Pursuant to Decree No. 178/2007/ND-CP dated 03/12/2007 of the Government functions, tasks, powers and organizational structure of ministries, ministerial agencies;

Pursuant to Decree No. 186/2007/ND-CP on December 25, 2007 of the Government functions, tasks, powers and organizational structure of the Ministry of labor, invalids and Social Affairs;

Pursuant to decision No. 17/2007/QD-TTg dated January 29, 2007 the Prime Minister's approval of the regulation to receive and support community reintegration for women, children trafficked from overseas.

The Ministry of finance, Ministry of labor, invalids and Social Affairs amending, supplementing circular No. 116/TTLT/BTC-BLDTBXH on 27/9/2007 of the Ministry of finance, Ministry of labor, invalids and Social Affairs Guide content, a verification expenses level, reception and support women, children trafficked from abroad back to community reintegration as follows : article 1. Replace the content of point c, paragraph 3, item II of circular No. 116/TTLT-BTC-BLDTBXH by the following text: c) spent on counseling, psychological support, education, health, careers in the base of support.

Article 2. Replace the contents of paragraph 2 of section III of the circular No. 116/TTLT-BTC-BLDTBXH by following: a) the victim after being received at the receiving facility or base support is reviewed once subsidized, clothes, personal items needed. Costs are calculated on the basis of the actual price of the locality but not exceeding 200,000 VND/person.

b) midfielder born women with 20,000 VND/person/month.

c) food with 20,000 VND/person/day.

d) during their stay in the receiving facility or base of support, if the victim is ill are treated to recuperation then reviewed medical assistance and medicines; liver disease cases exceeds the ability of the treatment facility is transferred to the State's hospital treatment, the cost of examinations, medicines and treatment in time due to the heads of institution or Foundation support support review. The level must not exceed 1,000,000 VND/person/treatments.

e) where victims died during their stay in the receiving facility or base of support, after the conclusion of the competent authority, after 24 hours that relatives did not come up with or without conditions, then buried the heads of institution or base support organization responsible for burial. Funeral cost level is 3,000,000 đồng per person.

g) food aid in time go the way is 20,000 VND/person, must not exceed 5 days.

h) levels of support ship money, car calculated on actual distance and fares of public transport. Reception facility, the base of support is responsible for train tickets, airport grants for victims.

Cases victims were children without relatives to pick the layout support base officials put children on the place of residence or contact labor Agency, invalids and Social Affairs where children reside to reception.

I) costs for expert advice, psychological support for victims is 50,000 VND/class, must not exceed 20 sessions.

Article 3. Replace the content of point a and point b, paragraph 4, item III circular No. 116/TTLT-BTC-BLDTBXH by following: a) if victims in poor households (according to poverty due to the Prime Minister issued each period) or the circumstances are special hardship families (by the President of the people's Committee of social validation) shall be considered the initial difficulties with subsidies to a minimum is 1,000,000 VND/person.

b) victim if need be considered, apprenticeship funding apprenticeship once with 1,000,000 VND/person/vocational courses.

Article 4. Replace paragraph 1 of section IV circular No. 116/TTLT-BTC-BLDTBXH by the following text: 1. support procedure victims reintegrate the community: To get the account support reintegrating communities specified in section III of the circular No. 116/TTLT-BTC-BLDTBXH and in article 2, article 3 of this circular , within a period of 12 months (from the date the relevant certification authority on water) the victim or the family of the child is the victim must send the social people's Committee (the 01 attached circular).

Article 5. Effective enforcement of this circular effect after 45 days from the date of signing.
