A decision on the amendments, supplements regulation model of animal quarantine records, animal products; veterinary hygiene inspection attached to decision No 86/2005/QD-BNN on December 26, 2005 of the Minister of agriculture and rural development _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the MINISTER of AGRICULTURE and RURAL DEVELOPMENT, pursuant to Decree No. 01/2008/ND-CP dated 9 January 2008 of the Government functions duties, powers and organizational structure of the Ministry of agriculture and rural development;

Decision: article 1. Additional regulatory amendments forms quarantine of animals, animal products; veterinary hygiene inspection attached to decision No 86/2005/ND-BNN on 26/12/2005 of the Minister of agriculture and rural development as followed: 1. "article 3. Profile quarantine of animals, animal products and veterinary hygiene inspection are supplemented as follows: 12. Additional "quarantine certificate for animal transport in the province (model 12 a)";
13. Additional "quarantine certificate for animal products transported within the province (13 a)";
14. Additional "quarantine certificate for animals transported outside the province (form 14a)";
15. Additional "quarantine certificate for animal products shipped out of the province (15 a)".
2. Article 7. Implementation (paragraph 4) is amended and supplemented as follows: 4. Competence certification of quarantine of animals, animal products, veterinary hygiene inspection: a) the veterinary station at the County, district, town, city in the province (hereinafter the district level Veterinary Stations) are authorized to quarantine the animal park made the quarantine and certification of animal quarantine , animal products shipped out of the district within the province in accordance with the provisions of the law.
b) veterinary Bureau of the province, central cities (hereafter referred to as the provincial animal health Bureau) was authorized to quarantine the animal park made the quarantine and quarantine certification of animals, animal products shipped out of the province in accordance with the provisions of the law.
The provincial veterinary Bureau periodically and irregular checking of veterinary hygiene conditions for the breeding, production, business, animal slaughter of animals, animal products to serve consumers in the country.
c) in the case of the veterinary station at district level, the provincial animal health Bureau authorised for quarantine staff to conduct the animal quarantine and quarantine certificates, the implementation of the quarantine of animals, animal products and quarantine certificate according to the model specified in clause 12 13, 14, 15, article 3 of the model regulations quarantine profile animals, animal products; veterinary hygiene inspection attached to decision No 86/2005/QD-BNN on 26/12/2005 of the Minister of agriculture and rural development ".
Article 2. The responsibilities of the Director of the provincial animal health Bureau Chief Veterinary Stations and districts: 1. Authorize officers have enough expertise, professional ethics made the quarantine and quarantine certification of animals, animal products transported in water.
2. To notify the Agency of the relevant departments, the list of officers authorised to perform quarantine and quarantine certification of animals, animal products.
3. Responsible for authorisation and regular tutorials, check, supervise the quarantine and quarantine certificates for authorized officers.
Article 3. Director of Veterinary Affairs implement: 1. standard instructions, training organizations, training, quarantine the animal park card for authorized officers to perform quarantine and quarantine certification of animals, animal products transported in water.
2. Periodically, check for unexpected veterinary Bureau provincial, district-level veterinary Station, check out the room members in quarantine and quarantine certification of animals, animal products transported in water.
Article 4. This decision takes effect 15 days from the date The report.
Article 5. Chief of the Department, Director of animal health, the heads of the units of the Department, the Director of the Department of agriculture and rural development, animal health, the provinces and cities under central Government is responsible for the implementation of this decision.
