The DECREE About creation, evaluation, approval and management of urban planning base GOVERNMENT Government Organization Law on 25 December 2001;
Pursuant to the law on urban planning, June 17, 2009;
Considering the recommendation of the Minister of construction of the DECREE: chapter I GENERAL PROVISIONS article 1. Scope this Regulation Decree about creation, appraisal, approval of urban planning; construction management under planning; conditions of the capacity of the Organization, individuals involved in urban planning.
Article 2. Urban planning time 1. Common planning time municipality: a) to the central cities, time planning task not so 3, time, projects do not exceed 15 minutes;
b) for provincial city, town, new town, no task too time 2, time and projects not exceeding 12 months;
c) towards the town, time quest not so 1, and time to projects not exceeding 9 months.

Chapter II conditions, the CAPACITY of the ORGANIZATION consulting, INDIVIDUALS INVOLVED in URBAN PLANNING and SELECTION ADVISORY ORGANIZATION FORMED URBAN PLANNING category 1 eligibility, the CAPACITY of the ORGANIZATION consulting, INDIVIDUALS INVOLVED in PLANNING for the MUNICIPALITY of article 5. General conditions of organization consultants, individuals involved in urban planning 1. Article 6. Conditions and certificate authority practice of architects, engineers, urban planning of individuals 1. Individuals are granted the certificate of practice of architects, urban planning engineer must have a university degree in architecture, planning, urban infrastructure, urban economics; join experienced minimal planning design for 5 years and has participated in the design of at least 5 projects of urban planning was approved.

Section 2 SELECTION ADVISORY ORGANIZATION FORMED URBAN PLANNING article 12. Choose planning consultant organization municipality 1. Article 18. b) analysis, predicts the positive and negative impacts that affect the environment; the proposed system of environmental protection criteria to offer space planning solutions and optimal infrastructure for the planning area;
c) proposed solutions to minimize, remedy the effects for the population, the natural landscape; air, noise when implementing urban planning;
d) plan the technical environment monitoring, management and environmental monitoring.
8. The planning of land use and ground infrastructure system is shown on map 1/2,000/5,000 or 1.
Article 20. The content detailed plan 1. Analysis, evaluation of natural conditions, the reality of building land, residential, social, architectural, landscape, technical infrastructure; the regulation of overall planning, the planning sector relevant to the planning area.
2. Identify indicators of land use planning, social infrastructure and technical infrastructure for the entire planning area.
3. Planning of land use master plan: defining functions, indicators of land use planning of urban building density, land use coefficient, high rise buildings, some backward works for each plot of land and roads; the location, the scale of the work (if any).
4. Determine the height, reinforced floor and the first floor ceiling; architectural forms, fences, colours, materials of buildings and other architectural objects for each plot of land; the Organization of public greenery, Garden, Green Street and the water in the area of planning.

d) plan the technical environment monitoring, management and environmental monitoring.

b) construction investment projects stipulated in clause 3 and 4 Article 36 of this Decree in the districts.
