Pursuant to Decree No. 187/2007/ND-CP on December 25, 2007 of the Government functions, tasks, powers and organizational structure of the Ministry of information and communications;

Pursuant to Decree No. 160/2004/ND-CP dated 3 September 2004 from the Government detailing the implementation of a number of articles in the postal and Telecommunications Ordinance on telecommunications;

Pursuant to decision No. 74/2006/QD-TTg on 7 April 2006 by the Prime Minister on the approval of the programme to provide public telecommunications services by 2010;

Pursuant to decision No. 69/2008/QD-TTg dated May 28, 2008 by the Prime Minister approving the list of additional special social difficulties, Township border, safe zone township on an investment program of phase II and the list of 135 communes out of an investment of 135 program phase II;

Proposal of the Director General, planning-financial, REGULATION: article 1. Supplement (phase 4) 54 communes are providing public telecommunications services until 2010. List of communes in the region are providing public telecommunications services attached to this circular.

Article 2. The town referred to in article 1 of this circular are entitled to the support policy provides public telecommunications services under the provisions of the State article 3. This circular effect since May 1, 2009.
