Pursuant to Decree No. 48/2008/ND-CP on April 17, 2008 of the Government functions, tasks, powers and organizational structure of the Ministry of the Interior;
Pursuant to Decree No. 88/2003/ND-CP dated 30 July 2003 of the Government regulations on the Organization, operation and management of the Association;
Consider the proposals of the President of the Association of victims of Agent Orange/dioxin Vietnam and Director of the non-governmental organization, Decisions 1. Approval of the Charter (revised) the Association of victims of Agent Orange/dioxin Vietnam (term of 2008-2013) has been the National Congress II adopted on December 2, 2008, in Hanoi.
Article 2. The decision is effective from the date of signing.
Article 3. President of the Association of victims of Agent Orange/dioxin Vietnam, Director of the non-governmental organization and the Chief of the Interior Ministry is responsible for the implementation of this decision.

The Association operates under the laws of the State of the Socialist Republic of Vietnam and according to this Charter. The society is a member of the Vietnam Fatherland Front. The Ministry of natural resources and environment, Ministry of labor, invalids and Social Affairs. The society for the management of the State.
The Association, in partnership with organizations in the country and the world according to the principles of equality, mutual respect, in accordance with the laws of the State of Vietnam, the international treaties to which Vietnam join the signing, or acknowledged, in accordance with international practices.

Article 2. The nature Society is a social organization of the Agent Orange victim are citizens of the Socialist Republic of Vietnam and the active voluntary personal contributions of effort, intelligence, money to help the victims of Agent Orange, remedial us-chemical toxins used in the Vietnam war.
Article 3. Philosophy, purpose 1. The society was established to mobilize all potential of the society, the philanthropist in the country and abroad, to create conditions to help the victims of Agent Orange and family community, the society contributes to the building and defense of the Socialist Vietnam.

Article 14. The Executive Board 1. The Executive Board is the agency leadership between the two congresses. 5. The decisions and resolutions of the Executive Board are adopted by voting and only valid when over 50% of the total number of Executive Board members attended the meeting. Article 28.
