The DECREE stipulates detailed and active Law enforcement measures of the Red Cross _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the GOVERNMENT pursuant to the law on organization of the Government of 25 December 2001;
Pursuant to the law on the Red Cross activities in 3 June 2008;
Considering the recommendation of the Minister of the Interior, the DECREE: chapter I GENERAL PROVISIONS article 1. Scope and objects 1. This Decree detailing the item 2 article 17 about the support from the State budget for the activities of the Red Cross; paragraph 1 to article 18 on creating favorable conditions, make quick exit and entry procedures, customs men, money and material to serve the Red Cross operations in the event of a natural disaster, catastrophe, dangerous disease; paragraph 4 Article 22 on the establishment, organization, functioning and management of the Fund the Red Cross activities and active Law enforcement measures of the Red Cross.
2. This Decree shall apply to the institutions and individuals, Vietnam; organizations, foreign individuals, international organizations joined the Red Cross activities in Vietnam.
Article 2. Join the Red Cross activities of individual organizations 1. Individual organization Vietnam; organizations, foreign individuals, international organizations as active participants in a local Red Cross is in contact with the Red Cross, central cities, the provincial people's Committee, the central cities for guidance, information about the object of local needs, and how the Red Cross activities in organizations; When joining the Red Cross activities in several provinces, central cities must then contact the Vietnam Red Cross Society for guidance, information about the object, geographical, and coordination needs.

3. the Vietnam Red Cross Society is clue to receive and coordinate with foreign organizations, international organizations, the implementation of international projects, international funding and other international activities related to Red Cross activities in the case of the Red Cross operation is done from two provinces the central cities, and over. The Red Cross, central cities is the clue to receive and coordinate the implementation of activities organized by the Red Cross, foreign individuals, international organizations made within the province, the central cities.
Article 3. The policy for the active participation of the Red Cross 1. Active participants of the Red Cross, the achievements are rewarded according to the provisions of the law on competition, reward.
2. People who are directly involved in the activities of the Red Cross had an accident resulting in damage to health is supported: a) medical costs for the heal, restore health and function is lost or declined;
b) real income lost or decreasing; If the income of the victims is not stable and can not be determined, the applicable median income levels of workers of the same kind.
3. People are directly made brave Red Cross operation rescue people, property of the State and the people, if damaged for the network to be considered for recognition as martyrs; If injuries deplete the ability of labour from 21% or over shall be considered to enjoy policies as invalids, if injuries reduce the likelihood of labour from 5% to 21%, then enjoy the subsidy once under the provisions of the Ordinance on the incentive people to the revolution and the writing guide.
4. Funding sources, processes, procedures and records entitled the mode when the people directly involved in the activities of the Red Cross had an accident resulting in damage to health: a) medical expenses for the cure, rehabilitation and lost or reduced functionality:-case who are directly involved in the activities of the Red Cross have joined medical insurance the health insurance Fund: payments pursuant to the health insurance Law and the enforcement Guide text.
-Where people are directly involved in the activities of the Red Cross not to join health insurance: State budget support by the level of payment of the health insurance Fund. The funds follow the current hierarchy of the law on the State budget.
b) supports real income lost or loosening due to State budget guarantee under the current budget divisions.
c) Ministry of Interior in cooperation with the ministries, the organization concerned the regulation of processes, procedures, records, the support level of people directly involved in Red Cross activities specified in clause 2 of this Thing.
Chapter II support, ENABLING the RED CROSS ACTIVITIES in article 4. Support from the State budget for Red Cross activities 1. State Bank to support funding for the agencies, the unit when the competent authority was tasked with athlete, receiving, shipping, distribution of funds, in-kind relief in Red Cross activities according to the decentralized management of the current state budget, include: a) warehouse rent , station; receiving money and relief goods transport costs to users;

