Pursuant to the law on organization of the Government of 25 December 2001;

Pursuant to the law on road traffic, November 13, 2008;

Considering the recommendation of the Minister of transport, the DECREE: chapter I GENERAL PROVISIONS article 1. Scope this Regulation Decree about taking the driver's traffic is alien and freight cars of foreigners registered in foreign countries have the right driver in traffic in Vietnam; the responsibility of the individual organizations concerned.

Article 2. Application object 1. This decree applies to organizations, individuals, organizations, Vietnam foreign individuals related to the freight cars of foreigners registered in foreign countries have the right driver in traffic in Vietnam.

Article 6. Article 8. The responsibility of the Ministry of Foreign Affairs in collaboration with the Ministry of transportation in the approved alien's cars are registered in foreign countries have the right driver in traffic in Vietnam.

Article 9. The responsibility of the Ministry of finance, in cooperation with the Ministry of public security, the Ministry of defence in the procedure of temporary import, re-export of alien cars are registered in foreign countries have the right driver.

Article 10. The responsibility of the Ministry of public security 1. Article 11. The responsibility of the Department of Defense Organization check, control, in cooperation with the Ministry of public security, the Ministry of finance in the resolution of the temporary import, re-export procedure for cars of foreigners registered in foreign countries have the right driver in traffic in Vietnam.

Article 12. The responsibility of the Ministry of culture, sports and tourism in collaboration with the Ministry of transport, Ministry of public security, Ministry of Foreign Affairs, the Ministry of defence, the Ministry of finance organization, Operations Manager of the cars of the aliens registration in foreign countries have the right driver in traffic in Vietnam with the intent to join the tour.

Article 13. The responsibility of the provincial people's Committee directed the local authorities implemented the management, check the operation of the cars of the aliens registration in foreign countries have the right driver in traffic in Vietnam in accordance with the provisions of this Decree.

Chapter IV article 14 ENFORCEMENT TERMS. Effective enforcement of this Decree has effect as from November 15, 2009 article 15. Responsibility of Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the provincial people's Committee, the central cities, businesses and individuals concerned is responsible for the implementation of this Decree.
