the activities of regional and global cooperation on climate change.
a) only made up to 2010-construction of the mechanism of cooperation between Vietnam's international donors to implement the content of the program.

7. Integrate climate change issues into strategy, programs, planning, economic development, social development and local industry to review potential impacts of climate change and response solutions in construction, tuning and the addition of the strategy, the program planning, planning and socio-economic development, industry and local development (hereinafter referred to as the development plan).

9. IV. FINANCIAL MECHANISM, MOBILIZING INVESTMENT RESOURCES 1. Financial mechanism-the State guarantees the necessary resources, and mobilize the contributions of the international community and within the country; The State created the legal basis to encourage the involvement of the socio-economic sectors, and foreign institutions to invest in dealing with climate change.
-Cooperate with the program, integrating other projects to attract investment capital.

2. The expenditure of program funds for programme activities in the period 2009-2015 (not including the cost of implementing the plan of action of the ministries, local) estimated at 375 billion, allocated as follows:-capital Foreign Capital 50%.
-50% domestic Equity, including: + central budget: about 30%.
+ Local budget: about 10%.
+ Private economic sectors and other capital sources: about 10%.
The program's funding in the period after 2015 will be identified along with the specific objectives of each stage.

Article 2. Implementation 1. -Elaborate and implement action plans to deal with climate change.
c) ministries, ministerial agencies and governmental bodies;

-Actively mobilize more resources and integrating the related activities of other programmes to achieve the goals of the program.
-Guarantee and comply with the principles of monitoring, reviews the provisions of the program.
-Periodic reports on the progress of implementation of the objectives and tasks of the program in the province, the city according to the current rules.
DD) social organizations, non-governmental organizations and businesses: encourage the socio-political organizations, social-professional, unions, non-governmental organizations and businesses according to their function, their duties, actively participating in the operation to deal with climate change , especially in the field of information, education and communication; support and mobilize the participation of the community, popular models experience to deal effectively with climate change; made or participated in the project, the project of the program and plan of action of the ministries, local.
3. Article 3. This decision has the effect after 15 days from the date The report.
