The STATE BANK _ _ _ _ _ _ _ the SOCIALIST REPUBLIC of VIETNAM independence-freedom-happiness _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ numbers: 05/2009/TT-NHNN Hanoi, March 2, 2010 CIRCULAR amending some articles of circular No. 14/2009/TT-NHNN dated Jan. 16, 2009 detailing the implementation of the support for the interest on loans of the poor and other policy objects in the main bank social policy _ _ _ _ _ _ _ _ _ _ _ _ _ the base resolution No. 30/2008/NQ-CP on December 11, 2008 by the Government about the urgent solution to prevent economic recession, maintain economic growth, ensuring social security;
Pursuant to decision No. 579/QĐ-TTg dated May 6, 2009 by the Prime Minister to support the interest rate for the loan at the Bank of social policy;
Pursuant to decision No. 622/QD-TTg on October 17, 2009 by the Prime Minister about the amendments and supplements of decision No. 579/QĐ-TTg dated May 6, 2009 by the Prime Minister to support the interest rate for the loan at the Bank of social policy;
Pursuant to decision No. 25/QĐ-TTg dated 7 January 2010 in Prime's amending Decision No. 622/QD-TTg dated 17 May 2009 day of the Prime Minister;
The State Bank of Vietnam amending some articles of circular No. 14/2009/TT-NHNN dated Jan. 16, 2009 detailing the implementation of the support for the interest on loans of the poor and the other at policy objects social policy Bank (hereinafter referred to as the interest rate support) as follows : article 1. Modify article 3, 4 and annex to circular No. 14/2009/TT-NHNN: 1. Point h paragraph 2 of article 3 is amended as follows: "h) tracking, timely, accurate statistics, the loans are interest rate support for the internal audit, report to the State Bank of Vietnam and the check , the supervision of the competent State agencies; Open the account or apply the appropriate management system to monitor private accounting the loan interest assistance, the amount of interest the loan interest assistance by the State Bank of Vietnam ".
2. Paragraph 1 article 4 is modified as follows: "1. Quarterly, the State Bank of Vietnam from funding the interest transferred to the social policy Bank to a maximum of 95% of loan interest rates have supported the interest rate according to the report of the social policy Bank on the implementation support loan interest (form number 2 and 3). The transfer of loan interest rates have supported the remaining interest is made after the end of interest rate support, the State Bank of Vietnam received the report about the Bank's interest rate support social policy. ".
3. Point a, b paragraph 3 article 4 is modified as follows: "a monetary policy): coordinate with the units of the State Bank of Vietnam to handle the problems of interest rate support mechanisms; get the paper register interest support plan and the report on the situation to support the Bank's interest in social policy.
b) transaction: performing accounting, transfer the money to the bank interest rate support social policy according to the announcement of the monetary policy and the decision of the Governor of the State Bank ".
4. Remove the phrase "and the Finance Ministry" in point g of clause 2 of article 3; replace the phrase "Department of finance" by the phrase "the State Bank of Vietnam" in column (7) Form 2 and 3 annexes to circular No. 14/2009/TT-NHNN.
Article 2. Implementation 1. This circular has effect from the day of signing.
2. Office, Director of monetary policy and the heads of the units of the State Bank, Director of the State Bank branch in the province, central cities, Chairman of the Board and General Director of the social policy Bank, customer loans at the Bank of social policy is responsible for the implementation of this circular.
