The DECISION on subsidies difficult for officers, public servants and the armed forces have low wages, hard life _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
Pursuant resolution No. 23/2008/QH12 NQ-November 6, 2008 the National Assembly XII, the fourth session of the economic development plan-2009-society;
Pursuant resolution No. 23/2008/NQ-CP on October 3rd, 2008 by regular government session in September 2008;
Pursuant resolution No. 25/05/2008/NQ-CP 11năm 2008 of the regular Government sessions in October 2008;
Considering the recommendation of the Minister of the Interior, the Minister of finance and the Minister of labor, invalids and Social Affairs, of the DECISION: article 1.
1. Make the difficult subsidy with 360,000 VND/person, charged by States salaries in 4 months (January, February, March and April 2008), since January 1, 2009 for public servants and paid people in the armed forces has low wages, hard life.
2. Objects have low wages, hard life support difficult in paragraph 1 of this article are the ones who have the coefficient of salary (salary position or salary according to the scales we enjoy) from 3.00 back down, include: a) officers, public servants (including reserve officer) in the payroll paid from the State budget to work in State agencies , political organization, social-political organizations at Central; in the province, central cities; in the district, the County, towns and cities in the province;
b) employees in the payroll paid from the State budget and other revenues prescribed career of law work in the business units of the State, political organization, social-political organizations;
c) public servants in the State payroll and paid according to the table of salaries by the State regulatory authority to be sent to work at the Assembly, non-governmental organizations, projects and agencies, international organizations in Vietnam;
d) dedicated officers and public servants in the communes, wards, the provisions in clause 1 and clause 2 article 2 of Decree 117/2003/ND-CP dated 21 October 2003 of the Government policy for the regime, officials and public servants in the communes, wards and towns;
preschool teacher) in payroll and preschool teacher contract provisions in decision No. 161/2002/QD-TTg on November 15 2002 by the Prime Minister;

g) objects signed the labor contract according to the provisions of Decree No. 68/2000/ND-CP dated 17 November 2000 from the Government about the implementation of some kind of contract regime work in State agencies, business units, has been ranked the salaries as stipulated in Decree No. 204/2004/ND-CP dated 14 December 2004 by the Government on the salary mode for officers, public servants and the armed forces, are working in agencies, units of the State, political organization, social-political organizations;
h) Who work in the Organization of the body the body weak;
I) professional military personnel, workers, public employees paid from the State budget Department of the Vietnam people's army;
k) commissioned officers, workers, public safety employees paid from the State budget Department of the Vietnam people's public security.
Article 2.
1 difficult subsidy is calculated to pay the same monthly wage period and not used to calculate close, social insurance and health insurance.
2. Funds perform difficult subsidy for the objects specified in article 1 of this decision was secured from the State budget and the revenues of the Agency.
Article 3. The Ministry of Finance shall guide the implementation and funding source, grants settlement difficult at this decision; additional funding to implement the difficult subsidy for the central ministries and agencies, the provinces and cities under central and General, reported the Prime results.
Article 4. This decision has the effect after 15 days from the date The report.
Article 5. The Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the provincial people's Committee, the central cities is responsible for the implementation of this decision.
