Pursuant to Decree No. 01/2008/ND-CP dated 9 January 2008 of the Government functions, tasks, powers and organizational structure of the Ministry of agriculture and rural development, and Decree No. 75/2009/ND-CP on February 10, 2009 by the Government on the amendments to article 3 of the Decree No. 01/2008/ND-CP dated 9 January 2008 of the Government functions duties, powers and organizational structure of the Ministry of agriculture and rural development;

Base Protection Ordinance and the quarantine on July 25, 2001;

Pursuant to circular No. 38/2009/TT-BNNPTNT on 28/6/2010 of the Ministry of agriculture and rural development regulation on plant protection drugs management.
The Ministry of agriculture and rural development of modified, added some content of circular No. 03/2009/TT-BNNPTNT on April 8, 2010 and circular No. 46/2009/TT-BNNPTNT on July 22, 2010 are as follows: article 1. Modifying, supplementing the content of circular No. 03/2009/TT-BNNPTNT on April 8, 2010 of the Ministry of agriculture and rural development on plant protection drugs categories are allowed to use, limited use, prohibits the use in Vietnam and circular No. 46/2009/TT-BNNPTNT on July 22, 2010 about the amendments , added some content of circular No. 03/2009/TT-BNNPTNT on April 8, 2010 about the issuing plant protection drugs categories are allowed to use, limited use, prohibits the use in Vietnam, including: 1. Modify organization name please subscribe, modify the name, form, subject rooms excluding , recording of (the Appendix 1 attached).

2. the official registration: 7 cases (including 5 kinds of insecticides, pesticides, disease type 01 type herbicide) to plant protection drugs use in Vietnam (Appendix 2 attached).

3. additional registration: 328 cases (including 164 insecticide, 116 drugs except disease, 26 types of herbicide, 13 drugs to regulate growth, real estate, 01-08 drugs except drugs except the mouse) on plant protection drugs categories are allowed to use in Vietnam (Appendix 3 attached).

Article 2. The export and import of plant protection drugs herewith made under Decree No. 12/2006/ND-CP dated 23 January 2006 from the Government detailing the trade Enforcement Act of purchase and sale of goods and international dealers buying, selling , processing and transit goods with foreign countries.

Article 3. This circular has the effect after 45 days from the date of signing.

Article 4. Director of Department of plant protection, Chief of the Ministry, heads of units of the Department and the organizations and individuals concerned is responsible for the implementation of this circular.
