CIRCULAR additional amendments to some articles of the circular 25/2009/TT-BNNPTNT on 8/4/2010 and circular No. 06/2010/TT-BNNPTNT on 02/02/2010 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to Decree No. 01/2008/ND-CP dated 03/01/2008 the Government's tasks, functions, powers and organization of the Ministry of agriculture and rural development; Decree No. 75/2009/ND-CP on 10/9/2009 by Government to modify article 3 of Decree 1/2008/ND-CP dated 03/01/2008 of the Government functions, tasks, powers and organizational structure of the Ministry of agriculture and rural development;
Basing the Ordinance on food safety, July 26, 2003;
The base veterinary Ordinance No. 18/2004/PL-UBTVQH11 on 29/4/2004;
Pursuant to Decree 163/2004/ND-CP on 7/9/2004 detailing the Government's implementation of some articles of the Ordinance on food hygiene and safety;
Pursuant to Decree 32/2005/ND-CP on 15/3/2005 of the Government detailing the implementation of a number of articles of the Ordinance on veterinary medicine; Decree 119/2008/ND-CP on November 28, 2008 the Government's amendments and supplements to some articles of Decree 32/2005/ND-CP on 15/3/2005 of the Government detailing the implementation of a number of articles of the Ordinance on veterinary medicine;
The Ministry of agriculture and rural development amending, supplementing some articles of the circular 25/2009/TT-BNNPTNT on 8/4/2010 and circular No. 06/2010/TT-BNNPTNT on 02/02/2010 are as follows: article 1. Additional amendments to circular 25/2009/TT-BNNPTNT on 8/4/2010 of the Ministry of agriculture and rural development working instructions check the food safety for goods of animal origin imported 1. Addition to Article 3a are as follows: "3a. Merchandise imports of animal origin used in the processing of raw materials, processing for export are not required to implement the provisions of article 5 paragraph 1 circular 25/2009/TT-BNNPTNT on 8/4/2010 Guide to the inspection of food hygiene and safety for goods of animal origin import ".
2. additional account 10 Article 22 the following: "9. Inspect, monitor the implementation of article 1 paragraph 1 of this circular and handled the offense under the provisions of the law ".

Article 2. Modifying, supplementing circular 06/2010/TT-BNNPTNT on 02/02/2010 of the Ministry of agriculture and rural development regulation on quarantine procedures, process seafood, seafood products 1. Additional amendments article 16 as follows: a. modifying, supplementing clause 1 "1. For imported seafood products used as raw materials, export processing, shippers have to quarantine import registration with the veterinary agency where the import formalities ".
b. modify, supplement paragraph 3 "3. For fishery products imported as raw materials for export processing, machining, the veterinary authorities have a responsibility to answer the shippers within 3 (three) working days from the date of receiving a valid profile ".
c. modify, complement clause 4 "4. For imported seafood products used as raw materials, export processing, within 4 days (four days) work, shippers must declare to the veterinary authority in the region where the import formalities ".
2. additional amendments to article 28 as follows: a. additional c paragraph 1 "c. quarantine organization and quality control, food hygiene and safety for seafood shipments, imported seafood products".
b. repealed c clause 2 and clause 4 of article 3. Effective enforcement of this circular are effective from the date of signing.
Article 4. Responsible for enforcement of the Chief of the Department, Director of quality management products and fisheries, Director of animal health, the heads of the units of the Ministry and other organizations and individuals concerned is responsible for the implementation of this circular.
