Considering the recommendation of the Minister of agriculture and rural development, the DECREE: Chapter 1.

GENERAL PROVISIONS article 1. Scope 1. This Decree regulates the administrative violations, the form and the level of punishment, remedial measures, the authority sanctioning administrative violations in the field of veterinary medicine.

2. administrative violations in the field of veterinary medicine is the behavior of the individual, the Organization intentionally or unintentionally violating the regulations of State management in the field of veterinary medicine that is not a crime and under the provisions of this Decree are sanctioned administrative offense.

3. The administrative violations in the field of veterinary medicine including: a) violating the regulations on prevention, cure diseases, fight disease for animals;

b) infringe regulations on quarantine of animals, animal products; control of animal slaughter; processing animal products; veterinary hygiene inspection;

c) violated the regulations on the management of veterinary medicines, probiotics, microorganisms, chemicals used in veterinary medicine;

d) infringe regulations on veterinary practice;

DD) violate other regulations in the field of veterinary medicine;

4. The administrative violations related to the field of veterinary medicine that is not directly specified in this Decree shall apply according to the provisions of the Government on sanctioning administrative violations in the field of governance related.

Article 2. Application object 1. Individuals, Vietnam had organized administrative violations specified in this Decree.

2. Individuals, organizations have the administrative violation prescribed in this Decree on the territory of Vietnam, except in the case of international treaties to which the Socialist Republic of Vietnam is a member have other regulations shall apply under the provisions of international treaties.

3. Minors have administrative violations in the field of animal health shall be sanctioned in accordance with article 7 of the Ordinance on handling administrative violations in 2002.

Article 3. Sanction guidelines 1. The principle of sanctioning administrative violations in the field of animal health is made according to the provisions of article 3 of the Ordinance on handling administrative violations in 2002 and Decree No. 128/2008/ND-CP on December 16, 2008 detailing the Government's implementation of some articles of the Ordinance on handling administrative violations in 2002 and the revised Ordinances , the addition of some articles of the Ordinance on handling administrative violations in 2008 (hereafter referred to collectively as the Ordinance on handling administrative violations).

2. The sanctioning administrative violations in the field of veterinary medicine by people with the authority to follow the provisions in articles 29, 30, 31 of this Decree.

Article 4. The extenuating circumstances, aggravating The extenuating circumstances, aggravation applies sanctions against administrative violations violations of the provisions of chapter II of this Decree shall be made according to the provisions of articles 8, 9 of the Ordinance on handling administrative violations.

Article 5. Time sanctioning administrative violations 1. Time sanctioning administrative violations in the field of veterinary medicine is one year from the date of the administrative offense was made.

2. for administrative violations in the field of animal health related to the export, import and export of animals, animal products, veterinary drugs; manufacturing and trading of fake veterinary drugs the time sanctions are two years from the date of the administrative offense was made.

3. in individual cases have been prosecuted, indicted or had decided to put on trial under criminal proceedings, but later decided to suspend the investigation or the suspension of the case, if there are signs of violations administrative violations, then within three days from the date of the decision to suspend the investigation or the suspension of the case, the organ conducting the criminal proceedings must move decided to suspend the investigation or to suspend the case accompanied profile violations and recommend administrative sanction to the authority sanctioning administrative violations. Time penalty is three months from the date the competent sanctions get decided to suspend and resume service the violation.

4. Within the time limit specified in the paragraph 1, 2, 3 this if individuals, organizations implement new administrative violations set forth in this decree or willfully evading, obstructing the sanction, the time sanctions violate the behavior to be reassessed since the time of implementation of new administrative violation or termination acts impedes escape sanction.

Article 6. The time limit is considered to have not yet dealt with administrative violations of individuals, the organization sanctioned administrative violations in the field of veterinary medicine after one year from the date of decision done executive sanction or from most time limits enforced sanctions decision without re-offending, then regarded as not yet sanctioned administrative violations in the field of veterinary medicine.

Article 7. The sanctions administrative violations and remedial measures.

1. Each administrative violations in the field of animal health, personal, held in violation must bear one of the following sanctions: a) caution;

b) fine.

A fine was imposed under framework of penalties prescribed for each administrative violations as follows: for administrative violations with no aggravating or mitigating the penalty level is the average of the frame of penalties are prescribed for that behavior. The average of the frame of the fine is determined by dividing the total number of double the minimum level and maximum level.

