The aid agreement bases the number 152-VN on 26/5/2005 between the Government of the Socialist Republic of Vietnam and the International Development Association of the non-refundable aid to the project "prevention of HIV/AIDS in Vietnam";
President Finance-Ministry of health amending and supplementing a number of circular No. 88/2005/TTLT-BTC-BYT dated 11/10/2005 of the Ministry of Finance-Ministry of health guidelines financial management mechanisms and some of the costs of the project "prevention of HIV/AIDS in Vietnam" by the World Bank's aid non-refundable as follows : article 1: amendment, addition of a score of circular No. 88/2005/TTLT-BYT-BTC: 1. Modify section 2 of part I, as follows: 2. The funding of Total project funding and the structure of the funding source of the project "prevention of HIV/AIDS in Vietnam" (hereinafter referred to as the project) set forth in decision No. 260/QD-BYT on 04/02/2005 of the Minister of Health approved Browse the project "prevention of HIV/AIDS in Vietnam", the aid agreement No. 152-VN on 26/5/2005 between the Government of the Socialist Republic of Vietnam and the International Development Association and the aid agreement amending supplements (if any) when other sponsors through World Bank funding for the project.
2.1. non-refundable aid on capital of the WB and the liabilities due to other sponsors through World Bank funding for the project.
2.2. the reciprocal Capital of the Government of the Socialist Republic of Vietnam: a. contributed by the facilities, technical equipment, staff from existing partners of the project beneficiaries;
b. monetary contribution be allocated through the budget of the Central and local levels to the stores merchandise, activities of the Pmu in Central and local GOVERNMENT EXCESSIVE guarantee under the current GOVERNMENT EXCESSIVE hierarchy:-for the central project management: by NSTW layout in the estimation of annual GOVERNMENT EXCESSIVE spending of the Ministry of health.
-For the management of local project: due to NSĐP guarantee.
2. Modify the point 4.2, item 4 of part I as follows: 4.2. Assign Task 4.2.1. With regard to CPMU a. implement the procurement form as provided by the WB for medical equipment, Office equipment, drugs, vehicles and other specialized equipment to provide for the beneficiary of the project.
b. repair small Genus treatment facility at the center of healing, education and social workers and district/health centre district (or other medical institutions are the Ministry of health choice) c. d. read for individual consultants and consulting units within and outside the country.

The rate of disbursements under the capital source for each category of expenditure made as defined in the Treaty of the aid of 152-VN on 26/5/2005 between the Government of the Socialist Republic of Vietnam and the International Development Association and the aid agreement amending supplements (if any).
4.2.2. for PPMU a. spend on the activities of the 8 provincial action program: includes (1) information, educational programs, and media aims to behavior change room HIV/AIDS; in collaboration with the program on prevention of vices drugs, prostitution to prevent HIV/AIDS; (2) intervention programs minimize harmful effects in the prevention of HIV/AIDS; (3) the health care program, to support people infected with HIV/AIDS; (4) the monitoring program in HIV/AIDS monitoring and evaluation program; (5) the programme approach to the treatment of HIV/AIDS; (6) prevention of transmission of HIV from mother to child (7) the program management and treatment of sexually transmitted infections sexually; (8) the program increases the capacity and international cooperation in the prevention of HIV/AIDS.
b. procurement Expenditure of the Office equipment due to management and use PPMU.

d. increased operational Expenditure: includes travel expenses and allowances for project staff, office expenses, communication expenses and postal services, the costs related to the tender, but does not include salaries and salary allowances for civil servants.

3. Modify details section 5, 5.1, 5.1.3 part II as follows: CPMU is directly performed the procedure to withdraw capital from the WB. CPMU might consider adopting the form of funds From the special account, the special account addition, payback, direct payment and letter of commitment as specified in circular No. 108/2007/TT-BTC on 7/9/2007 of the Ministry of Finance on the management and disbursement of official development assistance resources.
4. Modify the properties, 6.2 points 6.2.3, section 6, part II as follows: 6.2.3. c. The PPMU disbursements is lower than 50% of the capital in the first six months, the Director of CPMU (after the Health Ministry and the WB approved) have the right to coordinate the funding for the other provinces are in demand and more positive disbursement schedule. This regulation is applicable from 2007 before closing the special accounts of the project.
5. Amend item 1, item 2, item 3 of part III as follows: additional items 1.3 to 1, part III with the content as follows: 1.3 adjust and some additional costs: The costs according to the attached annex will replace the old costs as soon as this circular has effective 2. 2.1 public money. The staff, project collaborators are employed to work regularly, not often in PPMU/CPMU is paid 100% from aid funds of the WB (the category of advice, the aid agreement annex 1). 3. Allowances allowances are applicable to civil servants, employees are sent to work part-time in the PMU. The allowance is paid from reciprocal capital of the project as specified in circular No. 219/2009/TT-BTC on 19/11/2009 of Ministry of finance regarding the issuance of a number of costs apply for projects that use funds official development assistance (ODA) debt.
