Article 2. The object and scope of application 1. c) Households do not belong to an object to be housing assistance as defined in decision No 134/2004/QD-TTg dated 20 July 2004 by the Prime Minister on a number of policies in support of land production, housing, land and water activities for minority households were poor and hard life, according to the other housing assistance policy.

2. order of priority rating support: implementation of priority support for the objects in the following order: a) households have with Revolution;

b) households are ethnic minorities;

c) households in the region frequently occurring natural disasters;

e) households.

Article 3. Support principle 1. Direct support to households to build houses according to the specified object.

2. Ensure public, equity and transparency to each household on the basis of the laws and policies of the State; accordance with the customs of each ethnic group, Department, region, preserving the cultural identity of each nation; accordance with the conditions and practices associated with the planning, socio-economic development plan of local society.

Article 4. The support level, the level of borrowing and lending method 1. Level of support: the central budget supports 14 million households.