For administrative violations there are extenuating circumstances, the level of the fine may be reduced but not excessive reduction of minimum fine frame.

For administrative violations are aggravating the penalty level can increase, but not exceed the maximum level of fine frame.

The level of regulatory fines for a violation in the veterinary field is 40,000,000.

2. Depending on the nature and extent of the violation, individual, organization, administrative violations are also being applied one or the additional sanctions: a) deprived of the right to use have limited time or no time limit practice veterinary medicine;

b) confiscated exhibits, the means used to administrative violations.

3. In addition to the sanctions set forth in paragraphs 1, 2 of this individual, organization, administrative violations can also be applied to one or more remedial measures aimed at handling thorough violation, eliminate the causes, conditions it, fix any consequences due to administrative violations caused as follows : a) Forced to restore original state has been changed due to administrative violations cause;

b) enforce the remedy of environmental pollution, the spread of disease due to administrative violations cause;

c) Forced destruction for: animal disease, animal products carry pathogens or substances harmful to human health, for animals belonging to the category of objects of animal quarantine, animal products of Vietnam or wear weird microbes cause harm; animals, animal products of unknown origin, derived from the publication has room, identify the animals.

Animals, animal products import, re-export, import export temp re enter, move the gate, transiting the territory of Vietnam; contains tools, packing of animals, animal products infected objects in the quarantine directory of quarantine object of animals, animal products of Vietnam or wear weird microbes cause harm in the case could not return due to the exporter must transit a third countries.

Veterinary, veterinary materials, probiotics, microorganisms, chemicals used in animal health (hereinafter referred to as veterinary drugs) has the list of forbidden veterinary drugs circulating in Vietnam, no veterinary drug is allowed to circulate in Vietnam; veterinary import no veterinary drug is allowed to circulate in Vietnam and did not have a license of the State administration authority on animal health; veterinary medicine, of unknown origin, expired, poor quality affects the health of animals.

d) Forcibly taken out of Vietnam territory goods imported temporarily, import, export, re-export, transfer, re-entering the gate, transit the territory of Vietnam when it detected the violation directly at the entry gate, including: animals, animal products, means of transport of infected objects in the quarantine directory of animal quarantine objects Vietnam's animal products, or strange microbes cause harm that the returns are not in transit to a third country.

Animals, animal products, the other an object to quarantine without quarantine certificate of the veterinary agency or country of export, or there is but not valid and does not fix.

Veterinary medicines not available in the list are allowed to circulate in Vietnam and did not have a license of the State administration authority on animal health; no label or labeled but torn, fuzzy, not rules of law of Vietnam; No intact packing of origin.

DD) Forced recovery of veterinary drugs, veterinary materials did not meet quality standards, published in the limit of the drug; veterinary drugs are in time tested, tested, assay;

e) enforce the compulsory slaughter of animals dangerous infectious disease;

g) forced the unidentified animal handling, fillers, animal waste;

h) remedial measures are stipulated in chapter II of this Decree.

4. Sanctions are applied independently or accompanied by additional sanctions and remedial measures. The additional sanctions and remedial measures only apply accompanied by sanctions.

Article 8. The responsibility of the competent person in the sanctioning of administrative violations


1. When the administrative violation detection, competent people are on duty to set the minutes, suspended right violations, conducting sanctioning administrative violations in the correct sequence of procedures prescribed in chapter VI of the Ordinance on handling administrative violations. The case of the incident violated no jurisdiction or exceeds his sanction authority must then promptly moved the profile service violations to the competent sanctions.

2. Authority sanctioning administrative violations in the field of veterinary medicine must sanction the right authority. Case authority sanctioning administrative violations in absentia shall authorize deputies directly implement the sanctions prescribed in article 41 of the Ordinance on handling administrative violations.

3. Prohibited acts cover, hindering the sanctions, holding back the signs of crime to sanctioning administrative violations or separation of service violation to withhold sanctions to match his level of competence.

4. The case was a decision sanctioning vires, the object violation, violations; incorrect application forms, fines and remedial measures; sanctions are not the right time, then the sanction period according to each specific case to modify or cancel the decision not lawful.

5. The processing of violation with regard to authority sanctioning administrative violations in the field of veterinary medicine under the provisions of article 36 of this Decree.

Chapter 2.

