Pursuant to Decree No. 72/2000/ND-CP dated 12 December 2000 of the regulations on Government disclosure, dissemination of works;
Pursuant to Decree No. 11/2006/ND-CP dated 18 January 2006 the Government issued regulation of business and cultural activities in the service of public culture, Ministry of culture, sports and tourism activities in the exhibition guide, art culture in Vietnam, putting the cultural exhibition, the art of Vietnam abroad as follows : i. GENERAL PROVISIONS 1. Scope this circular specific guidelines the following content: a) the Organization of cultural exhibitions, art in Vietnam defined in Article 18; point a, paragraph 1, article 19; clause 2, article 19; Article 20 and paragraph 1, article 21 of the regulations of cultural activities and business services public culture attached to Decree No. 11/2006/ND-CP dated 18 January 2006 from the Government (hereafter referred to as the regulations attached to Decree No. 11/2006/ND-CP);
b) Put the cultural exhibition, the art of Vietnam abroad specified in point i, paragraph 1, article 2; point c, paragraph 1, article 6 of Decree No. 72/2000/ND-CP dated 12 December 2000 of the Government (hereafter referred to as Decree No. 72/2000/ND-CP).
2. organizations and individuals who want to organize cultural exhibitions, art mentioned in item 2, article 19 of Decree 11/2006/ND-CP (hereinafter the exhibition organizers) If is Vietnam's organization must have legal personality; If the individual is Vietnam must have certificates or confirmation of local authorities place of residence; If the foreign organizations must be held legal activities in Vietnam; If the individual is a foreign passport and a visa to enter Vietnam longer deadlines.
3. the State promotes the following exhibition: a) the exhibition aims to introduce to the public in the country about the cultural identity of the peoples of Vietnam, the essence of the culture of humanity; the progress, achievements in national construction and defence Vietnam; the advancement of economic, social and Technological Sciences of the world.
b) exhibit of Vietnam taken abroad; Foreign exhibition on display in Vietnam must follow the rules of the country, respect for each country's culture to strengthen the relations of friendship and cooperation between Vietnam and countries.
4. organizations, individual or organization, Vietnam foreign individuals exhibited about Vietnam at a nominal bearing foreign representative of Vietnam must be approved by the Ministry of culture, sports and tourism.

-For art exhibitions, bibliography must be clearly material, size of files, photo files range in size from 9 x 12cm back up tagged on paper A4 size, the bottom photo files to specify the name of the work, material, size and have signed the name of the licensing proposal. If the disk image must ensure the quality, image clarity and content work clearly as prescribed for photo files;
-For installation art exhibition, to have text or picture disc presents the idea of the content files, photo files in 3 different angles (front, right, left), list of people involved in the formation of the work (if any);
-For foreign exhibitions on display in Vietnam, must have an invitation of Vietnam partners or the text concluded with Vietnam counterparts about foreign exhibitions on display in Vietnam;
-Exhibition of the Organization, individuals bring from abroad on display at Vietnam or the combination of foreign content with the content of Vietnam according to the agreement signed between the organization or individual, Vietnam with foreign individuals, institutions must be held, personal Vietnam exhibition license proposal;
-Exhibition of the Organization, foreign individuals are active in Vietnam on display in Vietnam by organizations, individuals stand exhibition organization name suggest licensing exhibition.
b) valuable exhibition license within a period of 12 months, for the exhibit need time to prepare longer then the time limit not to exceed 18 months. So the time limit it without making the exhibition license is no longer valid. Exhibition organizers want to continue making the exhibition must apply for reissuance of license.
3. The procedure of certification of registered exhibitions (prescribed in article 20 regulation attached to Decree No. 11/2006/ND-CP) Organization, personal Vietnam want to organize cultural exhibitions, art not in the case prescribed in clause 1, article 19 Regulation attached to Decree No. 11/2006/ND-CP must submit registration documents to the Department of culture exhibition Travel, sports, and hosted the exhibition.

-Sample invitations, catalogue introduction by South Vietnamese exhibition content-content outline, bibliography, exhibition materials, artifacts, b) When receiving the registration records of the exhibition, the Department of culture, sports and tourism is responsible for the certification of registration exhibition (according to the model in annex IV).
c) After 7 working days from the day the Department of culture, sports and Tourism exhibition registration reception that the Department of culture, sports and tourism no comments in writing to the registered exhibitors made content was registered under the provisions of article 20 regulation attached to Decree No. 11/2006/ND-CP. in case of change of registered content the organizers of the exhibition have to register again.
