DECISION of the ninth session, the National Assembly XII (From September 21 to 29, 2011) _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the NATIONAL ASSEMBLY of the SOCIALIST REPUBLIC of VIETNAM, pursuant to the Constitution of the Socialist Republic of Vietnam in 1992 was revised, some additional articles by resolution No. 51/2001/QH10;
Pursuant to the law the Organization of Congress, the Congressional session rules;
On the basis of consideration of the report of the Agency of the Congress, the President, the Government, the Prime Minister, the Supreme People's Court, the Supreme People's Procuratorate, the authorities and the opinions of the deputies;
RESOLUTION: i. on the SOCIAL-economic and STATE BUDGET 1. Basic Assembly endorsed the report of the Government and the authorities of additional assessment results to plan for socio-economic development, the State budget 2010 and the implementation of the plan for socio-economic development, the State budget in the first months of 2011.
In 2010, social-economic situation there was positive, the overall goal and 16 of the 21 targets primarily reached the plan, in which a number of high-performance indicators such as economic growth, the total export turnover, job creation, poverty State budget revenue, ... However, in the last two months of 2010 and the first months of 2010, the consumer price index, inflation increased at a high level; interest rates, the exchange rate fluctuates strongly; the gold market, Exchange complications, increases the risk of macroeconomic instability, making it difficult for the production, trading, influence the lives of people, not good impact to social psychology.

2. The National Assembly asked the Government to focus on several tasks in the coming period in order to make the goal a top priority is to curb inflation, stabilize the macro economy, ensuring social security:-strengthen the direction, administration, management and coordination of State agencies , the ministries ensure implementation in sync, logical, drastic, effective solutions that monetary policy and fiscal policy oriented in conclusion No. 02-KL/TW on January 16, 2011 of the Politburo about the socio-economic situation in 2011 and resolution No. 11/NQ-CP on February 24, 2012 of the Government about the solutions concentrated curb inflation, stabilize the macro economy, ensuring social security. -Urgently implement orientation, clearly define the roadmap model of growth and restructure the economy, restructure the allocation of resources for the industry, the sectors of the economy in a reasonable manner, perfect the mechanism of social investment policy; boost arrangements, privatization of State enterprises; public, transparent information on the financial situation, production and business operations of the State enterprises.
-The effective implementation of the programs of the social security guarantee, which concerns measures to support the new poor, poor accessibility escape households. Continue to improve and implement seriously the policy for people, social assistance policy. Expansion coupled with improving the quality of vocational training. Focus on jobs for rural workers, urban and youth to complete military service.

3. The Congress agreed with the plan allocation of 3,500 billion investment in return for Vietnam oil and gas group according to the process of Government. II. Activities of the President articulates the role of head of State in domestic, foreign, contributed to promoting cooperation in many aspects between Vietnam with countries and regions in the world; create tight relations with the legislature, Executive, judiciary, national and political institutions, social-political organizations ...; implementation of the tasks of other powers under the provisions of the Constitution and the law.
The Government and the Prime Minister have inherited the achievements and experiences of more than 20 years of innovation, overcome difficulties and enhance the effectiveness and efficiency of management, administration, implementation has resulted in the planning of economic development-society; relatively timely response, directing fiercely before these urgent issues, ensuring the promotion of synergy of great full solidarity of peoples, maintaining political stability, safety, social order, maintain the pace of economic growth, ensuring social security. The Prime Minister has many try to perform the powers, duties, basically has completed its responsibilities, ensuring the operation of the Government to meet the requirements of socio-economic development, national defense and security relations in the new situation. The Chief Justice of the Supreme People's Court and Chief Procurator of the Supreme People have done effectively its mission, functions, contribute actively to the common achievements of the country; justice reform be focused and pushing; publicly, the calculation of activity had a positive transformation of the trial; the implementation of the rights of the public prosecutor and the Prosecutor of justice be executed better.
2. The National Assembly, in the coming time, the bodies of the National Assembly, the Government, the Prime Minister, the Chief Justice of the Supreme People's Court and Chief Procurator of the Supreme People research, receiving authoritative opinions of deputies to enhance operational efficiency; at the same time concerned the following issues:

-Continue the legislative process innovation, ensure reasonable, sync, enhanced accountability of the agency project, the Agency participated in drafting, verifies, corrects. Perfecting legislation on the judicial inspection and strengthening mechanisms responsible of the Procuratorate for prosecution, investigation activities the activities of the judiciary; innovation and improving the quality of adjudication by the Court; the coordination of activities between the judiciary and the Prosecutor.

Continue implementation of planning, training, fostering and building staff the judiciary and the Prosecutor in the clean, strong, have a political, professional ethics, raise the professional level, to meet the increasing requirements of the justice reform and international integration.
III.