ADMINISTRATIVE VIOLATIONS, FINES and Entry FORM 1. VIOLATIONS of the PROVISIONS on PREVENTION, healing, ANIMAL DISEASE PREVENTION article 9. Violating the regulations on prevention, cure for animals on land 1. Caution or a fine from 100,000 to 500,000 Dong Dong for one of the following violations: a) does not make the vaccination or other preventive measures required for the animal to the sick list of diseases must apply the preventive measures required by the Ministry of agriculture and rural development;

b) fail the sampling swabs to check, detect the disease according to the regulation, at the request of the competent veterinary authority.

2. A fine of from 500,000 to 1,000,000 VND VND for one of the following violations: a) don't tell the staff of veterinary medicine or veterinary agency Township locally when suspected animals or dangerous infectious disease when seeing animals be infected, many die without known cause;

b) fail the mandatory vaccination vaccine or preventive measures required in the former, the outbreak has been translating the menace;

c) did not approve the building regulations, safety basis of animal disease;

d) use feed, drink not enough veterinary hygiene standards to animal breeding;

DD) use veterinary drugs for prevention, cure for animals not in accordance with the manufacturer's instructions or veterinary offices.

3. A fine of from 1,000,000 to 2,000,000 VND VND for one of the following violations: a) use veterinary drugs not on the formulary of veterinary medicine are allowed to circulate in Vietnam or veterinary medicine expired for the room, healing for animals;

b) use ingredients for veterinary drugs for prevention, cure for animals do not comply.

4. A fine of 2,000,000 VND to 3,000,000 đồng for one of the following violations: a) non-observance of the regulations about checking, extraordinarily sick animals; veterinary hygiene for animal breeding establishments concentrated, manufacturing, business, animal slaughter, animals, animal products;

b) does not make the animal quarantined under the regulations before putting in pets in animal breeding establishments concentrated;

c) using animal infectious disease to do the same;

d) breeding animals in specified time pause for breeding.

5. A fine from 5,000,000 to copper copper 3,000,000 for veterinary use in the category veterinary use for prevention, treatment for animals.

6. A fine from 5,000,000 to 8,000,000 copper copper for the throw behavior of animals being infected or died of infectious disease hazards identified through clinical diagnosis out of the environment.

7. A fine of three times the level of the fines prescribed in clause 1, 2, and 3 of this article; a fine of twice the level of the fines specified in point d of paragraph 4, 5, 6 If this violation is of the individual animal breeding organizations, focus.

8. remedial measures: a) the Forced destruction of the ingredients for the veterinary, veterinary for violation of the provisions of paragraph 3, 5 this;

b) forced the destruction of animals for violation of the provisions of points c, d, paragraph 4 of this Article;

c) forced the destruction of identified animals; overcoming environmental pollution, spread of disease for violation of the provisions of paragraph 6 of this Article.

Article 10. Breach of rules on animal disease prevention on land 1. A fine from 500,000 to 2,000,000 VND VND for one of the following violations: a) does not make the quarantined animals infected, affected facilities room in the time available;

b) infected animals grazing in the nearby Beach blankets;

c) does not implement the measures of hygiene, disinfection of livestock poisoning, environmental objectives; handled correctly, the waste of infected animals in the room;

d) fail the use of vaccines or prevention measures required at the request of the competent veterinary authority.

2. A fine of 2,000,000 VND to 4,000,000 VND for one of the following violations: a) Carrying out outbreak of animal feed, livestock, tools capable of carrying pathogens, animal waste is epidemic disease was announced;

b) animal transportation sick room is forced to slaughter where slaughter is not in accordance with the instructions of the competent veterinary authority;

c) slaughter, circulation, buying and selling animals, products of animal infectious disease easily announced in the region has not followed the instructions of the competent veterinary authority.

3. A fine of 4,000,000 VND to 6,000,000 đồng for one of the following violations: a) Take the animal, animal products easy-opportunistic diseases announced from the room menace out of the buffer or safety zone without quarantine certificates;

b) transported through the region to have easy animal epidemic infection outbreaks have been announced in that region without permission of the provincial people's Committee where the room;

c) intentionally stopping the transport of animals or animal drop down Department have announced there is room while only being allowed through;

d) evade the reduction of disinfectant for the transport of animals, animal products, animal wastes, livestock feed, the other items related to animals after going through the room;

DD) does not guarantee one of the conditions or the regulations in shipping animals go slaughter required for transport of animals, where slaughter;

e) fail or not comply the regulation of veterinary legislation, the guidelines of the competent veterinary authority in the slaughter, handle animal, animal disease, identify the affected facilities, animal products carrying the pathogen in the category of diseases have to publish epidemic.

