Pursuant to Decree 1/2008/CP dated 03/01/2008 of the Government functions, tasks, powers and organizational structure of the Ministry of agriculture and rural development; Decree No. 75/2009/ND-CP on 10/9/2009 of the Government on the amendment of article 3 of the Decree 1/2008/ND-CP dated 03/01/2008 of the Government;

The French base food safety order No. 12/2003/PL-UBTVQH Committee was passed by Congress on July 26, 2003;

The base veterinary Ordinance No. 18/2004/PL UBTVQH-be National Assembly Committee passed on 29 April 2004;

Pursuant to Decree No. 163/2004/ND-CP dated 7 September 2004 from the Government detailing the implementation of a number of articles of the Ordinance on food hygiene and safety;

Pursuant to Decree No. 32/2005/ND-CP dated 15 March 2005 of the Government regulations detailing the implementation of a number of articles of the Ordinance on veterinary medicine; Decree No. 119/2008/ND-CP on November 28, 2008 the Government's amendments and supplements to some articles of the Decree No. 32/2005/ND-CP dated 15 March 2005 of the Government regulations detailing the implementation of a number of articles of the Ordinance on veterinary medicine;

The Ministry of agriculture and rural development amending, supplementing some articles of the decision No 86/2005/QD-BNN on December 26, 2005 and circular No. 12/2009/TT-BNNPTNT on 02/02/2010 are as follows: article 1. Additional amendments to the decision No 86/2005/QD-BNN on December 26, 2005 of the Ministry of agriculture and rural development regulation forms of animal quarantine, animal products; veterinary hygiene inspection 1. Amendment 23 article 3 as follows: "23. Quarantine certificate for imported animal products are not used as food (model 23) ".

2. additional clause 23a article 3 as follows: "23a. A certificate of quarantine and food safety animal products imported for use as food (model 23a) ".

Article 2. Modifying, supplementing circular No. 09/TT-BNNPTNT on 02/02/2010 of the Ministry of agriculture and rural development regulation on quarantine procedures, process seafood, seafood products 1. Amendment 7 article 4 clause as follows: "7. quarantine certificate of fisheries, aquatic products import not used as food (form 7)".

2. additional paragraph 7a to article 4 as follows: "7a. A certificate of quarantine and food safety fisheries and seafood products imported for use as food (model 7a) ".

Article 3. Effective enforcement of this circular are effective from the date of signing.

Article 4. Responsible for enforcement of the Chief of the Department, Director of animal health, the heads of the units of the Ministry and other organizations and individuals concerned is responsible for the implementation of this circular.
