The Ministry of culture, sports and tourism of forth the inventory of intangible cultural heritage and the establishment of science non-object cultural heritage for inclusion in the directory of intangible cultural heritage of countries as follows: chapter I GENERAL PROVISIONS article 1. Object, scope 1. This circular regulates the inventory of intangible cultural heritage and the establishment of science non-object cultural heritage for inclusion in the directory of intangible cultural heritage of countries.

2. This circular apply to agencies, organizations and individuals, Vietnam; agencies, organizations, foreign individuals and Vietnam who settled abroad join inventory of intangible cultural heritage and the establishment of science non-object cultural heritage for inclusion in the directory of intangible cultural heritage in Vietnam.

Article 2. Explanation of terms In this circular, the terms below are interpreted as follows: 1. 3. Chapter II SPECIFIC PROVISIONS 1. INVENTORY of INTANGIBLE CULTURAL HERITAGE article 4. Inventory objects 1. Inventory objects are intangible cultural heritage, including the following types: a) the voice, the written word of the peoples of Vietnam;

d) social practices, including legal procedures, incense, ritual, ethical standards and customs;

e) traditional craftsmanship;

f) folk knowledge, including knowledge about nature, human life, labor, manufacturing, pharmaceutical, medical, culinary, traditional costumes and the knowledge of other folk.

Article 5. The content inventory The inventory needed to collect information has the following content: 1. Name: specify the common name and another name (if available);

5. Description: a) the process of birth, existence of intangible cultural heritage;

b) forms of expression, process practices, structures, artifacts and the culture associated with the physical product, the spirit created in the process of practicing the intangible cultural heritage;

6. Current status: identifies the ability to maintain, at risk, cause a tomorrow of cultural heritage intangible;

7. evaluation: determine the value of history, culture, science and the role of intangible cultural heritage for community life today;

8. Proposed measures for protection;

9. Set up folders of documents related to the intangible cultural heritage, including publications, fill survey data and other material. 

Article 6. Inventory method 1. Fill out the survey, interviewing, recording, recording, photographing, filming to collect information and chemical data non-object cultural heritage.

Article 7. The process of organizing inventory 1. Inventory processes: a) research collection, the existing information related to the inventory objects;

Article 8. The inventory records 1. The inventory records include: a) the inventory results report: presents basic information about the process of inventory, quantity, name, type, value, status, protection measures and promote the value of intangible cultural heritage. The inventory report must be signed by the head of Department inventory;

b) inventory Votes;

c) catalog inventory of intangible cultural heritage;

d) tape recorder, recording, photographs, diagrams, maps, drawings;

2. inventory records are kept at the Department of culture, sports and tourism.

Article 9. The report and the inventory results 1. The Director of the Department of culture, sports and tourism are responsible to report people's Committee Chairman issued the results of the inventory and the inventory results.

2. The Director of the Department of culture, sports and tourism is responsible for reporting to the Minister of culture, sports and tourism results in local inventory annually. The time limit for slow reports on 31 October at the latest.

Section 2. ESTABLISHMENT and EVALUATION of the SCIENTIFIC RECORD INTANGIBLE CULTURAL HERITAGE for INCLUSION in the DIRECTORY of INTANGIBLE CULTURAL HERITAGE of the COUNTRY article 10.