4. A fine of 6,000,000 8,000,000 contract to contract for one of the following violations: a) the circulation of animals and products of animals infected with the disease in the region being translated menace, buffer;

b) transported infected animals, animal products carrying the pathogen in the list of diseases is published out of the available translation was published in or out of the region were forced to restrict circulation;

c) breeding or export sale of animal infectious disease dangerous to the competent veterinary authorities have requested to compulsory slaughter or destruction.

5. A fine of twice the level of the fines prescribed in clause 1, 2, 4 this if the violation is of the individual animal breeding organizations, focus, specializing in animals, animal products, animal waste;

6. additional sanctions: confiscated animals, animal products easy-opportunistic diseases for violating the provisions in point c of paragraph 2, point b of paragraph 3 of this article.

7. remedial measures: a) forced the destruction of animals, animal products, animal feed, animal waste for the offense specified in point a of paragraph 2, points a, b paragraph 4 of this Article;

b) enforce the compulsory slaughter of animals or the destruction of the animals for violation of the provisions in point c of paragraph 4 of this Article.

Article 11. Violating the regulations on prevention, disease prevention, cure for aquatic animals.

1. A fine of from 500,000 to 1,000,000 VND VND for one of the following violations: a) No executor the sampling swabs to check, detect the disease according to the regulation, at the request of the competent veterinary authority;

b) do not report it to the local veterinary authority when discovering animals be infected or killed many without known cause;

c) use not enough feed and veterinary hygiene standards.

2. A fine of from 1,000,000 to 2,000,000 VND VND for one of the following violations: a) does not implement the preventive measures required for animals under the regulations;

b) using water resources no veterinary hygiene standards for aquaculture;

c) use veterinary drugs for prevention, cure for animals not in accordance with the manufacturer's instructions or veterinary offices.

d) does not accept the regulation on building sustainable aquaculture region.

3. A fine of 5,000,000 3,000,000 Dong to Dong for one of the following violations: a) use veterinary drugs not on the formulary of veterinary medicine are allowed to circulate or expired medication use, smoking bans used to, healing for animals;

b) not carry pets in quarantine new varieties of seafood basis according to the rules.

4. A fine from 10,000,000 to 15,000,000 VND VND for one of the following violations: a) Pour waste, feed, water, fisheries bring germs into the natural water source, water source other aquaculture;

b) flushing or the waste has not been processed or handled under standard rules from home to aquatic diseases to other aquaculture waters.


5. remedial measures: a) the Forced destruction of veterinary drugs with respect to the violation of the provisions of art. 3 of this article;

b) enforce the remedy pollution of water environment for violations of the provisions of paragraph 4 of this Article.

Section 2. VIOLATION of REGULATIONS of QUARANTINE of ANIMALS, ANIMAL PRODUCTS, SLAUGHTER CONTROL veterinary HYGIENE INSPECTION, article 12. Violation of regulations of quarantine of animals, animal products on land circulation in water 1. A fine from 500,000 to 1,000,000 VND VND for one of the following violations: a) does not make sanitation, reduction of disinfectant concentration, transport before and sua when the quarantine, loading, transport of animals, animal products;

b) evade the quarantined animals, products of animal quarantine stations at junctions on the route.

2. A fine of from 1,000,000 to 2,000,000 VND VND for one of the following violations: a) shipping business, animal, animal product in accordance to quarantine without quarantine certificates;

b the switch or alter) the number of animals, animal products have been certified by quarantine of animals, animal products have not been quarantined;

c) shipping business, animals, animal products are not in the right category, the amount recorded in the quarantine certificates;

d) voluntarily sealed means of transport of animals, animal products, or arbitrarily changed the code marking of animals in transit.

3. A fine of twice the level of the fines prescribed in clause 1, 2 of this Thing if the violation is of the individual animal breeding organizations, focus, specializing in animals, animal products.