2. State budget support operations of the Red Cross granted under the provisions of the law on the State budget and other documents guiding the implementation.
3. The unit was tasked with athlete, receiving, shipping, distribution of funds, in-kind relief to State budget funding operations or is in State budget support, the use of sources of financing are delivered annually to pay the costs as specified in paragraph 1 of this article and in accordance with current legislation. The case of extraordinary costs, affecting the implementation of the regular tasks of the unit, the financial authorities report the same level to solve the jurisdiction or authority to decide.
4. The use of the support resource management, from the State budget for the Red Cross operation is performed according to the provisions of the law on the State budget.
Article 5. The Red Cross operational funds 1. Red Cross activities Fund include: a) Emergency Relief Fund of the Red Cross;
b) humanitarian assistance Fund of the Red Cross;
c) victim assistance Fund Agent Orange;
d) components of the Red Cross funds.
2. the Red Cross activities Fund was established, the Organization, operation and management under the provisions of Decree No. 148/2007/ND-CP dated 25 September 2007 of the Government on the Organization, operation of social funds, charitable foundation.
Article 6. Priorities, facilitate implementation of import procedures, export for medicines, smoking prevention and medical equipment in case of natural disaster, catastrophe, dangerous disease.
1. The import, export of medicines, smoking prevention and medical equipment in case of disaster, disaster, disease hazards is made according to the provisions of current legislation for import, export of goods under an emergency request.
2. The agencies, organizations, individuals have the responsibility to create favorable conditions, rapid implementation, import export procedures for medicines, smoking prevention and medical equipment to serve the Red Cross operations in case of natural disaster, catastrophe, dangerous disease under the guidance of the competent State bodies.
Article 7. Customs procedures for import, export goods served the Red Cross operations in case of natural disaster, catastrophe, dangerous disease 1. The Customs implementing customs procedures for import, export of goods served the Red Cross activities on emergency relief under the provisions of article 35 customs law and the provisions of Decree No. 154/2005/ND-CP dated 15 December 2005 from the Government detailing some of the customs law on customs procedures , check, customs supervision.
2. The Red Cross confirmed in writing the goods to be imported, export the active service of the Red Cross emergency relief and responsible before the law on validation of his organization.
Article 8. Priorities, facilitate implementation of the procedures of entry, exit and go back to the join the Red Cross activities in case of natural disaster, catastrophe, dangerous disease 1. d) legitimate source of revenue under the provisions of the law.

Article 11. Red Cross blood donation facility 1. Red Cross blood donation facility is the basis of blood donation by Vietnam Red Cross Society established in collaboration with the organizations, or individuals established to provide blood, blood products and emergency treatment of a patient.
2. the Red Cross blood donation facility performs the following activities: a) advocacy, mobilization volunteer blood donation;
b voluntary blood donation organization);
c) receive blood and blood product supply;
d) in collaboration with the health authorities in the tests, the technical process of preservation of blood and blood products.
3. the Red Cross blood donation facility self balancing expense to ensure the funding of activities. Funding activities of the Red Cross blood donation facility includes: a Source-level advocacy society of due) donations;
b) source of donations from organizations and individuals in the country and abroad;
c other legal revenues) under the provisions of the law.
4. The Ministry of health, in coordination with the ministries concerned specified operational conditions, the procedure established the Red Cross blood donation facility.
Article 12. Stations, Red Cross first aid points 1. Stations, Red Cross first aid point by Vietnam Red Cross Society established in collaboration with the organizations, or individuals established in the regular place of accident to perform first aid operation was originally prescribed in paragraph 3 article 9 of the law on the Red Cross activities.
2. The station, Red Cross first aid points are organized and operate under the regulations by the Vietnam Red Cross Society issued.

5. Ministry of health specified operational conditions, the procedures established, active license records of stations, Red Cross first aid points.
Article 13. The base first aid skills training Red Cross 1. Training first aid skills to the Red Cross by the Vietnam Red Cross Society established in collaboration with the organizations, or individuals formed to train skills, first aid method for staff, people in the community, agencies, businesses, schools and organizations, other individuals when required.
2. The base first aid skills training Red Cross order balance spending to ensure the funding of activities; organisation and operation according to regulations by Vietnam Red Cross Society issued. Funding activities of training first aid skills include: a Red Cross) by Source-level Assembly campaigned for donations;
b) resources from organizations and individuals in the country and abroad;

3. The Ministry of health stipulates the content first aid training program framework, first aid training and certification for students after the training.
4. The Ministry of education and training provisions first aid training in schools for teachers, students, and students in collaboration with the Vietnam Red Cross Society to implement.
Article 14. The team doctor, cure roving Red Cross 1. Vietnam Red Cross medical team, healing of the Red Cross to visit the sick, free healing for people in areas where socio-economic conditions are particularly difficult, or where natural disasters occur, disaster, disease and other areas when there is demand.
2. the consultation Team, healing roving Red Cross operation under regulation by the Vietnam Red Cross Society issued.

4. Ministry of Health regulates conditions of infrastructure, manpower and expertise of the team doctor, healing of the Red Cross.
Chapter IV article 15 ENFORCEMENT TERMS. Effective enforcement of this Decree has effect from the date of Feb. 25, 2011.
Article 16. Responsibility 1. The Minister of the Interior is responsible for implementation of this Decree.
2. Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of people's Committee of the province, central cities and other organizations and individuals concerned subject to enforcement of this Decree.
