Article 12. The responsibility of the public safety agency 1. c) of diplomatic missions abroad; the Agency, foreign organizations operating in Vietnam by Vietnam's central agency licensed establishment, operation;
d) agencies, organized by the Vietnam overseas operations under the authority of the management bodies, the Central Organization;
DD) organization by the central organs economy established, licensed activity;
e) agencies, foreign organizations carrying the seal in Vietnam use.

3.