4. remedial measures: a) enforce the quarantine or under quarantine regulations for the violation of the provisions in points a, b, c, d paragraph 2 of this Article;

b) forced the destruction of animals, animal products for infringing the provisions of art. 2 of this in case the disease are in the directory to publish epidemic disease on animals and owners do not prove to be the source, origin of animals, animal products.

Article 13. Violation of regulations of quarantine of animals, animal products and aquatic products circulation in water 1. Fine of 2,000,000 to 4,000,000 copper copper from for one of the following violations: a) don't register prescribed quarantine when selling, use aquatic breeding parents are mined from natural sources.

b) aquatic breeds shipping out manufacturing, business-like aquatic products without quarantine certificates;

c) transported the same fisheries exceeds 10% of the number of incorrect size or recorded in the quarantine certificate.

2. A fine of 4,000,000 6,000,000 for copper to copper acts do not carry quarantine for aquatic animal products, animal products and aquatic products before taking out the district in case the disease is happening in fisheries in the district.

3. the remedial measures: forcing the destruction of aquatic animals with regard to violation of the provisions in paragraph 2 of this Article.

Article 14. Violation of regulations of quarantine of animals, animal products, export, import, re-export, import export temp re enter, move the gate, transiting the territory of Vietnam 1. A fine from 500,000 to 1,000,000 VND VND for one of the following violations: a) does not make provisions regarding the import of animals, animal products carried;

b) notice of the time through the gate when the export, import, re-export, import export temp re enter, move the gate, Vietnam territory transit of animals, animal products in accordance with the legislation on animal health of Vietnam.

2. A fine of 2,000,000 VND to 4,000,000 VND for the behavior does not have a valid quarantine records when the export, import, re-export, import export temp re enter, move the gate, Vietnam territory transit of animals, animal products.

3. A fine of 5,000,000 VND to 10,000,000 VND for one of the following violations: a) does not make the quarantine of animals, animal products as defined when export, import, re-export, import export temp re enter, move the gate, Vietnam territory transit of animals, animal products;

b) import, re-export, import export temp re enter, move the gate, Vietnam territory transit of animals, animal products is not correct or incorrect Gate type recorded in the quarantine certificates;

c) import, re-export, import export temp re enter, move the gate, Vietnam territory transit of animals, animal products are not enough veterinary hygiene standards;

d) Not recovered animals, animal products was too was due to re-export;

DD) put the animals, imported animal products to track improper quarantine location has been approved or taken to the quarantine where not enough number of animals, animal products under quarantine records;

e) did not approve the regulations on veterinary medicine for animals, animal products are monitored during quarantine;

g) arbitrarily stevedoring or scrap the transport of animals, animal products import, re-export, import export temp re enter, move the gate, unauthorized transit of animal quarantine agencies;

h) carriage of animals, animal products to temporarily enter the re-export, transfer, transit is not correct route or arbitrarily stopped at points not animal quarantine agency regulations.

4. A fine from 10,000,000 to 15,000,000 VND VND for one of the following violations: a) To animals temporarily enter the re-export, transfer, transit contact with farmed animals on the territory of Vietnam;

b) does not approve of the measures disposed of veterinary hygiene under the guidance of animal quarantine agencies for animals, animal products import, re-export, import export temp re enter, transfer, transit the territory of Vietnam not enough veterinary hygiene standards;

c) Not accepted measures of veterinary hygiene processing according to the requirements of animal quarantine agencies to identify animals, animal waste, fillers, food scraps and packaging, animal products and other waste during transportation.

5. Fine fellow to 20,000,000 15,000,000 VND for one of the following violations: a) inform the competent veterinary authorities to quarantine track after animals, animal products are taken to the quarantine location;

b the Executive or non-executive) but not enough track time limit quarantine was put out of use, trading animals, imported animal products.

6. Fine fellow to 20,000,000 25,000,000 Council for violations of the non-observance of sanitary disposal measures of animal health as determined by the competent veterinary authority for animals, animal products infected with the pathogen belongs to the category of dangerous diseases or categories of diseases have to publish epidemic or infection of strange creatures harm.

7. Fine fellow to 25,000,000 30,000,000 VND for one of the following violations: a) the import, export, re-export import temporarily re-enter, transfer, transit the territory of Vietnam infected animals, animal products carrying the pathogen in the category of diseases have to publish epidemic under the provisions of the law of Vietnam's animal health;

b) dispose of identified animals, waste, food scraps, junk, other items relevant to imports containing dangerous pathogens, other malicious elements in the place of quarantine gate before the animal quarantine agencies handle veterinary hygiene.

