President Finance-Ministry of health amending and supplementing a number of circular No. 88/2005/TTLT-BTC-BYT dated 11/10/2005 of the Ministry of Finance-Ministry of health guidelines financial management mechanisms and some of the costs of the project "prevention of HIV/AIDS in Vietnam" by the World Bank's aid non-refundable as follows : article 1: amendment, addition of a score of circular No. 88/2005/TTLT-BYT-BTC: 1. Modify section 2 of part I, as follows: 2. 4.2.2. for PPMU a. spend on the activities of the 8 provincial action program: includes (1) information, educational programs, and media aims to behavior change room HIV/AIDS; in collaboration with the program on prevention of vices drugs, prostitution to prevent HIV/AIDS; (2) intervention programs minimize harmful effects in the prevention of HIV/AIDS; (3) the health care program, to support people infected with HIV/AIDS; (4) the monitoring program in HIV/AIDS monitoring and evaluation program; (5) the programme approach to the treatment of HIV/AIDS; (6) prevention of transmission of HIV from mother to child (7) the program management and treatment of sexually transmitted infections sexually; (8) the program increases the capacity and international cooperation in the prevention of HIV/AIDS.

3. Modify details section 5, 5.1, 5.1.3 part II as follows: CPMU is directly performed the procedure to withdraw capital from the WB. CPMU might consider adopting the form of funds From the special account, the special account addition, payback, direct payment and letter of commitment as specified in circular No. 108/2007/TT-BTC on 7/9/2007 of the Ministry of Finance on the management and disbursement of official development assistance resources.
4. Modify the properties, 6.2 points 6.2.3, section 6, part II as follows: 6.2.3. c. 5.
