Pursuant to circular No. 02/2008/TTLT-BTNMT-BNV on July 15, 2008 of Ministry of natural resources and environment, Department of the Interior manual functions, tasks, powers and structure of the specialized agencies on resources and environment in the people's committees of all levels;

The position and function 1. c) receiving, processing of data on resources and the environment; build, integrate, manage, update, exploit and use the database of resources and local environment;

d) provides data on resources and the environment for organizations and individuals, in accordance with the law.

DD) list building data on resources and the environment of the locality and the coordinating organizations published on the portal or electronic information page of the Department of natural resources and the environment and of the provincial level;

e) involved testing and suggestions form processing units, organizations and individuals violating the regulations on collecting, managing, updating, and use data mining resources and the local environment.

3. Organize the computerization of State administration of the Department of natural resources and the environment; the Organization of the activities promoting the application of information technology in the field of resources and the local environment; guidance, supervision, management of information systems and the software professional management.

4. Build, deploy the application program information technology of the Department of natural resources and the environment; administer the operation of technical infrastructure, maintain the operation of the electronic portal or electronic information page, electronic library, ensuring the provision of administrative services on the network in the scope of management of the Department of natural resources and the environment.

5. Manage, archive and organize supply, service, costs of extraction of aggregate data, information on resources and the environment in the scope of management of the Department of natural resources and the environment.

6. Evaluation of the project on the application of information technology, specialized software and databases within the Department's management of resources and the environment.

7. training organization, updated knowledge and the transfer of information technology applications, specialized application software for facility and the objects used as planned and approved programs.

8. The organization of construction, research and implementation of the program, the subject, the project on information technology, materials, resources and environmental data according to assigned by the Director of the Department of natural resources and the environment.

9. Collaboration with other units in the Department of natural resources and environment and related organizations perform guarantee safety and security in information systems, the electronic database of resources and the local environment.

10. Coordinate instructions, test, urging the implementation of legal documents in the field of information technology and application strategy implementation and development of information technology resources and the environment on the provincial level.

11. Perform services, technology transfer regarding the application of information technology in accordance with the law.

12. organizational management, public officials, employees, labour, finance, property in the scope of management of the center according to the hierarchy of the Department of natural resources and environment and the rule of law.

13. Statistical report on the field of information technology and of data on resources and the environment of the Department of natural resources and the environment.

14. Perform other duties by the Director of the Department of natural resources and environmental affairs.

Article 3. Organizational structure 1. Leadership Center: a) is the information technology center directors and not more than 2 Deputy Director.

b) Director information technology centre responsible to the Director of the Department of natural resources and the environment, before the law of all activities of the Centre;

c) Deputy Director, information technology center is the Help Center Director, in charge of one or some sectors the work assigned by the Center Director; responsible to the Director of the Center and before the law on the duties assigned. When the Director is absent, a Deputy Executive Director is authorized Executive Director of operations of the Center.

d) appointing, dismissing the Director, Deputy Director, information technology center to follow professional standards, career service, as prescribed by the law and according to the hierarchy of management officers of the provincial people's Committee.

Article 4. Payroll 1. 2.