8. A fine of 30,000,000 VND to 40,000,000 for the copper acts brought into the territory of Vietnam swabs, objects quarantined animals, animal products without making the room as prescribed and do not have the text of the Department of animal health.

9. additional sanctions: deprived of the right to use the business license there is no time limit for violation of the provisions of paragraph 8 of this Article.

10. The remedial measures: a) forced the re-export of animals, animal products for violating the rules in points b, d, paragraph 3 of this article;

b) forced the re-export or forced the destruction of animals, animal products, animal, animal waste in the event of no re-export is to violate the provisions of paragraphs 7, 8.

Article 15. Violation of regulations on the control of slaughter animals, terrestrial animal products 1. A fine of 300,000 to 600,000 Dong Dong from for one of the following violations of individuals, organized the slaughter of animals, animal products to business: a) does not make the slaughter of animals to slaughter business focus with regard to where the slaughter;

b) does not warrant veterinary sanitation or water use non standard veterinary hygiene during slaughter;

c) does not subscribe to the competent veterinary authority made slaughter control with respect to the place of slaughter yet focused.

2. A fine for violation of slaughter animals concentrate, preliminary base animal products according to the following penalties: a VND 500,000 fine) to 1,000,000 VND for the behavior not implemented regulations on sanitation, disinfectant deodorant daily basis, periodic or not clean toilet for animals before slaughter;

b) a fine of 2,000,000 3,000,000 for copper to copper acts does not make separation of infected animals, own the affected facilities, infected, affected facilities to slaughter later or not at the request of the executive officers control the slaughter about to, marked for non standard products of veterinary hygiene.

c) fine from copper to 3,000,000 4,000,000 VND for deliberately putting water or behavior of other substances on animals before, after slaughter aimed at cheating in business;

d) fine from 5,000,000 4,000,000 VND to Council for misconduct made with respect to the disposal of animals, animal products are not enough veterinary hygiene standards;


DD) fine from 5,000,000 to 8,000,000 copper copper for acts not registered to the competent veterinary authority made the control of slaughter of animals, animal products or animal slaughtering, processing animal products of unknown origin, origin.

3. additional sanctions: animal products seized for violation of the slaughter of animals, animal products of unknown origin VND account specified in point 2 of this.

Article 16. Violation of veterinary hygiene regulations in trading of animals, animal products 1. Fines for the behavior of animal products not yet competent veterinary authorities checking sanitary veterinary (seal, roller seal slaughter control, veterinary hygiene stamps level) according to the following penalties: a) caution or a fine from 50,000 to 100,000 Dong Dong when animal products worth up to 500,000;

b) fines from 100,000 to 200,000 Dong Dong when animal products worth over 500,000 to 1,000,000 copper;

c) fine from 200,000 to 400,000 bronze bronze animal products valued at over 1,000,000 to 2,000,000 VND vnd;

d a fine of 300,000 to copper) 600,000 Dong when animal products valued at over 2,000,000 to 5,000,000 đồng;

DD) fine from 1,000,000 to 1,500,000 Dong Dong when animal products worth over 5,000,000 VND to 10,000,000;

e) fine from 1,500,000 to 2,500,000 copper bronze animal products valued at over 10,000,000 VND to 20,000,000;

g) fine from 5,000,000 3,000,000 Dong to Dong when animal products worth over 20,000,000 30,000,000 to the Council;

h) fine from copper to copper 9,000,000 6,000,000 when animal products worth over 30,000,000 VND to 70,000,000;

I) fine from 10,000,000 to 15,000,000 Board Council when animal products worth over 70,000,000 to 100,000,000 đồng;

k) a fine fellow to fellow 20,000,000 15,000,000 words when animal products worth over 100,000,000 VND and above.

3. The Chairman of the provincial people's Committee has the right to sanction the administrative violations specified in chapter II of this Decree in the locality include: a) caution or impose a fine to a maximum prescribed in this Decree is 40,000,000;

b) deprived of the right to use the certificate to practice veterinary medicine;

c) confiscated exhibits, the means used to administrative violations;

d) apply remedial measures prescribed in paragraph 3 article 7 of this Decree.

Article 31. The authority sanctioning administrative violations of other agencies 1.
